"ABSTRAK
Sales of video surveillance services, especially those integrated with artificial intelligence based services, should be anticipated by the Indonesian government because it can affect cybersecurity stability. On the one hand, data obtained from the operation of a video surveillance system can be useful for the benefit of national security and or law enforcement. But on the other hand, if the data is controlled and misused by criminals and or terrorists, then cybersecurity risks become large. Institutionally, currently in Indonesia, there are at least 4 government agencies that have duties related to business control of video surveillance services, namely the Ministry of Trade, Ministry of Communication and Information, Republic of Indonesia National Police, and National Cyber and Crypto Agency. However, there is no clarity regarding effective institutional construction to strive so that the interests of cybersecurity stability can run in balance with the interests of increasing the digital economy. By applying a normative legal research methodology based on a conceptual approach, three institutional approaches were found that could be chosen to be included in Indonesia cybersecurity policy. However, the author argues that one institution that has its own authority in supervising the business of video surveillance services is the best solution capable of maintaining Indonesian cybersecurity while protecting the privacy rights of citizens."

"ABSTRAK
This research was conducted through qualitative methods with literature study and in depth interviews data collecting techniques to provide an explanation on how the ideal political party funding system will influence the political partys recruitment system to encourage the realization of a substantive democracy. The result of the research shows that Indonesia needs a reformation in the political party funding source system by increasing the funding from the state and by involving their constituents. The aim is to break dependence from political party elites and to strengthen the relationship between the constituents and their parties. It can be concluded that political party reform through the role of the state and constituents should also be followed by periodic reports from parties to encourage transparency and financial accountability. Furthermore, it needs to be accompanied by administrative sanctions in the form of reduction or revocation of financial assistance by the state on the event that the party fails to fulfill its obligations."

"Defisit anggaran akibat pemberian stimulus dimasa Coronavirus disease COVID-19 serta meningkatnya digitalisasi ekonomi, mendorong Pemerintah untuk menerbitkan Peraturan Menteri Keuangan Nomor 48/PMK.03/2020 tentang Tata Cara Penunjukan Pemungut, Pemungutan, dan Penyetoran, serta Pelaporan Pajak Pertambahan Nilai (PPN) atas Pemanfaatan Barang Kena Pajak Tidak Berwujud dan/atau Jasa Kena Pajak dari Luar Daerah Pabean di dalam Daerah Pabean Melalui Perdagangan Melalui Sistem Elektronik (PMK 48/2020) sebagai salah satu sumber penerimaan baru. Studi ini menganalisis peraturan tersebut menggunakan metode Regulatory Impact Assessment (RIA) guna mengetahui dampak bagi seluruh pemangku kepentingan dengan memberikan tiga alternatif kebijakan. Alternatif 1 yaitu opsi do nothing diartikan bahwa Pemerintah tidak mengenakan PPN atas Perdagangan Melalui Sistem Elektronik (PMSE), alternatif 2 yaitu pengenaan PPN sesuai PMK 48/2020, dan alternatif 3 yaitu pengenaan PPN dengan penambahan ketentuan baru. Berdasarkan hasil analisis biaya dan manfaat, alternatif 3: Pengenaan PPN dengan penambahan ketentuan baru merupakan opsi yang dapat menjadi pertimbangan bagi Pemerintah karena memberikan manfaat yang paling besar dan biaya yang paling kecil."

"Pangan, energi, dan air memiliki keterkaitan (nexus) yang kuat, termasuk dampaknya terhadap Perubahan iklim dan pembangunan berkelanjutan.  Perhatian terhadap keterkaitan ini semakin berkembang di dunia Internasional.  Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2020-2024 masih menerapkan perencanaan pembangunan ketahanan pangan, energi, dan air secara sendiri-sendiri, belum menekankan keterkaitan antar mereka. Makalah ini mengusulkan agar dilakukan kajian mengenai keterkaitan antara ketahanan pangan, ketahanan energi, dan ketahanan air serta mengembangkan kebijakan pembangunan mengenai keterkaitan tersebut untuk kasus Indonesia   Selanjutnya perencanaan pembangunan yang didasarkan pada keterkaitan antara ketiga sumber utama kehidupan tersebut (pangan, energi, air) dapat disusun dan secara eksplisit diperlihatkan dalam Rencana Kerja Pemerintah (RKP)  tahun-tahun berikutnya dalam kurun RPJMN 2020-2024 dan ke depan."

"Upaya afirmasi pembangunan bagi daerah kepulauan telah didorong oleh berbagai pihak, reorientasi paradigma pembangunan dalam mewujudkan poros maritim dunia ditempuh salah satunya melalui inisiatif RUU Daerah Kepulauan yang diusung oleh DPD. Salah satu butir utama dalam regulasi tersebut ialah terkait Dana Khusus Kepulauan (DKK) sebagai penerimaan baru bagi daerah kepulauan untuk mempercepat pembangunan daerah kepulauan. Pada tulisan ini akan dibahas dampak kebijakan DKK terhadap ketimpangan alokasi dana transfer antardaerah. Untuk menjawab tujuan, ditelusuri definisi daerah kepulauan, persoalan saat ini, konsep DKK yang diajukan serta pengaruh DKK pada ketimpangan alokasi Transfer ke Daerah dan Dana Desa (TKDD). Penelitian ini merupakan penelitian evaluasi ex-ante dengan pendekatan with-versus-without comparison dan menggunakan metode penelitian campuran antara kualitatif yakni analisis konten regulasi dan literatur, serta kuantitatif deskriptif dengan memanfaatkan data sekunder yang tersedia. Hasil temuan evaluasi ini ialah masih terdapat persoalan dalam mendefinisikan daerah kepulauan terutama kriteria gugusan pulau dan kesatuan sosial budaya ekonomi dan geografis, serta adanya batasan kewenangan urusan pemerintahan di bidang kelautan yang hanya diberikan kepada pemerintahan provinsi. Selain itu kinerja daerah kepulauan berbeda-beda pula tergantung karakteristik geografis, fisik dan administratif daerah, sehingga tantangan, persoalah, yang ditangani tidak seragam antardaerah kepulauan. Sebaliknya, berdasarkan hasil analisis justru yang terlihat jelas ialah ketimpangan jawa-non jawa, barat Indonesia dan timur Indonesia serta perkotaan dan perdesaan. Kesimpulannya adalah dengan skenario DKK yang diperoleh dari 5% DTU nasional akan meningkatkan kesenjangan alokasi sebesar 25.12% apabila DKK dialokasikan pada daerah kepulauan BKSDK (8 wilayah). Jika DKK ditransfer ke seluruh daerah kepulauan yang memenuhi kriteria maka ketimpangan alokasi meningkat hingga 40.66%. Konvergensi DAK Tematik Kepulauan dan eksplorasi pembiayaan kreatif yang berbasis kelautan (marine based financing) dapat dipertimbangkan untuk mewujudkan percepatan pembangunan daerah kepulauan."

"Southeast Asian countries are facing unstable water resource situations, experiencing high water stress as a result in their river basins, particularly around large population cities. This research has assessed basin-scale water stress by estimating the amount of water resources and water use for all river basins in Indonesia, Thailand, the Philippines, Vietnam, and Malaysia. A simple water stress assessment methodology using a Geographic Information System revealed the basins vulnerable to high water stress around the capital areas in all five countries. The population ratio was under high-moderate and high water stress at 29.3% in Indonesia, 41.8% in Thailand, 31.9% in the Philippines, 43.3% in Vietnam, and 19.9% in Malaysia. The results imply that large populations depend on limited water resources. The basin-scale assessment conducted in this research could be used in support of the water resources management planning at an inter-basin scale aiming to neutralize water stress."

"This policy paper carries the theme: Towards Professional Planners in the Termination of Stages of RPJPN 2005-2025 and Determination of Strategy for Implementing Indonesia's Vision 2045. With Sub-themes: Increasing the Role of Planners in the Long-Term Perspective Framework for the Indonesian Vision 2045. It is concluded that there are three problems faced in increasing the role of planners in the framework of the elaboration of the Indonesian Vision 2045, as well as in preparing policy recommendations to realize professional planners. The three problems are the lack of understanding of JFP regulations, the existence of "minor" opinions on JFP, and a lack of leadership commitment. To overcome these three problems, the authors propose four alternative policies and three types of recommendations to be carried out by the parties in a planned and coordinated manner. This policy paper recommends that to deal with the VUCA phenomenon, a planner must be visionary, innovative and agile. Furthermore, with the enactment of the Industrial Revolution 4.0 and beyond, professional planners are required to have six abilities, namely: Complex Problem Solving, Social Skills, Process Skills, System Skills, Digital Skills, and Cognitive Abilities."

"ABSTRAK
The agricultural sector has been given the largest contribution to economy Indonesia. Besides being able to absorb large numbers of workers, the agricultural sector also has an important role in reducing poverty vulnerability in rural households. This study aims to analyze the role of institutions and technological use in food security which proxied by the food production index in Indonesia, both in the short and long term. The analytical technique for estimating short term and long term relationships in this study is the Autoregressive Distributed Lag ARDL model using time series data from 1978 until 2014. The results showed that in the short term land availability, technological use in technology tractor machines and the availability of electricity had a positive and significant effect on food production in Indonesia. Whereas in the long term, land availability and GDP per capita are positive and significantly enhances food security. In addition, the institutional framework proxied by political rights and civil liberties has significant positive and negative effects in the long term. Variable land availability is the biggest factor in increasing food security in Indonesia so that a policy that effectively regulates agricultural land use needs to be made. Interaction between the society, farmers and the government is also needed to create synergies and contributions related to food production. The provision of social security to farmers, especially when there is a shock, and the policy of procurement of agricultural technology must also be considered to maintain national food security in the long run."
