Web seba¬gai salah bentuk teknologi informasi merupakan sumber daya yang bisa diman¬faatkan untuk mendukung proses pembelajaran dalam dunia pendidikan tinggi, di samping sumber daya lain yang sejak lama telah menjadi alat dukung dalam menyelenggarakan proses pembelajaran. Perkembangan teknologi informasi yang pesat juga menimbulkan kebutuhan yang tinggi terhadap tenaga ahli di bidang Teknologi Informasi. Fakultas Ilmu Komputer, Universitas Indonesia, berusaha memenuhi kebutuhan tersebut dengan menyelenggarakan Program Magister Teknologi Informasi (Program MTI). Sebagai¬mana program pendidikan lain yang menyelenggarakan pembelajaran yang berkaitan dengan ilmu komputer, Program MTI memiliki keterbatasan untuk membangun gedung kelas baru maupun mencetak tenaga pengajar yang berkualitas dan menguasai bidang ilmu komputer yang spesifik, untuk mengimbangi peningkatan kebutuhan tersebut. Salah satu cara untuk memecahkan masalah ini adalah memanfaatkan teknologi Web sebagai alat dukung pelengkap dalam proses pembelajaran.
Penelitian ini berusaha menghitung manfaat dan biaya dari pengembangan model pembelajaran tatap muka yang dilengkapi dengan pembelajaran jarak jauh berbasis Web pada Program Magister Teknologi Informasi Universitas Indonesia, dengan mempertimbangkan berbagai faktor yang dapat menun¬jang keberhasilan penerapan model pembelajaran tersebut serta dengan melakukan analisis terhadap rantai nilai pembelajaran institusi pendidikan tinggi, model organisasi, sistem penyam¬paian pembelajaran, kebutuhan infrastruktur teknologi informasi dan analisis finansial dalam metode Information Economics. Model yang dikembangkan dalam penelitian ini meliputi model organi¬sasi, model pedagogis dan model infrastruktur teknologi informasi. Model organisasi yang digunakan adalah kombinasi antara model organisasi single school or college dan model organisasi for-profit spin-off. Sementara model pedagogis yang diterapkan adalah 25% dalam bentuk pembelajaran tatap muka dan 75% dalam bentuk pembelajaran berbasis Web, yang penerapannya dilakukan secara bertahap.
Penelitian ini menemukan bahwa infrastruktur teknologi informasi yang dibutuhkan untuk mendukung model pembelajaran yang baru adalah infrastruktur yang pada umumnya dibutuhkan untuk sebuah situs Web. Berdasarkan hasil penelitian ini, maka ROI yang diperoleh dari penerapan model pembelajaran campuran di atas adalah sebesar 12,95% dalam skenario terbaik, sedangkan dalam skenario terburuk adalah sebesar 1,01%. ROI positif yang diperoleh dari kedua skenario itu tidak serta merta menjamin kelayakan finansial penerapan model pem¬belajaran yang dikembangkan dalam penelitian ini, khususnya jika dalam model pembelajaran campuran yang dikembangkan, porsi komponen pembe¬lajaran berbasis Web dilipatgandakan dari 25% menjadi 50% dibanding komponen membaca sendiri buku teks kuliah. Dalam kasus seperti ini, kelayakan finansial penerapan program pem¬be¬lajaran campuran akan sangat ditentukan oleh kemampuan untuk mengen¬dalikan biaya dan waktu produksi materi pembelajaran berbasis Web.

The speed of information technology advances has changed every aspect of human life. These advances also have a great impact to the world of education, especially higher education. Web as a form of information technology is a resource that can be used to support the learning process in higher education, side by side with other resources that have been used for long in the process of learning.
The speed of information technology advances also increases the need for highly skilled people in the information technology field. The Faculty of Computer Science at University of Indonesia tries to fill this need by running the Post¬graduate Program in Information Technology (Program MTI). Like other computer science related program, Program MTI has limited capacity to generate new building for classes and to prepare high quality faculties who master a specific field in computer science, in response to the increased need. One way to solve this problem is to use the Web technology as a complement tool in the process of learning.
This research tries to elaborate the financial cost and benefit of applying learning model that incorporates Web based distance learning as a complement to class-room instruction used in Post¬graduate Program in Information Technology (Program MTI) at University of Indonesia, using the analysis of value chain in higher education institution, organizational models, delivery systems, required information technology infrastructure and the financial analysis of the Information Economics methodology, by closely considering factors that will contribute to the successful application of the model. The developed model consists of organizational model, pedagogical model and information technology infrastructure model. The organizational model used in this research is a combination of the single school or college model and the for-profit spin-off model. While the pedagogical model implemented in this research is a combination of 25% class room instruction and 75% Web based instruction, and the model is implemented gradually.
This research finds that the required information technology infrastructure to support the new model of learning is the infrastructure of a common Web site. The research found that the rate of return (ROI) of implementing the new mixed model of learning is 12.95% in the best scenario and 1.01% in the worst scenario. Although both of the scenarios have positive ROI, it is not guaranteed that financially the application of mixed model of learning is a viable program to be conducted, especially if in the developed learning model, the component of Web based learning is doubled from 25% to 50% compared to the textbook-reading component. In this situation, the feasibility of applying the new mixed model of learning still depends heavily on the ability to control the cost and the time needed to develop the Web based learning material."
