ABSTRAKKelurahan Bidara Cina mempunyai beberapa titik banjir serta dekat dengan aliransungai Ciliwung. Maka dibentuklah SIBAT yang merupakan program darikesiapsiagaan bencana berbasis masyarakat. Melalui pendekatan kualitatif, tesisini bertujuan untuk mendeskripsikan bagaimana pelaksanaan model intervensikomunitas pada penanggulangan bencana banjir oleh SIBAT sehingga tingkatpartisipasi masyarakat meningkat. Berdasarkan temuan di lapangan, pelaksanaanmodel intervensi komunitas oleh SIBAT pada program kesiapsiagaan tersebutberhasil disampaikan kepada warga Bidara Cina karena adanya beberapa faktorpendukung seperti: (a) adanya kerja sama elemen masyarakat; (b) kemampuanSDM; (c) kemampuan finansial; (d) keterlibatan masyarakat. ABSTRACTKelurahan Bidara Cina has some flooding point and close to the Ciliwung riverflow. Then formed SIBAT which is a program of community-based disasterpreparedness. Through a qualitative approach, this thesis aims to describe how theimplementation of community intervention models in flood disaster managementby SIBAT thus increasing the level of community participation.
