"Tesis ini membahas faktor-faktor yang berpengaruh bagi pemerintah Jepang, khususnya Kementerian Luar Negeri Jepang untuk menggelar diplomasi kebudayaan dengan menggunakan soft-power di Indonesia. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi pemerintah Jepang dalam menggunakan kombinasi diplomasi antara kebudayaan tradisional dengan pop, yang sebelum 1990-an tidak diperhatikan, sebagai alat diplomasi untuk mendapatkan kepentingan nasional di Indonesia. Penelitian ini menjelaskan faktor-faktor internal dan eksternal yang mempengaruhi kombinasi diplomasi kebudayaan tradisional dan pop Jepang di Indonesia.

The focus of this study is to explore cultural diplomacy and soft-power of Japanese government, especially the one of the Ministry of Foreign Affairs of Japan in Indonesia. The purpose of this study is to understand what factors influenced Japanese government to use not only traditional culture but also pop culture which was not focused before 1990's as diplomacy to reach national interests in Indonesia. In this study, two kinds of factors will be explained, which are external factors and internal factors as factor which influences Japanese government to begin combination of traditional and pop cultural diplomacy in Indonesia."

"Kazakhstan merupakan negara Asia Tengah dengan cadangan energi terbesar yang menerapkan kebijakan luar negeri multi-vektor dalam menghadapi rivalitas Rusia dan Amerika Serikat (AS) dalam bidang kerjasama energi. Dengan Caspian Pipeline Consortium (CPC) Rusia memiliki hak monopoli dalam rute ekstraksi energi Kazakhstan. Reluktansi ekspansi kapasitas CPC dari Rusia mengharuskan Kazakhstan bekerjasama dengan AS dalam keanggotaan pipa minyak Baku- Tbilisi-Ceyhan dan membentuk rancangan pipa minyak Trans-Kaspia. Dengan menggunakan konsep keamanan energi dan economic statecraft, pengaplikasian kebijakan luar negeri Kazakhstan diteliti dalam aspek Multi-Vektor dengan tujuan untuk memberikan posisi balancing Kazakhstan terhadap Rusia dan mengurangi monopoli Rusia terhadap ekstraksi energi Kazakhstan.

Central Asia, an energy-rich region, is present in the middle of energy rivalry between Russia and United States. As the highest country with proven energy reserve, Kazakhstan holds important position and applying Multi-Vector foreign policy in responding Russia-US rivalry in energy sector. With the present of Caspian Pipeline Consortium, Russia exercised monopoly towards extraction route of Kazakhstan oil. Through Russia?s reluctance in expanding CPC?s capacity, Kazakhstan is obliged to cooperate with the US through Baku-Tbilisi- Ceyhan pipeline and the Trans-Caspia pipeline project. The application of Kazakhstan?s foreign policy, regarded upon nation-building aspects, geopolitics and US-Russia interests in energy, is using multi-vector strategy to create balancing position towards Russia to decrease monopoly towards Kazakhstan?s energy extraction route."

"[ABSTRAK
Indonesia sebagai salah satu negara anggota ASEAN, memiliki prioritas yang jelas dalam upaya peningkatan hubungan dan politik luar negerinya. ASEAN terus berupaya mengembangkan tingkat perekonomian serta stabilitas keamanan regional melalui Komunitas ASEAN 2015, salah satunya adalah ASEAN Political-Security Community (APSC) yang bertujuan untuk meningkatkan kerjasama politik dan keamanan diantara anggota ASEAN. Melihat kondisi keamanan kawasan saat ini, diperlukan langkah proaktif untuk menyikapi masalah keamanan di kawasan Asia Tenggara. Dengan memanfaatkan fungsi APSC, Indonesia berpeluang untuk meredakan konflik di kawasan Asia Tenggara melalui penguatan intelligence sharing diantara negara anggota ASEAN. Penelitian ini berupaya menunjukkan implementasi konsep intelligence sharing dan konsep security community untuk menjelaskan pembangunan kawasan yang stabil melalui cara-cara damai sehingga aspek mutual trust dan collective identity di Asia Tenggara terpenuhi.

Indonesia as one of ASEAN members has a clear priority effort to enhance its relationship and foreign policy. ASEAN keep trying to develop the economic level and the regional security stability through ASEAN Community by 2015, one of them are ASEAN Political Security Community (APSC), which aims to improve the political and security cooperation amongst ASEAN?s members. Seeing the current regional security?s condition, it needs a proactive step to respond the regional security problems in Southeast Asia. By utilizing the function of APSC, Indonesia has chance to ease the conflict in Southeast Asia?s region through intelligence sharing?s enhancing amongst ASEAN?s countries members. This research tries to show the implementation of the intelligence sharing?s concept and the concept of security community to explain a stable regional development through peaceful means so the aspect of mutual trust and collective identity in Southeast Asia fulfilled., Indonesia as one of ASEAN’s members has a clear priority effort to enhance its relationship and foreign policy.
