"Perancangan ruang publik ditujukan untuk memenuhi kebutuhan masyarakat urban akan ruang untuk beraktivitas dan bersosialisasi. Dalam perkembangannya, pembangunan ruang publik ini seringkali terpisah dari pemahaman lingkungan sekitarnya sehingga tidak terdapat kaitan antara ruang publik dan masyarakat di sekitarnya. Ruang publik yang tidak dimanfaatkan dengan benar akan kehilangan makna bagi masyarakat sekitarnya.Pemahaman mengenai lingkungan sekitar ruang publik diperlukan agar dapat menciptakan ruang yang digunakan dan berfungsi dengan sebagaimana mestinya. Skripsi ini membahas sejauh mana keberagaman dalam lingkungan sekitar ruang terbuka publik dapat mempengaruhi keberhasilan ruang publik. Khususnya yang dibahas adalah sejauh mana keberadaan mixed-use sebagai salah satu bagian dari keberagaman (diversity) mendukung keberhasilan taman sebagai salah satu ruang terbuka publik.Dari analisis dua taman dengan lingkungan sekitar yang berbeda diketahui bahwa adanya guna yang dominan dalam suatu area memberi pengaruh terhadap ruang publik. Keberagaman guna lahan sekitar mendorong penggunaan akses di sekitar ruang publik. Pengguna yang beragam dari lingkungan sekitar mendorong penggunaan ruang publik untuk beraktivitas. Guna lahan yang dominan memberi pengawasan lebih terhadap keamanan dalam ruang publik dan area sekitarnya.Pemahaman tentang kaitan antara keberagaman guna dengan keberhasilan ruang publik menjadi penting untuk dikaji agar diperoleh rancangan yang sesuai dengan keinginan masyarakat sekitar sebagai pengguna dan kebutuhan suatu area akan ruang publik.

Public space designed to meet urban citizen?s need of space used for activities and socialize. In the progress, designs of public space often separate from the understanding of the surroundings so that there is no connection between public space and the society around.Understanding the environment around public space is necessary to design a space that can be use and functions as it should. This thesis is about how far diversity in an environment around open public space could influence the success of the public space. Especially the presence of mixed-use as one of the forms of diversity supports the success of a park as an open public space.From the analysis of two parks with different surroundings, we can identify that dominant use in an area influence public space. Mixed-use of the surroundings encourage use of access around public space. Dominant use provides a more lookout to the public space and its surroundings.Understanding the connection of diversity and the success of public space has become important to study so that we can acknowledge design suitable with citizens desire as users and an area needs of public space."

"ABSTRAKRendahnya kualitas pelayanan publik di DKI Jakarta adalah dampak dari lemahnya efektivitas organisasi pelayanan publik. Salah satu bentuk pelayanan publik adalah dengan penerbitan Ketetapan Rencana Kota (KRK). Penelitian ini menganalisis efektivitas pelayanan publik ditinjau dari mekanisme pelayanan, sistem pengendalian, internal control, pengukuran kinerja dan efisiensi anggaran. Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan pelayanan di Dinas Tata Ruang belum efektif ditandai dengan prosedur dan mekanisme pelayanan yang rumit, sistem pengendalian organisasi lemah serta efisiensi anggaran belum optimal. Faktor penyebabnya antara lain sumber daya manusia terbatas, belum diterapkannya e-goverment system, serta sistem pengukuran kepuasan pemohon dan pengelolaan pengaduan tidak efektif.
