"Tesis ini membahas penerapan prinsip smart power di dalam strategi militer AS terhadap al-Qaeda, kelompok afiliasi, dan pendukungnya di Afghanistan dan Pakistan, periode 2009-2012. Analisis dalam tesis ini menggunakan dasar pemikiran konsep strategi dan prinsip smart power. Kajian literatur dalam penelitian ini menemukan sejumlah faktor-faktor di dalam perumusan kebijakan keamanan nasional yang mempengaruhi perubahan strategi militer AS terhadap al-Qaeda.

"ABSTRAKTesis ini membahas dampak European Neighborhood Policy (ENP) sebagai smartpower Uni Eropa (UE) terhadap demokrasi di negara-negara Commonwealth ofIndependent States (CIS) yang menjadi mitra ENP. Penelitian ini adalah penelitiankualitatif dengan menggunakan metode studi kepustakaan. Hasil penelitian inimenyimpulkan bahwa strategi smart power UE di dalam ENP yang dibentuk sejaktahun 2004 dapat mempengaruhi demokrasi di negara-negara CIS mitra ENP,yakni Armenia, Azerbaijan, Georgia, Moldova dan Ukraina. Strategi smart powerdalam action plan ENP dan besaran bantuan yang dialokasikan untuk mendukungpromosi demokrasi di negara-negara eks-Soviet memberikan pengaruh terhadapkemajuan yang terjadi di sektor demokrasi. Keterbatasan strategi smart powerterlihat dalam kasus Ukraina yang justru mengalami penurunan terkaitdemokratisasi pasca diberlakukannya ENP. Penurunan yang dialami Ukrainadipengaruhi oleh faktor internal dan eksternal.

Abstract This thesis studies the impact of the ENP as the EU's smart power on democracyin the CIS countries that are ENP's partner. This is a qualitative research based onthe study of literature method. The result of this research concludes that the EU'ssmart power strategy in the ENP which was established in 2004 could influencedemocracy within the CIS countries who are partners of the ENP, i.e., Armenia,Azerbaijan, Georgia, Moldova, and Ukraine. The smart power strategy in ENP'saction plans and the amount of assistance allocated to support the promotion ofdemocracy in ex-Sovyet countries have impacted the progresses of democracysector in those countries. The limitation of the smart power strategy can be seen inthe case of Ukraine, which in fact experienced deterioration regardingdemocratization after the ENP was established. The deterioration of democracy inUkraine was caused by various internal and external factors."

"Penelitian ini menganalisis tentang pengembangan cyber power Israel hingga dapat menduduki posisi yang paling komprehensif di kawasan Timur Tengah. Kehadiran Israel di kawasan dengan melakukan pendudukan dan tindakan apartheid kepada rakyat Palestina menyebabkan sikap permusuhan dari negara-negara tetangganya. Tujuan dari penelitian adalah untuk menganalisis bagaimana Israel mengembangkan cyber power, apa model-model cyber power Israel serta bagaimana penggunaan cyber power sebagai strategi smart power Israel untuk tujuan strategis Israel di kawasan terutama ke Uni Emirat Arab, Iran dan Palestina. Penulis menggunakan konsep konsep kepentingan nasional, cyber power, dan konsep smart power sebagai sebuah strategi dalam menjawab pertanyaan penelitian. Penelitian ini menggunakan penelitian kualitatif dengan jenis penelitian kajian literatur.Melalui penelitian ini dapat disimpulkan bahwa meningkatkan kapabilitas siber sangat relevan dan cocok dilakukan oleh Israel sebagai upaya untuk memenuhi tujuan nasionalnya. Karakteristik siber yang unik dan fleksibel sangat tepat digunakan dalam strategi smart power yang menggabungkan antara hard power dan soft power. Dengan kapabilitasnya yang mumpuni di bidang industri teknologi dan siber, Israel menjadikannya sebagai strategi soft power untuk menarik negara-negara lain untuk menjalin kemitraan seperti yang terjadi dengan Uni Emirat Arab. Di sisi lain, kemampuan siber Israel juga digunakan untuk strategi hard power melalui serangan-serangan siber sebagaimana yang ditujukan terhadap Iran. Israel juga melakukan pendudukan digital terhadap rakyat Palestina dengan membatasi penggunaan internet dan melakukan pengawasan yang ketat melalui teknologi yang dimilikinya terhadap rakyat Palestina. Israel juga menggunakan media untuk memperbaiki citra Israel dengan menunjukkan sisi positif Israel yang lebih menarik daripada pembahasan tentang konflik dan meredam dukungan pro-Palestina.

This research analyzes the development of Israel's cyber power to be the most comprehensive in the Middle East region. Israel's presence in the region by carrying out occupation and apartheid actions against the Palestinian people has caused hostility from its neighbors. In addition, the image of being a country full of conflicts is attached to Israel. This is one of the reasons why Israel is developing its cyber capabilities. The purpose of the research is to analyze how Israel develops cyber power, what are Israel's cyber power models and how the use of cyber power as Israel's smart power strategy for Israel's strategic goals in the region, especially for the United Arab Emirates, Iran, and Palestine. The author uses the concept of national interest, concept of cyber power and smart power as a strategy in addressing the research questions. This research uses qualitative research with a literature review type of research. Through this research, it can be concluded that improving cyber capabilities is very relevant and suitable for Israel to fulfill its national goals. The unique and flexible characteristics of cyber are very appropriate to be used in a smart power strategy that combines hard power and soft power. With its capabilities in the technology and cyber industry, Israel makes it a soft power strategy to attract other countries to establish partnerships such as the one with the United Arab Emirates. On the other hand, Israel's cyber capabilities are also used for hard power strategies through cyber attacks directed against Iran. Israel also conducts digital occupation of the Palestinian people by limiting the use of the internet and conducting strict surveillance through its technology on the Palestinian people. Israel also uses the media to improve Israel's image by showing the positive side of Israel which is more attractive than the discussion of conflict and reduces pro-Palestinian support.  "

Penulisan skripsi ini bertujuan untuk membuktikan bahwa pemerintahan Vladimir Putin tahun 2000-2008 berhasil mencegah ekspansi NATO ke Georgia dan Ukraina. Metode penelitian yang digunakan dalam penulisan skripsi ini adalah deskriptif-analitis. Kebijakan smart power Vladimir Putin terdiri atas pendekatan lunak (soft power) dan pendekatan keras (hard power). Putin berusaha menaikkan citra Rusia di tingkat global untuk mendapat perhatian dunia melalui kedua pendekatan tersebut. Hard power dan soft power juga diterapkan di Ukraina dan Georgia dengan proporsi yang berbeda. Hingga akhir masa pemerintahannya Putin berhasil mencegah upaya Georgia dan Ukraina untuk bergabung dangan NATO melalui kebijakan Smart Power.

This thesis discusses the policy of Vladimir Putin?s smart power toward the expansion of NATO membership in 2000-2008 in Ukraine and Georgia. This thesis aims to prove that the Vladimir Putin government in 2000-2008 succeeded in preventing the expansion of NATO over Georgia and Ukraine. The research method used this thesis is a descriptive-analycal. Vladimir Putin?s policy of smart power concists of the soft approach (soft power) and the hard approach (hard power). Putin tried to raise the image of Russia at the global level to get world attention through both approaches. Both approaches are also implemented in Ukraine and Georgia in different proportions. By the end of his reign Putin managed to prevent Georgia and Ukraine?s efforts to join NATO through Smart Power policy."
