"Sistem kerja yang baik seperti pengaturan proses kerja yang memperhatikan keserasian antara pekerja, bahan/ material dan peralatan menentukan berjalannya suatu perusahaan. Antara pekerja, bahan/ material dan peralatan yang digunakan mempunyai suatu tingkat risiko tinggi keselamatan kerja yang berasal dari bahaya yang tidak dikendalikan berpotensi menimbulkan kecelakaan kerja. CITIC Seram Energy Limited sebagai operator minyak dan gas bumi pada area Seram Blok Non Bula mempunyai bahaya dan risiko keselamatan kerja dalam menjalankan operasinya.
Usaha untuk mengatasinya adalah melalui Keselamatan dan Kesehatan Kerja (K3) yang dikembangkan melalui Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3). Penelitian dilakukan untuk menganalisis SMK3 CITIC Seram Energy Limited dan menemukan faktor-faktor berpengaruh terhadap sistem manajemen CITIC Seram Energy Limited. Penelitian menggunakan pendekatan kualitatif deskriptif dimana fokus dari penelitian adalah pelaksanaan SMK3 CITIC Seram Energy Limited dan wilayah penelitian adalah lapangan CITIC Seram Energy Limited.
Disimpulkan bahwa CITIC Seram Energy Limited belum berjalan dengan optimal dan berdasarkan faktor-faktor berpengaruh maka faktor komitmen belum berjalan dengan baik berupa masih adanya perilaku kerja tidak aman oleh operator, belum adanya tenaga ahli HSE seperti Safety Spesialist yang dapat memberikan masukan ke HSE Manager, koordinasi pelaporan yang belum berjalan dengan baik dan belum adanya bentuk awareness dalam pelatihan behavior demikian juga faktor inspeksi tempat kerja belum berjalan dengan baik berupa kurang optimalnya peran tenaga HSE CITIC Seram di lapangan yang mampu menangani seluruh area kerja CITIC Seram yang luas. Sedangkan faktor berpengaruh lainnya seperti faktor komunikasi dan komite K3 serta pengawasan keselamatan kerja telah berjalan dengan baik. Berdasarkan keadaan tersebut maka pada pelaksanaan sistem manajemen keselamatan dan kesehatan kerja harus dioptimalkan melalui perbaikan komitmen seperti pemberian sangsi yang tegas bagi pekerja yang melanggar ketentuan keselamatan kerja dan award bagi yang mematuhi, penambahan peran safety spesialist berfungsi konsultatif, pembuatan suatu prosedur pelaporan data HSE yang sistematis dan pemberian pelatihan behavior bagi pekerja, peningkatan komunikasi, peningkatan komite K3 dan perbaikan inspeksi tempat kerja seperti penambahan personil HSE di lapangan serta peningkatan pengawasan tenaga kerja.

Good working systems such as setting work processes noticed harmony between labor, materials / material and equipment to determine the passage of an enterprise. Between labor, materials / materials and equipment used have a high level of risk from safety hazards. CITIC Seram Energy Limited as operator of oil and gas in the area Seram Non-Bula Block has hazards and safety risks in the course of operation.
Attempts to overcome this is through the Occupational Health and Safety developed by Health and Safety Management System. The study was conducted to analyze Health and Safety Management System CITIC Seram Energy Limited and found these factors affect the Health and Safety Management System CITIC Seram Energy Limited. The research uses descriptive qualitative approach where the focus of the research is the implementation of Health and Safety Management System CITIC Seram Energy Limited and the study area is the field of CITIC Seram Energy Limited.
It was concluded that CITIC Seram Energy Limited has not run optimally and based on these factors influence the commitment factor has not been going well in the form of the persistence of unsafe work behavior by the operator, not have the expert?s role such as Safety Specialist to provide input to the HSE Manager, the coordination reporting that has not been going well and there is no awareness in the form of training as well as behavior, workplace inspections factors not run well in the form of less optimal role CITIC Seram HSE personnel in the field are capable of handling the entire work area CITIC Seram wide. While other influential factors such as communication and committees factors K3 and safety oversight has been going well. Under these circumstances it is in the implementation of safety management systems and health should be optimized through improved commitment as giving strict sanctions for employees who violate safety rules and the award for comply with, the addition of specialist safety function consultative role, creating a procedure of systematic data reporting HSE behavior and providing training for workers, improved communication, increased committees K3 inspection and repair work such as the addition of HSE personnel in the field as well as increased labor inspection.

Di Indonesia, tingkat kecelakaan kerja pada proyek konstruksi masih sangat tinggi. Penerapan kebijakan sistem manajemen K3 yang belum efektif mengakibatkan budaya keselamatan belum terbentuk secara baik. Tujuan penelitian ini adalah i Mengidentifikasi faktor pembentuk kebijakan yang mempengaruhi budaya keselamatan kerja; ii Mengetahui hubungan antara implementasi kebijakan K3 dengan budaya keselamatan pada proyek konstruksi; iii Memberikan masukan terkait penerapan kebijakan tentang sistem manajemen keselamatan dan kesehatan kerja SMK3 untuk meningkatkan budaya keselamatan kerja di Indonesia dengan metode benchmarking dari Negara lain Malaysia, Singapura dan Thailand . Metode yang akan dilakukan pada penelitian ini adalah studi literatur dan metode benchmarking terhadap Negara lain dengan tujuan perbaikan terus-menerus dengan mencontoh keberhasilan Negara lain dengan tingkat kecelakaan yang rendah. Hasil dari penelitian ini adalah kebijakan SMK3 mengenai sangsi yang berlaku di Indonesia sampai saat ini masih perlu ditingkatkan karena hukuman yang berlaku masih relatif ringan dan untuk meningkatkan efek jera perusahaan kalau terjadi kecelakaan kerja. Sedangkan untuk reward, perlu dibuat peraturan kebijakan mengenai hal ini berupa insentif apabila mencapai target zero accident sehingga memotivasi perusahaan untuk terus mengutamakan keselamatan di lingkungan pekerjaan. Dan pengawasan yang tepat dalam pelaksanaan proyek perlu ditambahkan ke dalam kebijakan SMK3 untuk memperbaiki budaya keselamatan.

ABSTRACT
In Indonesia, the level of work accident in construction project is relatively high. The ineffective implementation of safety management system policy causes the safety culture is not fully formed. The purposes of this research are i Identifying the factors of policy forming that affecting safety culture ii Knowing the relation between policy implementation with safety culture in a construction project iii Providing inputs which are related to the implementation of the policy on safety management systems to improve the safety culture in Indonesia with benchmarking method from the other countries Malaysia, Singapore and Thailand . The method will be done in this research is literature study and benchmarking method to the other countries with the purpose of continuous improvement in following the successes of low accident rates countries. The result of this study is the policy regarding the applicable sanctions in Indonesia until now still need to be improved because the applied penalties are still relatively light and to enhance the deterrent effect of the company in case of work accidents. For reward, it is a need to make a policy rule about reward system in a form of incentive if ldquo zero accident rdquo target is fulfilled. It will motivate the company to continuously concern about the safety in the work environment. And excellent supervision needs to be added into the policy to improve safety culture. "

"Material pendukung seperti kemasan produk merupakan persediaan yang diperlukan dalam suatu proses produksi untuk menghasilkan barang jadi. Tingkat persediaan material ini harus dijaga agar tidak terjadi kekurangan yang dapat menghambat proses produksi. Salah satu metode yang digunakan dalam pengendalian persediaan adalah continuous review system untuk mendapatkan kuantitas pemesanan, titik pemesanan kembali, safety stock, dan menghasilkan total biaya persediaan yang rendah. Kebutuhan material pendukung akan ditentukan berdasarkan permintaan produk tepung. Permintaan produk berdasarkan peramalan permintaan yang dilakukan menggunakan metode terbaik untuk masing-masing jenis produk yaitu metode Winter’s method multiplicative model dan Winter’s method additive model. Tingkat persediaan yang optimal akan ditentukan dengan continuous review system. Hasil penelitian menunjukkan total biaya persediaan dengan metode continuous review system mencapai 30% lebih rendah dibandingkan dengan metode yang digunakan oleh perusahaan.

Supporting material such as product packaging is a necessary inventory as it is used in the production process to produce finished goods. The level of inventory must be maintained to avoid shortage which can hinder the production process. One of the methods used in inventory control is the continuous review system to obtain optimal order quantity, reorder point, safety stock, and produce minimal total inventory costs. The requirements of supporting material such as packaging will be calculated from the demand of flour product. The demand of the product is based on the forecasted demand using the best forecasting method for each products which are Winter’s method multiplicative model and Winter’s method additive model. The optimal level of inventory will be calculated using the continuous review system. The result shows that the total inventory cost by using continuous review system is 30% lower than using the method implemented by the company."

"Skripsi ini membahas gambaran tingkat komitmen manajemen dalam pelaksanaan sistem manajemen keselamatan di PT Uniteda Arkato tahun 2009 berdasarkan aspek kepemimpinan dan administrasi. Tingginya potensi risiko di lingkungan kerja diminimalosasi dengan penerapan sistem manajemen keselamatan. Studi para ahli terdahulu menyatakan bahwa komitmen kuat dari manajemen dan kepemimpinan yang efektif merupakan komponen yang menonjol dalam mempengaruhi performa sistem manajemen keselamatan yang baik. Penelitian ini adalah penelitian kualitatif dengan melakukan peninjauan pada komitmen manajemen yang menggunakan alat bantu berdasarkan International Safety Rating System pada aspek kepemimpinan dan administrasi. Hasil persentase yang diperoleh dalam tinjauan ini sebesar 80,61%. Hasil penelitian menyarankan pentingnya penyusunan audit internal dan pembentukan komite K3 segera dalam rangka peningkatan berkelanjutan sistem manajemen keselamatan.

This paper presents a case study of leadership and management`s commitment within safety management system at Uniteda Arkato Enterprises in 2009. Higly risk in work environment is minimized by implementation of safety management system. Based on predecessor researches demonstrated that strong commitment of management and its effectiveness leadership influence good performance in safety management system. The design of this case study is qualitative`s design with contemplation of management`s commitment. International Safety Rating System is used for guidance to make mindmap the structure for the questions. The value of this study`s result obtains 80,61%. The result of this study suggests that management have to provide internal audit and joint commitee of safety and health program as soon as possible to make sure the continual improvement of safety management system."
