"Dengan memfokuskan korupsi pada level provinsi, thesis ini memeriksa apakah korupsi oleh pemerintah daerah aka mempengaruhi tingkat kemiskinan. Panel data dengan pendekatan “fixed effect” diimplementasikan pada data level provinsi dari tahun 2007 sampai dengan 2010. Dengan menggunakan temuan audit, hasil regresi menunjukan bahwa korupsi pemerintah daerah memiliki korelasi positif dengan kejadian kemiskinan. Jika provinsi-provinsi di Indonesia mengurangi korupsi, ini akan berkontribusi pada semakin banyak orang keluar dari kemiskinan. Hasil penelitian ini menekankan pada pentingnya penyempurnaan intitusi seperti pemberantasan korupsi dalam kebijakan pengentasan kemiskinan. Kebijakan anti korupsi sangat dibutuhkan agar program-program pengentasan kemiskinan lebih effisien.

Focusing on the provincial corruption level, this thesis examines whether local government corruption influences the regional poverty rate. In this paper, a fixed approach panel data method is implemented to a provincial level data set from 2007 to 2010. Using audit findings as measurement of provincial corruption level, the results show that local government corruption has positive correlation with poverty incident. If provinces in Indonesia reduce their corruption level, it contributes more people moving out of poverty. This study highlight the important of institutional improvement i.e. the corruption eradication effort in the poverty reduction policy. Thus, anti-corruption policies are necessary for anti-poverty programs to be efficient."

"Penelitian ini termotivasi karena kasus korupsi yang cenderung mengalami kenaikan dari tahun ke tahun, dimana modus suap menempati urutan pertama dalam jumlah kasus korupsi yang paling banyak terjadi. Bahkan, sebanyak 128 kasus suap berstatus inkracht  terjadi pada pemerintah daerah yang menerima opini Wajar Tanpa Pengecualian (WTP) dari BPK. Dengan menggunakan  regresi panel Zero Inflated Poisson (ZIP), penelitian ini menelaah korelasi antara opini BPK dengan jumlah kasus korupsi suap pada 478 entitas pemerintah daerah di Indonesia.  Dari hasil analisis terhadap 258 kasus suap pada pemerintah daerah yang  telah inkracht di KPK dalam kurun waktu 2008-2017, penelitian ini menemukan bahwa tidak ada korelasi antara opini BPK dengan jumlah kasus suap. Hanya kenaikan jumlah belanja modal dan belanja barang jasa yang berhubungan dengan kenaikan jumlah kasus suap. Penelitian ini merekomendasikan agar BPK mempertimbangkan untuk meningkatkan porsi audit belanja dengan prosedur audit yang lebih mengarah pada investigatif serta memasukkan faktor nilai realisasi belanja modal dan belanja barang jasa dalam variabel penentuan objek audit guna mengakomodir celah kecurangan yang meningkat akibat kenaikan nilai belanja.

This research is encouraged to be executed because corruption cases tend to increase from year to year, where the bribery ranks first in the number of corruption cases that occur most. In fact, as many as 128 cases of bribery with inkracht status occurred in the regional government that received unqualified opinion from the Audit Board of Republic of Indonesia (BPK). By using the Zero Inflated Poisson (ZIP) panel regression, This study identifies corellation between financial statement opinion and the number of bribery corruption case based on 258 bribery cases that have been handled by the Corruption Eradication Commission (KPK) in the period 2008-2017. The estimation result show that there was no correlation between financial statement opinion and the number of bribery cases. Only the increase in the amount of capital expenditure and expenditure on goods and services is related to the increase in the number of bribery cases. This study recommends that BPK consider increasing the portion of the audit of expences with audit procedures that are more investigative and include the capital expenditure realization value factor and service goods expenditure in the audit object determination variable in order to accommodate fraudulent loopholes that increase due to increases in spending value."

"Abstract
This study aims to determine the relationship between local government spending, agricultural productivity, and poverty in Indonesia for the period of 2005-2008. Using econometric models of the panel and panelsimultaneous, this study find the evidence that local government spending on infrastructure and education significantly affect agricultural productivity and poverty. The study also found that the value of multiplier effect of local government spending on poverty, roads is the largest, followed by education (the literacy rate) and irrigation."

Sejak diperkenalkan pada tahun 2010 secara internasional oleh UNDP, Indeks Kemiskinan Multidimensional dipandang sebagai alat ukur kemiskinan yang dapat menjadi pelengkap alat ukur kemiskinan moneter yang berbasis kebutuhan dasar manusia, yang secara umum dipergunakan di berbagai negara. Berbagai penelitian telah menunjukkan pengaruh positif belanja pemerintah dalam menurunkan kemiskinan moneter, penelitian ini dimaksudkan untuk melengkapi penelitian terdahulu dengan memberikan gambaran pengaruh belanja pemerintah daerah terhadap kemiskinan kapabilitas yang diukur melalui indeks kemiskinan multi dimensional. Data yang digunakan dalam penelitian ini adalah data realisasi belanja pemerintah daerah untuk urusan layanan dasar di seluruh kabupaten/kota di Indonesia periode 2010-2015. Hasil penelitian menunjukkan belanja pemerintah pada fungsi kesehatan dan fungsi sosial memberikan pengaruh signifikan dalam menurunkan tingkat kemiskinan kapabilitas di kabupaten/kota di indonesia.

ABSTRACT
Since its introduction in 2010 internationally by UNDP, the Multidimensional Poverty Index is seen as a measure of poverty that can complement basic needs based poverty measurement tools, commonly used in many countries. Various studies have shown a positive effect of government spending on reducing monetary poverty, this study is intended to complement previous research by providing an overview of the impact of local government spending on poverty capability as measured by multi dimensional poverty indices. The data used in this study is data on realization of local government expenditures for basic service affairs in all districts cities in Indonesia in period between 2010-2015. The results show that government spending on health functions and social function has a significant effect on reducing poverty levels in districts in Indonesia."

"Penelitian ini menganalisis pengaruh dari lokal politik di desa berupa Musyawarah Desa dan anggota BPD sebagai perwakilan dari masyarakat desa terhadap pengentasan kemiskinan dan penyediaan barang publik. Dengan metode kuantitatif menggunakan data Potensi Desa 2018 yang menerapkan model ordinary least square dan logit binary regression, penulis menemukan bahwa secara nasional Musyawarah Desa dan anggota BPD memiliki hubungan positif dan signifikan terhadap pengentasan kemiskinan. Selain itu, Musyawarah Desa dan anggota BPD juga memiliki hubungan positif dan signifikan terhadap likelihood penyediaan barang publik di desa. Kami juga menemukan tingkat pendidikan kepala desa mempengaruhi pengentasan kemiskinan dan penyediaan barang publik. Analisis kualitatif berupa wawancara mendalam juga dilakukan untuk mendukung temuan kuantitatif.

This study examines the impact of local politics on poverty alleviation and the provision of public goods in a village setting. Specifically, it focuses on the influence of Village Deliberation and BPD members, who represent rural communities. The analysis employs quantitative methods, utilizing 2018 Village Potential data and employing ordinary least square and logit binary regression models. The results indicate a positive and significant relationship between Village Deliberation, BPD members, and poverty alleviation at the national level. Furthermore, Village Deliberation and BPD members demonstrate a positive and significant association with the likelihood of providing public goods within the village. Additionally, the education level of village heads is found to affect both poverty alleviation and the provision of public goods. To supplement the quantitative findings, qualitative analysis in the form of in-depth interviews was conducted. These interviews aimed to provide further support and insights into the study's results."

"Korupsi pengadaan barang dan jasa termasuk dalam tiga kasus terbesar yang ditangani oleh KPK, sehingga dijadikan salah satu area intervensi dalam rencana aksi pencegahan korupsi. Tujuan penelitian ini adalah memberikan bukti empiris mengenai hubungan e-procurement terhadap tindakan pencegahan korupsi pada pemerintah daerah di Indonesia. Sample penelitian adalah 298 pemerintah daerah kota dan kabupaten menggunakan metode purposive sampling dengan tahun penelitian tahun 2018. Hasilnya penerapan e-procrement tidak berhubungan dengan tindakan pencegahan korupsi. Hal ini disebabkan masih rendahnya rata-rata penerapan e-procurement. Pemerintah pusat harus memiliki mekanisme yang tepat dalam memantau rencana aksi pencegahan korupsi termasuk memastikan penerapan e-procurement sudah optimal.

Corruption in the procurement of goods and services is included in the three largest cases handled by the KPK, so it is one of the areas of intervention in the action plan to prevent corruption. The purpose of this study is to provide empirical evidence regarding the relationship of e-procurement to corruption prevention measures in local governments in Indonesia. The research sample is 298 city and district governments using the purposive sampling method with the research year in 2018. The results are that the implementation of e-procrement is not related to corruption prevention measures. This is due to the low average implementation of e-procurement. The central government must have the right mechanism in monitoring the corruption prevention action plan, including ensuring that the implementation of e-procurement is optimal."

"Salah satu usaha pemerintah sebuah negara untuk memperbaiki tingkat kesehatan penduduknya adalah melalui pengalokasian belanja dalam fungsi kesehatan. Hasil dari studi terdahulu mengenai pengaruh dari belanja kesehatan pemerintah terhadap indikator kesehatan yang berbeda-beda menimbulkan dugaan adanya keterlibatan dari korupsi. Penelitian ini menguji hipotesis mengenai signifikansi pengaruh belanja kesehatan pemerintah serta tingkat korupsi terhadap angka morbiditas sebagai representasi indikator kesehatan di Indonesia. Studi ini menggunakan metode regresi panel berdasarkan data tingkat kabupaten/kota di Indonesia tahun 2008 dan 2010. Hasil penelitian menunjukkan bahwa belanja kesehatan pemerintah secara signifikan mempengaruhi angka morbiditas, sementara tingkat korupsi belum menunjukkan pengaruh yang signifikan terhadap angka morbiditas.

One of the efforts made by the government to increase a country’s health indicators is by the allocation of health function expenditure. Different arguments from previous studies regarding the relationship between government health expenditure and health indicators results in a presumption of the involvement of corruption. This research tries to analyze the impact of government health expenditure and the level of corruption on morbidity rate as a representation of health indicator in Indonesia. Using panel regression method based on the district/municipality level data from 2008 and 2010, this research shows that there is a significant impact of government health expenditure on morbidity rate. On the other side, the level of corruption doesn’t show a significant impact on morbidity rate.

"Skripsi ini membahas mengenai bagaimana pengaruh moderasi korupsi dalam hubungan karakteristik pemerintah daerah, aspek keuangan, dan akuntabilitas laporan keuangan terhadap kinerja pemerintah daerah. Kinerja pemerintah daerah diukur dengan menggunakan skor Evaluasi Kinerja Penyelenggaraan Pemerintah Daerah (EKPPD). Karakteristik pemerintah daerah diukur dengan menggunakan proksi ukuran pemerintah daerah, tingkat kekayaan pemerintah daerah, tingkat ketergantungan pemerintah daerah kepada pemerintah pusat, dan jumlah anggota legislatif. Aspek keuangan diukur menggunakan rasio aktivitas (rasio belanja modal) dan rasio pertumbuhan Pendapatan Asli Daerah (PAD) sedangkan akuntabilitas laporan keuangan diukur dengan menggunakan opini audit, jumlah temuan audit, dan nilai temuan audit. Hasil penelitian ini menunjukkan bahwa korupsi berpengaruh terhadap hubungan antara rasio belanja modal dan kinerja pemerintah daerah, rasio pertumbuhan PAD dan kinerja pemerintah daerah, opini audit dan kinerja pemerintah daerah, dan nilai temuan audit dan kinerja pemerintah daerah.

This thesis discussed how the influence of moderation corruption in relations of characteristic of local government, financial aspects, and accountability of financial report to local government?s performance. Local government?s performance are measured using a score of EKPPD. Characteristic of local governments are measured by size of local governments, wealth of local governments, the level of the dependency of local governments to the central government, and the number of members of the legislature. Financial aspects measured by the activity ratio (the ratio of capital expenditures) and the growth ratio of local revenue, and accountability of financial report are measured by audit opinion, the number of audit findings, and value of the audit findings. The result indicates that corruption impact on the relationship between the ratio of capital expenditure and local government?s performance, the growth ratio of local revenue and local government?s performance, audit opinion and local government?s performance, and value of the audit findings and local government?s performance."
