"Tesis ini membahas hasil penelitian tentang analisis strategi kepemimpinanAwaloedin Djamin semasa menjadi kapolri 1978-1982. Fakta yang terjadimenunjukan bahwa strategi kepemimpinan yang dilakukan oleh Awaloedin Djamintelah membenahi Polri kembali sesuai dengan tugas pokok dan fungsi Polri sebagaialat negara penegak hukum dan sebagai pengayom, pelindung dan pelayanmasyarakat. Penelitian ini dilakukan dengan metode pengamatan lapangan didukungdengan metode wawancara dan menghimpun dokumen terkait. Wawancaradilakukan kepada beberapa anggota Polri yang menjadi bawahan dari AwaloedinDjamin dan anggota masyarakat. Hasil penelitian dianalisis secara kualitatifdeskriptif. Hasil penelitian menunjukkan bahwa: Strategi Kepemimpinan AwaloedinDjamin sebagai Kapolri dalam memimpin organisasi Polri dan memanajemansumberdaya manusia Polri dari tahun 1978-1982 dengan berbekal pengalamanmemimpin organisasi dalam berbagai bidang dan keahlian manajemen administrasipublik menjadikan strategi kepemimpinannya menjadi matang dalam melakukankomunikasi, perencanaan, pengambilan keputusan dan manajemen konflik diinternal Polri. Dengan menghasilkan pola-pola pembenahan Polri, buku sakuanggota Polri, buku Kapolsek serta peningkatan pendidikan anggota Polri danperlengkapan di Kepolisian.

This thesis discusses the results of research on leadership strategy analysisAwaloedin Djamin during Assistant 1978 1982. The fact that occur show thatleadership strategies Awaloedin Djamin conducted by Police again had to fix inaccordance with the basic tasks and functions of the national police as a tool of lawenforcement and State as pengayom, protectors and servants of the community. Thisresearch was conducted with methods of field observations supported withinterviews and gather related documents. Interviews were conducted with a numberof members of the national police who became a subordinate of Awaloedin Djaminand members of the public. Research results are analyzed qualitatively descriptive.The results showed that Awaloedin Djamin Leadership strategy as an Assistant inthe lead organization of the national police and the national police human resourcesmanageman of years of 1978 1982 experience with leading organizations in a rangeof areas and expertise of management public administration makes his leadershipstrategies matures in conducting communications, planning, decision making andconflict management in internal Police. By producing Polri reform patterns, policepocket book, pocket book of sector police chief and improvement of education ofPolri members and equipment in Police."
