"Safe community as a system starts at village level, sub health centers, health center to the emergency services in hospitals. This effort is to encourage people to motivate and raise awareness of the potential. This research aims to develop a model of community-based safe community in an effort to emergency care system in the village of alert starting from system input, process and output. The study design is explanative, with qualitative data. This research was conducted in the Province of West Java and Yogyakarta Special Region. The results in terms of system inputs that safe community concept has not been much to formulate. Some claim a disaster mapping, taking into account the estimated number of victims, and needs help cure and health care in safe community based. Coordination of the main tasks and functions of each. Policy department already has a foundation of legitimacy according to laws, government regulations, medium-term development plan for the area and the Regent's decision letter, the local governor and even districts. Budget still relies on budget allocations, budget and block grand. This model includes the initiation efforts, partnerships, mobilization, advocacy resources, to accommodate the cultural, behavioral and regulatory assistance and support to the preventive, promotive safe and healthy communities in the entire cycle of human life in the state of emergency and disaster daily. Networks formed a partnership that is expected to be a shared responsibility between the cross-cutting."

"ABSTRAK
Kelurahan Bidara Cina mempunyai beberapa titik banjir serta dekat dengan aliran
sungai Ciliwung. Maka dibentuklah SIBAT yang merupakan program dari
kesiapsiagaan bencana berbasis masyarakat. Melalui pendekatan kualitatif, tesis
ini bertujuan untuk mendeskripsikan bagaimana pelaksanaan model intervensi
komunitas pada penanggulangan bencana banjir oleh SIBAT sehingga tingkat
partisipasi masyarakat meningkat. Berdasarkan temuan di lapangan, pelaksanaan
model intervensi komunitas oleh SIBAT pada program kesiapsiagaan tersebut
berhasil disampaikan kepada warga Bidara Cina karena adanya beberapa faktor
pendukung seperti: (a) adanya kerja sama elemen masyarakat; (b) kemampuan
SDM; (c) kemampuan finansial; (d) keterlibatan masyarakat. Adapun kendala
dalam pelaksanaan program seperti: (a) tidak paham fungsi dan tugas (b)
ketidakpercayaan

ABSTRACT
Kelurahan Bidara Cina has some flooding point and close to the Ciliwung river
flow. Then formed SIBAT which is a program of community-based disaster
preparedness. Through a qualitative approach, this thesis aims to describe how the
implementation of community intervention models in flood disaster management
by SIBAT thus increasing the level of community participation. Based on the
findings in the field, the implementation of the intervention model by SIBAT
community preparedness program was successfully delivered to the citizens
Bidara Cina due to several contributing factors such as: (a) the cooperation of
society, (b) the ability of human resources, (c) the financial capability; (d)
community involvement. The constraints in the implementation of programs such
as: (a) do not understand the functions and duties (b) distrust"

"Tesis ini membahas mengenai implementasi program layanan luar panti oleh PSBR Bambu Apus Jakarta ditinjau dari pelaksanaan model intervensi komunitas yang dilakukan, peran dari para pelaku perubahan yang terlibat serta hambatan yang terjadi di dalam upaya menangani masalah remaja putus sekolah terlantar. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan deskriptif di desa Ciwaringin, Kabupaten Cirebon.
Hasil dari penelitian ini memperlihatkan bahwa program layanan luar panti menggunakan model kebijakan/perencanaan sosial sebagai upaya intervensi komunitas terhadap remaja putus sekolah terlantar sehingga pemberdayaan terhadap komunitas sebagai penerima manfaat lebih fokus kepada terselesaikannya suatu kegiatan dari rencana program yang telah ditetapkan.

This thesis discussed the implementation of the non-housing service program by PSBR Bambu Apus Jakarta in terms of the implementation of community intervention models that do, the role of the actors involved and the barriers that occur in efforts to addressing the youth with dropout and neglected problem. This study is a qualitative and using descriptive approach at Ciwaringin village, Cirebon.
The Result showed that the non-housing service program is using a policy / social planning model as an intervention for community so that the empowerment of the beneficiaries more focused on the tasks completion.

"Program desa mandiri energi (DME) pada awalnya dilaksanakan sebagai sebuah program pemerintah untuk menghadapi gejolak harga minyak mentah dunia di tahun 2005, dan sekaligus mengurangi ketergantungan terhadap BBM. Berbagai sumber bahan bakar alternatif dikembangkan di berbagai daerah, termasuk salah satunya adalah minyak jarak. Program DME berbasis minyak jarak ini, berawal dari adanya kebutuhan dari PT RNI untuk memenuhi kebutuhan bahan bakar bagi pabrik-pabrik gula yang dimilikinya. Dalam perkembangannya, program ini terus berkembang di berbagai daerah.
Salah satu daerah yang menjadi DME minyak jarak ini adalah Desa Tanjungharjo, Kecamatan Ngaringan, Kabupaten Grobogan, Jawa Tengah. Desa ini kemudian dicanangkan sebagai DME berbasis jarak oleh Presiden SBY, yang sekaligus menjanjikan bantuan kepada para kelompok tani untuk pengembangan tanaman jarak. Dana bantuan yang telah diberikan oleh PERTAMINA juga sudah disalurkan dan dibelikan mesin pengolah minyak jarak di Kecamatan Toro. Namun dalam perkembangannya, DME yang ada tersebut tidak berjalan sebagaimana diharapkan dan akhirnya berhenti. Kegagalan inilah yang kemudian dicoba untuk diteliti dalam penelitan ini. Khususnya terkait dengan aspek sosial yang menyebabkan kegagalan DME tersebut. Selanjutnya dengan SSM, penelitian ini mencoba melakukan rekonstruksi model pemberdayaan masyarakat yang cocok untuk pengembangan DME ke depan.

Energy independent village program (DME) was initially implemented as a government program to cope with price volatility of crude oil in 2005, and simultaneously reduce dependence on fuel. Various sources of alternative fuels developed in various areas, including the one of which is castor oil. DME program is based on castor oil, originated from the need of RNI to meet the needs of fuel for sugar mills owned. In its development, this program continues to grow in many areas.
One area that became DME castor oil is Tanjungharjo Village, District Ngaringan, Grobogan, Central Java. The village was later proclaimed as DME-based distance by the President, who also promised assistance to farmers' groups for the development of Jatropha. A grant has been given by Pertamina also been distributed and bought machinery processing castor oil in the District of Toro. But in its development, the DME that is not working as expected and eventually stopped. Failure is then attempted to be studied in this research. Particularly with respect to social aspects that led to the failure of the DME. Furthermore, the SSM, this study tries to reconstruct a model of community empowerment that is suitable for the future development of DME."

"Air adalah salah satu kebutuhan dasar kehidupan dan merupakan sumber daya yang perlu dipertahankan kelestariannya secara kuantitas maupun kualitas untuk kepentingan manusia dan lingkungan. Pada saat ini, belum ada pelibatan partisipasi masyarakat pada konservasi DAS hulu berbasis bioindikator sebagai upaya pengelolaan sungai secara berkelanjutan. Selain itu, belum ada model pelibatan masyarakat yang dapat dijadikan acuan dalam kegiatan konservasi sungai berbasis bioindikator. Tujuan umum penelitian ini adalah untuk menyusun model konservasi DAS Brantas hulu berbasis bioindikator vegetasi Riparian, Makroinvertebrata dan Odonata dengan partisipasi masyarakat dalam mengelola lingkungan sungai sehingga terwujud pengelolaan sungai yang berkelanjutan. Hasil penelitian memperlihatkan vegetasi Riparian pada daerah penelitian diketemukan 61 Ordo tumbuhan, 71 familia dan 188 species. Makroinvertebrata diketemukan 11 Ordo, 15 familia, 31 genus, dan 36 species; Odonata 2 sub Ordo, 3 familia, 11 genus, dan 15 species. Ketiga bioindikator dapat dijadikan penunjuk kondisi lingkungan yang baik pada daerah penelitian. Status kesehatan sungai berdasarkan kondisi substrat dasar berstatus baik dan dapat mendukung kehidupan organisme in stream perairan. Hasil analisis The Rapid Appraisal of River Conservation (RapRiCons) pada dimensi Ekologi, Sosial, Ekonomi, Teknologi dan Etika memperlihatkan kondisi daerah penelitian yang cukup baik dan berkelanjutan. Peningkatan pengetahuan bioindikator dapat dijadikan model partisipasi masyarakat pada konservasi DAS hulu berbasis bioindikator sebagai upaya pengelolaan sungai berkelanjutan.

Water is one of the basic needs of life and is a resource that needs to be preserved both quantity and quality for the benefit of humans and the environment. At this time there is no involvement of community participation in the conservation of the upstream watershed based on bioindicators as a basis of sustainable river management. In addition, there is no models of community participation that can be used as a reference in the river conservation based on bioindicators. The general objective of this research is to devise pattern of conservation based on bioindicators at the Brantas upstream watershed based on Riparian vegetation, Macroinvertebrates and Odonata with community participation in managing sustainable river management. The results showed Riparian vegetation in the study area were found 61 Ordo of plants, 71 species and 188 familia. Macroinvertebrates found 11 Ordo, 15 familia, 31 genera, and 36 species; Odonata 2 sub Ordo, 3 familia, 11 genera and 15 species. These three bioindicators can be used as a guide mark environmental conditions at research area. Health river status based on sediment at streambed condition, has a good result and can support life in stream organism. The results of the analysis of environmental sustainability, The Rapid Appraisal of River Conservation (RapRiCons) depicted in five dimensions (Ecology, Social, Economy, Technology, and Ethics) showed good results and sustainable. Understanding bioindicators knowledge can be used as model of community participation in watershed conservation based on bioindicator as a sustainable river management plan.

"Sampah masih menjadi salah satu masalah di Indonesia. Sejak tahun 2017, volume sampah yang terangkut di Indonesia masih belum memenuhi target, termasuk di Desa Tubanan, Kecamatan Kembangan, Kabupaten Jepara, Jawa Tengah. Sampah yang terangkut didominasi oleh Sampah Organik sebesar 30-63%. Pengelolaan sampah dengan biokonversi larva Black Soldier Fly dapat menjadi solusi untuk permasalahan sampah di Indonesia, karena dapat mereduksi 80% sampah, tidak berdampak pada kesehatan masyarakat dan tidak menimbulkan bau, selain itu dapat membentuk ekonomi sirkular untuk masyarakat. Tujuan dari penelitian ini adalah memformulasikan model pengelolaan sampah organik dengan biokonversi larva Black Soldier Fly berbasis pemberdayaan masyarakat dalam aspek lingkungan, sosial, ekonomi, dengan perlakuan formula nutrisi pakan yang tepat. Penelitian ini dilakukan dengan menganalisis keuntungan yang didapatkan di antara 3 jenis sampah sebagai formula nutrisi pakan (sampah dari masyarakat, sampah sisa pemotongan ikan, dan sampah campuran dari keduanya). Analisis menggunakan sistem dinamik dan analisis statistik. Berdasarkan penelitian yang telah dilakukan, didapatkan bahwa model pengelolaan sampah organik dengan biokonversi larva Black Soldier Fly berbasis pemberdayaan masyarakat menggunakan sampah campuran (sampah dari masyarakat yang dapat terolah 100% dan sisa pemotongan ikan) metode pengelolaan sampah yang paling tepat di Desa Tubanan, Kecamatan Kembangan, Kabupaten Jepara, Jawa Tengah.

Waste is still a problem in Indonesia. Since 2017, the volume of waste transported in Indonesia has yet to meet the target, including in Tubanan Village, Kembangan District, Jepara Regency, Central Java. The transported waste is dominated by organic waste by 30-63%. Waste management with Black Soldier Fly larvae bioconversion can solve the waste problem in Indonesia because it can reduce 80% of waste, does not impact public health, and does not cause odors. Besides that, it can form a circular economy for the community. This research aims to formulate a management model for organic waste with bioconversion of Black Soldier Fly larvae based on community empowerment in environmental, social, and economic aspects, with proper feed nutritional formula treatment. This research was conducted by analyzing the benefits obtained between 3 types of feed nutrition formulas (waste from the community, waste from fish slaughter, and mixed waste from both)—analysis using dynamic systems and statistic analysis. Based on the research that has been done, it was found that the organic waste management model with bioconversion of Black Soldier Fly larvae based on community empowerment using mixed waste (waste from the community that can be processed 100% and fish slaughter residue) is the most appropriate waste management method in Tubanan Village, Kembangan District. , Jepara Regency, Central Java."

"Pada tahun 2019 masih terdapat hampir 25 juta penduduk Indonesia tidak menggunakan toilet, termasuk di DKI Jakarta. Pemerintah berupaya mengatasinya melalui program dengan pendekatan berbasis masyarakat. Meskipun telah terdapat program penyediaan sanitasi, tetapi angka kepemilikan sanitasi layak masih menjadi tantangan. Berbagai kalangan merespon tantangan penyediaan sanitasi layak dengan mewujudkan kolaborasi antara masyarakat, pemerintah, dan organisasi nonpemerintah. Akan tetapi dalam implementasinya, masih terdapat aktor yang lalai dalam memenuhi tugas dan kewajiban yang telah disepakati dan hal ini berimplikasi pada terhambatnya pemenuhan sanitasi layak. Penelitian ini bertujuan untuk mengidentifikasi model dan komitmen kolaborasi dalam penyediaan sanitasi layak di DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif. Adapun teknik pengumpulan data yang akan digunakan adalah teknik pengumpulan data kualitatif berupa wawancara mendalam ke 8 narasumber, observasi lapangan, dan studi pustaka atas 28 berita maupun dokumen resmi kenegaraan. Hasil penelitian menunjukkan bahwa terdapat aktor lain dalam upaya pemenuhan sanitasi layak di DKI Jakarta. Hubungan para aktor tersebut tergambarkan melalui desain kelembagaan dari tiap-tiap program. Dalam proses kolaborasi tersebut terdapat beberapa faktor yang memengaruhi komitmen, diantaranya adalah perilaku berkolaborasi, peran kepemimpinan, ketersediaan sumber daya, dan keuntungan yang timbul. Dapat disimpulkan bahwa pemerintah sudah menjadikan kolaborasi sebagai salah satu opsi kebutuhan sanitasi dan untuk menjamin komitmen dalam kolaborasi nyatanya tidak memerlukan seluruh faktor tersebut hadir secara bersamaan.

In 2019 there were still nearly 25 million Indonesians that do not use toilets, including in DKI Jakarta. The government tries to address it through programs that uses community-based approach. Bappenas (2021) found that the program was not effective enough. However, in its implementation, there are still actors who are negligent in fulfilling their duties and obligations that have been agreed upon and this kind of behavior has hamper the fulfillment of proper sanitation. This study aims to identify the model and commitment of collaboration in the provision of proper sanitation in DKI Jakarta. This research uses a qualitative approach. In terms of data collection, the researcher uses qualitative data collection techniques such as in-depth interviews with 8 informant, sites observation, and literature studies from 28 sources, including newspaper and officials document. The results showed that there are other actors contribution in the fulfillment of proper sanitation in DKI Jakarta. The relationship among the actors is manifested into a institutional design. In the collaboration process, there are several factors influence the commitment, for example collaborative behavior, leadership, resource availability, and benefits of collaboration. It can be concluded that the government has used collaboration as an option for sanitation provision. In terms of commitment in collaboration, it does not require all these factors to be present simultaneously."
