"Accident prone locations refer to locations having or susceptible to having, a greater than average number of accidents which are represented by outstanding figures of repetitive accident occurrences along the roads. Any appropriate application of remedial safety treatments will require ­an in-depth study to find the accident causations and the possible contributing factors. The present study adopts the combined approach of Systems Theory which proposes that accidents are the result of maladjustments in the interaction between the components of complex systems, and the Causal Accident Theory which tries to find the real causes of accidents by probing the events leading to each accident in detail. The case study was conducted at Gringsing Roundabout in Central Java and the intersecting roads, the data of which reveal a high frequency of accidents. The data were analyzed using cross tabulations to produce first-hierarchy and second-hierarchy accident causations. Results indicate that geometric features, as the predominant factors, lack compliance with the standards. The remedial safety treatment therefore focuses on geometric redesigning of the roundabout in compliance with geometric standards and traffic demand. A major change, in conjunction with other hazard reduction schemes along the roads, is also proposed to the existing roundabout. The proposed changes are expected to mitigate or remove the possible accident causes, thus reducing accident occurrences."

"ABSTRAK
Menurut Keputusan Menteri Perhubungan Republik Indonesia No. 53 Tahun 2000 Tentang Perpotongan dan/atau Persinggungan antara Jalur Kereta Api dengan Bangunan Lain menyatakan bahwa perlintasan jalur kereta api dengan jalan dibuat dengan prinsip tidak sebidang yang keberadaannya di atas maupun di bawah jalur kereta api. Berdasarkan segi keselamatan dan keamanan, idealnya perlintasan kereta api dibuat tidak sebidang. Tetapi, menghilangkan perlintasan sebidang secara penuh dan menggantinya dengan perlintasan tidak sebidang bukan merupakan kebijakan pemerintah yang baik mengingat banyaknya jumlah perlintasan sebidang di Indonesia, baik di Pulau Jawa maupun Sumatera. Oleh karena itu, diperlukan suatu analisis dalam menentukan rekomendasi treatment perlintasan sebidang berdasarkan faktor kecelakaan, faktor konflik arus dan volume lalu lintas, serta kondisi geometris eksisting di perlintasan perihal perlu atau tidaknya upgrading di suatu lokasi perlintasan sebidang. Studi kasus pada penelitian ini antara lain perlintasan sebidang di lokasi Jalan Duri Kosambi yang merupakan perlintasan sebidang pasif dengan data historis kecelakaan sebanyak 5 kali dalam rentang waktu 2013 ndash; 2016 dan Jalan Industri Raya yang memiliki volume dan konflik lalu lintas yang besar pada selama peak hours pagi maupun sore.

ABSTRACT
According to Kepmenhub of Republic of Indonesia No. 53 of 2000 Concerns to Intersections and or Interceptions Among Railway and Other Buildings states that crossing between railway and road should be existed in separate crossing form which its existence has to be placed at above or below the railway. Based on safety and security, crossing between railway and road should be made in separate form. However, removing all the railway grade crossing and replacing it to separate railway crossing is not a good government policy as number of railway Indonesia is quite large, especially on Java and Sumatera Island. Therefore, an analysis to assess recommendations for safety treatment is needed based on accident factor, conflict and traffic volume factor, and existing geometric condition at the crossroads regarding whether or not an upgrading at one grade crossing site is required. This study took place at railway grade crossing in Jalan Duri Kosambi which is a passive control grade crossing with 5 historical data accidents in period of 2013 ndash 2016 and Jalan Industri Raya which has large volumes and conflicts during its peak hours morning and afternoon .
