"Tesis ini membahas kaderisasi politik yang dilakukan Dewan Pengurus Pusat Partai Kebangkitan Bangsa Periode 2009-2014 dengan organisasi keagamaan Nahdlatul Ulama NU sebagai basis massanya dalam rangka menyiapkan calon-calon pemimpin tingkat nasional. Ini adalah penelitian kualitatif dengan pendekatan fenomenologis deskriptif, dengan informan sebanyak sepuluh orang yang berasal dari PKB dan NU, serta pakar politik. Kesimpulan dari penelitian ini adalah kaderisasi politik PKB yang mengalami stagnasi, sementara dalam hubungan kaderisasi politik PKB dengan NU memberi keuntungan bagi PKB. Sedangkan dalam penyiapan pemimpin nasional, PKB memiliki blueprint dengan tiga belas agenda politik tentang kemandirian dan kedaulatan bangsa yang salah satu isinya adalah tentang kepemimpinan nasional. Hasil penelitian menyarankan bahwa PKB ke depan harus melakukan kaderisasi lebih serius, dan untuk menjadi partai terbuka, PKB harus keluar dari zona aman dengan mengembangkan basis massanya yang selama ini masih berkutat dengan warga NU. PKB juga harus menyiapkan calon-calon Pemimpin Nasional masa depan dengan perencanaan yang sistematis dan terstruktur.

This thesis discusses about the political cadres who carried out the Central Board of Partai Kebangkitan Bangsa Period 2009 2014 with religious organizations Nahdlatul Ulama NU as its mass base in order to prepare candidates for national level leaders. It is a qualitative research with descriptive phenomenological approach, the informant as many as ten people from PKB and NU, and political experts. The conclusion from this research is that PKB political cadres stagnated, while in a political cadres relationship PKB with NU provides benefits to PKB. Whereas in the preparation of a national leader, PKB has thirteen blueprint with the political plan of the independence and sovereignty of the nation is one of the contents is about national leadership. Results of the study suggest that in the future PKB must do more serious about the political cadres, and to be open party, PKB had to get out of the comfort zone to develop a mass base, which is still struggling with the NU community. PKB also have to prepare candidates for future national leaders with a systematic and structured planning.

"Penelitian ini membahas pelembagaan PKB di era kepemimpinan Abdul Muhaimin Iskandar selama dua periode 2014-2019 dan 2019-2024. Sebagai partai politik yang identik dengan basis warga NU, PKB menjadi partai politik yang memiliki ciri khas dalam rekrutmen dan kaderisasinya sehingga menarik untuk diteliti. Peneliti ingin melihat bagaimana PKB di era kepemimpinan Abdul Muhaimin Iskandar dari perspektif pelembagaan partai politik Randall dan Svasand dengan empat indikator yaitu kesisteman organisasi, identitas nilai, otonomi kebijakan, dan reifikasi selama 2014-2019 dan 2019-2024. Penelitian ini menggunakan metode kualitatif dengan tipe studi kasus. Berdasarkan temuan dan analisis menunjukkan PKB belum memiliki tingkat pelembagaan yang terukur dan terus melakukan adaptasi dengan situasi politik nasional. Kaderisasi dan rekrutmen politik PKB memiliki desain yang matang karena merupakan hasil dari porses adaptasi sejak awal berdiri hingga saat ini. Dengan mengacu kepada teori Vicky Randal dan Lars Svasand tentang Party Institutionalization in New Democracies, desain rekrutmen dan kaderisasi bekelindan dengan dimensi struktur maupun kultur partai politik. Di sisi struktur partai, desain kaderisasi dan rekrutmen politik menjadi bagian tidak terpisahkan dari derajat kesisteman dan otonomi keputusan. Sedangkan, di sisi kultur, desain kaderisasi dan rekrutmen politik menjadi bagian yang melekat pada nilai dan citra publik terhadap partai politik.

This study discusses the institutionalization of PKB in the era of Abdul Muhaimin Iskandar's leadership during the two periods 2014-2019 and 2019-2024. As a political party that is synonymous with the base of NU members, PKB is a political party that has characteristics in its recruitment and regeneration making it interesting to study. The researcher wants to see how PKB was in the era of Abdul Muhaimin Iskandar's leadership from the perspective of political party institutionalization Randall and Svasand with four indicators, namely organizational system, value identity, policy autonomy, and reification during 2014-2019 and 2019-2024. This study uses a qualitative method with a case study type. Based on the findings and analysis, it shows that PKB does not yet have a measurable level of institutionalization and continues to adapt to the national political situation. PKB's political cadre and recruitment has a mature design because it is the result of an adaptation process since its inception until now. By referring to the theory of Vicky Randal and Lars Svasand about Party Institutionalization in New Democracies, the design of recruitment and regeneration is intertwined with the dimensions of the structure and culture of political parties. On the party structure side, the design of political regeneration and recruitment is an integral part of the degree of systemicity and decision autonomy. Meanwhile, on the cultural side, the design of political regeneration and recruitment is an inherent part of the values ​​and public image of political parties."

Didalam penelitian ini peniliti memberikan gagasan mengenai pembubaran partai
politik korup melalui celah hukum pembubaran partai politik di indonesia dengan
memberikan tafsir terhadap makna hukum positif yang mengatur tentang pembubaran
partai politik, salah satunya yaitu adanya nomenklatur yang disebutkan didalam Pasal 2
huruf b Peraturan Mahkamah Konstitusi Nomor 12 Tahun 2008 Tentang Pedoman
Beracara Pembubaran Partai Politik yang menyebutkan bahwa partai politik dapat
dibubarkan oleh Mahkamah Konstitusi apabila kegiatan/akibat yang dilakukan oleh
partai politik tersebut bertentangan dengan Undang-Undang Dasar 1945. Klausul
?akibat? yang ditimbulkan tersebut dapat disamakan dengan kegiatan korupsi yang
melibatkan pengurus/anggota partai politik yang melaksanakan kegiatan aktifitas
kepartaian untuk dapat dibubarkan. Adanya persamaan pengertian yang ditujukan
antara korporasi selaku badan hukum yang disamakan dengan pengertian partai politik
selaku badan hukum dapat dijadikan sebagai bahan acuan untuk menarik keterlibatan
partai politik melalui pengurusnya dalam melakukan tindak pidana korupsi dengan
mempergunakan doktrin strict liability dan doktrin vicarious liability yang
memungkinkan partai politik tersebut bertanggungjawab atas perbuatan yang dilakukan
oleh pengurus/anggota partai politik yang menjalankan aktivitas kepartaian.

Researcher in this study provides an idea of the dissolution of the corrupt political
parties through legal loopholes dissolution of political parties in Indonesia to provide
interpretation of the meaning of positive law governing the dissolution of political
parties, one of which is the existence of the nomenclature referred to in Article 2
paragraph b of the Constitutional Court Regulation No. 12 year 2008 on Guidelines for
the Proceedings In the Dissolution of Political Parties which states that a political party
can be dissolved by the Constitutional Court if the activities/result conducted by the
political parties in conflict with the Constitution of 1945. Clause " due " posed is what
can be equated with corruption involving officials/members of a political party
conducting the activities of the party to be dissolved. The existence of the common
understanding between the corporation intended as a legal entity which is equated with
the notion of a political party as a legal entity can be used as a reference for the
involvement of political parties through its officials in committing corruption by using
the doctrine of strict liability and vicarious liability doctrine that allows the political
party responsible for acts committed by officials/members of political parties that run

"ABSTRAK

Untuk mewujudkan pemerintahan daerah yang baik harus dimulai dari menciptakan pemimpin daerah yang memiliki kompetensi dan kualitas yang baik, hal demikian tercermin dari pembinaan atau kaderisasi. Dalam hal ini, partai politik memiliki peran penting untuk menjalankan fungsi rekrutmen politiknya, yang di dalamnya terdapat pula kontribusi dalam melakukan kaderisasi, seleksi, dan menawarkan calon pemimpin daerah kepada rakyat melalui pilkada. Calon pemimpin daerah yang ditawarkan kepada rakyat melalui pilkada harusnya merupakan produk dari kaderisasi yang berjenjang dan berkesinambungan. Oleh karenanya, materi muatan dari Undang-Undang Nomor 10 Tahun 2016 sebagai payung hukum pemilihan kepala daerah, khususnya pasal yang mengatur mengenai persyaratan calon kepala daerah, juga harus memasukkan ketentuan-ketentuan yang menunjang partai politik untuk melakukan fungsi kaderisasi yang berjenjang dan berkesinambungan terhadap calon kepala daerah yang akan diusung.


ABSTRACT


In order to embody a good local governance must start from creating governors who have good competence and quality, this is reflected in training or caderization. In this case, political parties have an important role to carry out their political recruitment functions, in which there are also contributions in caderizationing, selecting, and offering prospective regional leaders to the people through the elections. Prospective regional leaders who are offered to the people through the elections should be a product of a gradual and continuous caderization. Therefore, the contents of the Law number 10 of 2016 as a legal platform for the election of regional heads, in particular the article governing the requirements of candidates for regional head, must also include the rules which supports political parties to carry out the gradual and continuous caderization function of the regional head candidates to be promoted.

"Tulisan ini menganalisis bagaimana peraturan di Indonesia dan peraturan internal dari 3 besar partai politik dan 2 partai politik baru yang belum memiliki kursi di DPR RI dalam menetapkan syarat perihal keanggotaan partai politik itu sendiri maupun calon anggota legislatif  DPR RI. Tulisan ini disusun dengan menggunakan metode penelitian doktrinal dan menggunakan data sekunder yang diperoleh dari studi kepustakaan. Hasil penelitian menunjukkan bahwa Secara umum, lima partai politik yang terdiri dari PDIP, Gerindra, Perindo, dan PSI telah berupaya semaksimal mungkin untuk menyiapkan kader yang berkualitas. Hal ini terlihat dari adanya sekolah partai dari masing-masing partai. Walaupun terdapat beberapa perbedaan mengenai mekanisme kerangka yang dilaksanakan oleh partai, namun kelima partai tersebut tetap menjunjung tinggi proses kaderisasi. Dalam AD/ART kelima partai tersebut juga telah sejalan dengan ketentuan Peraturan perundang-undangan yang berkaitan dengan syarat keanggotaan partai politik dan calon anggota DPR, yakni UUD NRI 1945, UU No. 7 Tahun 2017, UU No. 2 Tahun 2008, dan Peraturan KPU No. 10 Tahun 2023. Meski demikian, belakangan ini banyak peraturan yang mendapat tanggapan negatif dari publik. Pengesahan revisi Undang-Undang tentang Komisi Pemberantasan Korupsi (KPK) Tahun 2019 dan Undang-Undang No.11 Tahun 2020 tentang Cipta Kerja. Aspirasi masyarakat kurang diserap dengan baik sehingga menghasilkan undang-undang yang kontroversial. Menghadapi Pemilu 2024 yang sedang ramai-ramainya calon legislatif menarik perhatian massa dengan kampanye, timbul dalam benak masyarakat sebenarnya bagaimana pola rekrutmen dari partai politik sehingga menghasilkan anggota DPR RI yang sedemikian rupa. 

This paper analyzes how the regulations in Indonesia and the internal regulations of the 3 major political parties and 2 new political parties that do not yet have seats in the DPR RI in determining the requirements regarding the membership of the political party itself and the DPR RI legislative candidates. This paper is prepared using doctrinal research methods and uses secondary data obtained from literature studies. The results show that in general, the five political parties consisting of PDIP, Gerindra, Perindo, and PSI have made every effort to prepare qualified cadres. This can be seen from the existence of party schools from each party. Although there are some differences regarding the framework mechanism implemented by the parties, the five parties still uphold the regeneration process. The bylaws of the five parties have also been in line with the provisions of the laws and regulations relating to the membership requirements of political parties and candidates for DPR members, namely UUD NRI 1945, UU No. 7 Tahun 2017 and UU No. 2 Tahun 2008, dan Peraturan KPU No. 10 Tahun 2023. However, recently many regulations have received negative responses from the public. The ratification of the revision of Undang-Undang tentang Komisi Pemberantasan Korupsi (KPK) Tahun 2019, Undang-Undang No.11 Tahun 2020 tentang Cipta Kerja. The aspirations of the community are not well absorbed, resulting in controversial laws. Facing the 2024 elections, when legislative candidates are busy attracting the attention of the masses with campaigns, the public's mind is actually how the recruitment patterns of political parties produce members of the DPR RI in such a way."

"ABSTRAK
Penelitian ini berusaha melihat pengaruh sosialisasi politik keagamaan menggunakan metode tarbiyah (pendidikan Islam) terhadap identifikasi dan loyalitas partai. Penelitian ini juga berusaha menguji hipotesis bahwa pemilih Partai Keadilan Sejahtera (PKS) peserta tarbiyah lebih loyal dibandingkan pemilih PKS non-tarbiyah. Seluruh subjek penelitian (N=160) adalah mahasiswa pemilih PKS dengan rincian sebanyak 40 orang adalah pemilih PKS non-tarbiyah, dan 120 orang mahasiswa pemilih PKS peserta tarbiyah.
Menggunakan analisis Sructural Equation Modelling (SEM) hasil penelitian menunjukkan bahwa sosialisasi politik keagamaan dengan metode tarbiyah merupakan prediktor yang positif dan signifikan terhadap identifikasi partai dan loyalitas PKS. Hasil uji multivariat (MANOVA) menunjukkan bahwa terdapat perbedaan signifikan antara tiga kelompok tarbiyah (kelompok tersosialisasi tinggi, sedang, dan tidak ikut tarbiyah) pada kombinasi linear dari sejumlah variabel terikat. Lebih lanjut, uji univariat ANOVAs menunjukkan perbedaan signifikan antara tiga kelompok tarbiyah berlaku untuk setiap variabel terikat yaitu sikap keseluruhan, identifikasi partai, komponen identifikasi partai (afeksi, kognisi, ideologi, dan identitas sosial), dan loyalitas partai.Selanjutnya, nilai mean setiap variabel terikat menunjukkan bahwa semakin kuat sosialisasi tarbiyah yang diterima seseorang semakin kuat pula identifikasi dan loyalitasnya terhadap PKS.

ABSTRACT
This research trying to find the religious political socialization effect using tarbiyah (Islamic education) method upon party identification and party loyalty. This reseach also try to examine the assumption that tarbiyah participants are more loyal to Partai Keadilan Sejahtera (PKS) than non-tarbiyah. All this reseach respondents (N=160) are students who vote PKS in 1994 general election and devided into two category: participate with tarbiyah socialization (N=120) and non-tarbiyah (N=40).
By using Structural Equation Modelling (SEM) analysis, the results indicated that religious political socialization using tarbiyah method is a positif and significant predictor for party identification and loyalty to Partai Keadilan Sejahtera (PKS). The result of Multiple Analysis of Variance (MANOVA) tests indicated that there were significant difference among three tarbiyah socialization groups (highly, medium, and none-socialized) in linear combinations of the dependent variabels. Follow up univariate ANOVAs indicated there are a significant different among these groups for each dependent variabel; overall attitudes, party identification and its components (affect, cognition, social identity, and ideology), and party loyalty. In addition, the mean values of these dependent variabels indicated that more strongly tarbiyah socialization acquired by the partisan, will leads to more strong party identification and a loyalty to PKS.

"Demokratisasi yang terjadi Indonesia dihadapkan pada persoalan tingkat partisipasi politik yang tinggi disatu sisi dan kelembagaan partai yang belum kuat dalam menampung dan menyalurkan aspirasi masyarakat disisi lain. Salah satu persoalan yang penting yang muncul adalah penilaian masyarakat yang negatif akan kinerja dan kualitas moral para pemimpin publik/ politik yang dihasilkan oleh partai politik, termasuk Partai Golkar, yang menjadi objek penelitian ini. Kualitas pemimpin yang dihasilkan oleh partai politik dianggap lemah, tidak pro ke persoalan rakyat dan cenderung berperilaku yang negatif. Persoalan rekruitmen politik kemudian menjadi salah satu isu yang menjadi perhatian luas dari masyarakat.
Penelitian ini menggunakan metode kualitatif dengan deskriptif analisis. Teori- teori yang dikedepankan dalam penelitian ini adalah teori partai politik dan teori rekruitmen politik. Teori tersebut dipakai sebagai kerangka berfikir yang membantu peneliti dalam melihat dan menganalis hasil-hasil penelitian yang ditemukan di lapangan. Dengan menggunakan kerangka teori tersebut, korelasi antara fakta di lapangan yang diperoleh selama proses penelitian dan teori dapat dilihat korelasi kesenjangannya.
Dari hasil penelitian yang didapat, pola dan mekanisme rekruitmen pemimpin di Partai Golkar dilakukan melalui dua jalur rekruitmen utama yaitu jalur kaderisasi dan jalur rekruitmen individual. Untuk jalur kaderisasi, usulan siapa yang akan direkrut dilakukan secara bertahap, dan mulai dari tingkatan kepengurusan dibawah (bottom up). Dan untuk jalur individual, ketua umum Partai Golkar mempunyai hak untuk menentukan seseorang yang akan direkrut (hak diskresi). Calon- calon pemimpin yang akan direkrut kemudian akan disurvei untuk menentukan tingkat popularitasnya.
Kriteria rekruitmen yang dipraktekan oleh Partai Golkar lebih pada berorientasi ke pasar politik (market oriented party) yang merupakan imbas dari terbukanya sistem politik Indonesia pasca reformasi. Kriteria rekruitmen politik tersebut kemudian membuat achievement (prestasi) dan kaderisasi belum menjadi pertimbangan utama dalam mekanisme rekruittmen pemimpin di Partai Golkar. Pertimbangan dari sisi askriptif lebih dikedepankan.

This research uses descriptive qualitative method of analysis. The theories put forward in this study is the theory of the political parties and the theory of political recruitment. The theory is used as a framework of thinking that helps researchers to view and analyze the results of the study are found in the field. By using the theoretical framework, the correlation between the facts on the ground gained during the process of research and theory can be seen in the correlation gap.
From the research results obtained, and the pattern of elite recruitment mechanism Golkar Party recruitment is done through two main pathways pathways pathways of regeneration and individual recruitment. For regeneration pathway, the proposal will be recruited who performed in stages, starting from the level of management and under (bottom up). And for individual lines, the chairman of the Golkar Party has the right to define someone who will be recruited (discretion). Candidates will be recruited later be surveyed to determine the level of popularity.
Recruitment criteria practiced by the Golkar Party is more oriented to the political market (market oriented party) which is the impact of the opening of the Indonesian political system after the reform. Political recruitment criteria are then made achievement and regeneration has not been a major consideration in the mechanism rekruitrnen Golkar Party leader.Consideration of the more advanced ascriptive.

"Penelitian ini membahas mengenai hubungan antara agen sosialisasi politik keagamaan terhadap identifikasi partai Islam, PKS, PPP, PKB, dan PAN, pada siswa anggota Rohani Islam di 13 SMA Negeri Kota Depok. Partai Islam mempunyai kemampuan untuk membentuk modal sosial melalui agen sosialisasi politik keagamaan dalam institusi agama, keluarga, dan media. Peneliti berusaha meneliti lebih lanjut dengan menggunakan teori identifikasi partai politik oleh Greene dan agen sosialisasi politik keagamaan dengan 3 dimensi, media, keluarga, dan institusi agama. Melalui uji statistik somers'D yang menempatkan agen sosialisasi politik keagamaan sebagai variabel bebas dan identifikasi partai Islam sebagai variabel dependen, didapati hasil 0,406 yang artinya kedua variabel mempunyai hubungan yang lemah. Peneliti juga menemukan bahwa identifikasi siswa Rohis terhadap PPP mempunyai hubungan dengan agen sosialisasi keluarga yang terjadi ketika orang tua responden mempunyai latar belakang aktif di Partai Islam. Kemudian identifikasi siswa terhadap PKS mempunyai hubungan dengan institusi agama atau Rohis melalui kegiatan mentoring.

This study examines the relationship between the socialization agents of religious politics with Islamic party identification (PKS, PPP, PKB, and PAN) among students who are also Rohani Islam (Rohis) members in 13 SMA Negeri in Kota Depok. Islamic parties have the ability to form social capital through their socialization agents (of religious politics) within religious institutions, families, and the media. I attempted to examine further through the political party identification theory by Greene and socialization agents of religious politics in 3 dimensions: the media, families, and religious institutions. Analysis using the Somers’D statistical test, which places the socialization agents of religious politics as the independent variable and Islamic party identification as the dependent variable, yields the result of 0,0406, meaning that both the variables have a weak correlation. I found that the identification of Rohis students with PPP has a relationship with families as the socialization agent which occurs if the respondents’ parents are active in Islamic Parties. This study has also shown that the students’ identification with PKS has a relationship with religious institutions or Rohis through mentoring groups/activities."
