"Pengeroyokan pelaku balap liar terhadap polisi, ditengarai oleh kurang aktifnya dukungan masyarakat terhadap pelaksanaan tugas Polri di lapangan. Hal ini mengindikasikan praktek pemolisian masyarakat untuk pengamanan wilayah tersebut belum optimal. Oleh karena itu, diperlukan evaluasi pengamanan pelaku balap liar yang ada di lingkungan masyarakat. Tujuan penelitian ini adalah menganalisis implementasi pengamanan Polri pada kasus balap liar, dan membuat design pengamanan kasus balap liar di Jalan TB Simatupang, Cilandak Barat, wilayah hukum Polres Metro Jakarta Selatan.Teori yang dipergunakan adalah teori penegakan hukum, teori pemolisian masyarakat, teori pemolisian prediktif, dan teori pencegahan kejahatan situasional. Metode penelitian ini dilaksanakan melalui pendekatan kulitatif, dengan teknik pengambilan data secara wawancara, observasi dan dokumentasi data.Hasil penelitian ini menunjukkan pengamanan balap liar dilakukan melalui langkah-langkah penanganan yang bersifat konvensional, yang mana langkah penanganan ini dinilai belum mampu diterapkan untuk melakukan pencegahan kejahatan pengeroyokan kepada polisi yang bertugas di lapangan di masa depan. Desain pencegahan kasus pengeroyokan polisi yang melakukan penanganan kasus balap liar di Jalan TB Simatupang, diketahui memiliki banyak kelemahan, khususnya belum sesuai dengan SOP pengamanan dan pengendalian massa di lapangan dan belum menerapkan desain pencegahan kejahatan

The beating of the perpetrators of illegal racing against the police is suspected to be due to the lack of active community support for the implementation of Polri's duties in the field. This indicates that the practice of community policing for securing the area has not been optimal. Therefore, it is necessary to evaluate the security of illegal racing actors in the community. The purpose of this study is to analyze the implementation of police security in cases of illegal racing, and to design a security design for cases of illegal racing on Jalan TB Simatupang, West Cilandak, the jurisdiction of the South Jakarta Metro Police.

The theories used are law enforcement theory, community policing theory, predictive policing theory, and situational crime prevention theory. This research method is carried out through a qualitative approach, with data collection techniques by interview, observation and data documentation.

The results of this study indicate that the security of illegal racing is carried out through conventional handling measures, which are considered unable to be applied to prevent the crime of beating the police on duty in the field in the future. The design of preventing cases of beatings by the police who handled cases of illegal racing on Jalan TB Simatupang, is known to have many weaknesses, in particular it is not in accordance with the SOP for security and crowd control in the field and has not implemented a crime prevention design."

"Penelitian ini dilatarbelakangi oleh adanya transformasi pelayanan publik menuju Polri yang Presisi yang diinisiasi oleh Kapolri terhadap seluruh pelayanan publik Kepolisian termasuk Polres Karimun. Dalam implementasinya, transformasi pelayanan publik di pelayanan SIM pada Satpas Polres Karimun belum maksimal. Zona Integritas yang dibangun memang membuahkan hasil perbaikan dari nilai B ke A minus, namun masih tidak maksimal. Berdasarkan persoalan tersebut, penelitian ini ditujukan untuk menganalisa transformasi menuju Polri yang Presisi dalam peningkatan kualitas pelayanan publik penerbitan SIM di Polres Karimun dan juga menganalisis factor-faktor yang menjadi penghambatnya.Pisau analisis dalam penelitian ini adalah teori kualitas pelayanan publik, New Public Service, konsep pelayanan prima kepolisian dan konsep transformasi menuju Polri yang Presisi. Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan fenomenologi.Hasil penelitian ini menunjukkan bahwa transformasi menuju Polri yang Presisi yang dilaksanakan oleh Polres Karimun pada pelayanan SIM telah meningkatkan kualitas pelayanan dari sisi assurance, emphaty, dan responsiviness. Namun, dari dimensi reliability dan tangible masih belum maksimal karena faktanya Satpas Polres Karimun belum mampu memberikan pelayanan penerbitan SIM D kepada para penyandang disabilitas. Kendaraan yang digunakan untuk uji praktek SIM D juga tidak tersedia. Sementara, faktor internal yang menjadi penghambat transformasi menuju Polri yang Presisi pada pelayanan SIM Polres Karimun antara lain kuantitas dan kualitas personel, perlakuan dengan cara yang sama kepada semua pemohon SIM, intensitas kinerja yang tinggi, serta belum terintegrasinya inovasi pelayanan publik baik bidang lalu lintas maupun seluruh pelayanan publik Polres Karimun. Untuk faktor eksternal, karakteristik wilayah hukum Polres Karimun yang merupakan daerah kepulauan membuat biaya perjalanan ke Satpas SIM mahal. Strategi mengatasi faktor-faktor penghambat tersebut yakni melalui pemanfaatan metode ToT atau Training of Trainers, memaksimalkan penggunaan Bus SIM Keliling, melaksanakan penerbitan SIM D untuk penyandang disabilitas serta memanfaatkan peran Bhabinkamtibmas untuk mengantarkan produk hasil layanan kepada masyarakat.

Indonesian National Police, also known as Polri, has run various transformations in all aspects of its public services. Such transformation, heading to Polri Presisi which is initiated by the Chief of Polri, takes place in its all working units, including Karimun Police Resort. In its implementation, public service transformation in issuing driving license at Satpas (a unit of driving license organizer) of the police resort has not been as it is expected. The integrity zone that was built at the police resort has improved the grade from B to A minus, but the results have not been optimal. The research aims at analyzing the problems as well as the factors causing the problems.

In analyzing the problems, the research employs the theory of public service quality, the concept of new public service, the concept of excellent police service and the concept of transformation towards Polri presisi. The research also employs the qualitative approach using phenomenological method.

The results of the research reveals that the transformation towards Polri presisi, carried out by the police resort in issuing driving license has improved the quality of service in terms of assurance, empathy, and responsiveness dimensions. However, reliability and tangible dimensions have not been optimal yet due to the fact that the police resort has not been able to provide driving license D for disabilities. Besides, the police resort does not have vehicles used by disabilities to take practice tests. The results of the research also reveal several internal factors that hinder the transformation towards Polri presisi in issuing driving license, among others: the quantity and quality of personnel, the same treatments given to all driving license applicants, high performance intensity, and the lack of integration of public service innovations in both traffic and all public services of the police resort. In terms of external factors, the characteristic of the jurisdiction of the police resort which is an archipelago area makes the tariff of transportation to the police resort high. The researcher recommends several strategies to overcome these inhibiting factors, such as using the training of trainer method, maximizing the use of mobile bus for issuing driving license, issuing driving license D for disabilities and utilizing the role of a Bhabinkamtibmas (a police sergeant assigned to a village or sub-district) in delivering police service products to the community."
