"Abstract. This paper explores the leadership style of a direct-elected Mayor in the new era of local administration. Solo city,under the leadership of Mayor Joko Widodo, along with his political partner, Vice Mayor F.X. Hadi Rudyatmo, is currentlyreferred to as practicing the best local government. The leadership of the political partner is perceived to be a role model ofleadership style in the new era. A step by step guidance of cognitive mapping introduced by Ackerman et. al. (1992) is appliedto construct the cognitive map and causal map of the Mayor’s policies on regional competitiveness. Meanwhile, the NUMBERmethod developed by Kim (2000 and 2005) is used to convert the causal map into a dynamic model system of the CityMayor’s policies. Many pro-people related policies and programs are believed to be important factors in enhancing regionalcompetitiveness during the leadership of Mayor Joko Widodo. This study contributes to provide a role model of regionalleaders’ best practice overview in building the area, particularly building the regional competitiveness."

"ABSTRAKPertumbuhan ekonomi di mana seluruh lapisan masyarakat menikmati manfaatnya adalah tujuan pembangunan negara-negara di dunia. Berawal dari krisis Asia tahun 1997-1998 yang meningkatkan kemiskinan dan ketimpangan, semakin penting konsep pertumbuhan inklusif di Indonesia untuk pemerataan manfaat pertumbuhan ekonomi. Salah satu cara meningkatkan pertumbuhan inklusif adalah dengan meningkatkan daya saing setiap daerah di Indonesia. Studi ini mencoba melihat hubungan antara daya saing regional dan pertumbuhan inklusif di Indonesia dalam model ekonometri dengan metode Instrumental Variable 2 SLS. Hasil dari studi ini menunjukkan daya saing regional positif mempengaruhi pertumbuhan inklusif. Kebijakan setiap daerah untuk meningkatkan daya saing regional menjadi penting untuk meningkatkan pertumbuhan inklusif di Indonesia.

ABSTRACTInclusive growth has been the main objective of economic development for countries in the world. From Asian crisis in 1998 that Indonesia faced where poverty and inequality rose sharply, the inclusive growth concept gained importance in the country rsquo s development planning. One of the ways to achieve inclusive growth is by encouraging provinces to increase their competitiveness to reduce regional disparity. This study aims to find relationship between regional competitiveness and inclusiveness, using Instrumental Variable 2 SLS method. The result is they both have positive relationship. Policy taken by each local government to increase competitiveness becomes more important as it also increases inclusiveness growth."

"ABSTRAKPengeluaran sektor publik di daerah dikatakan produktif jika mempunyai efek multiplier yang pada akhirnya berkontribusi positif pada pertumbuhan ekonomi. Salah satu penjelasan mengenai produktivitas tersebut adalah peningkatan daya saing daerah. Penelitian ini bertujuan untuk mengetahui tingkat efisiensi pengeluaran sektor publik di daerah dalam menghasilkan daya saing daerah pada 19 wilayah di Indonesia. Skor efisiensi pengeluaran di wilayah-wilayah tersebut diukur menggunakan metode Data Envelopment Analysis DEA , kemudian ditentukan jumlah pengeluaran yang optimal pada tingkat output berupa daya saing yang dihasilkan saat ini. Penelitian ini menyimpulkan bahwa pada periode yang diteliti, di sebagian besar wilayah di Indonesia belum optimal dalam hal kinerja efisiensi alokasi pengeluaran dengan output daya saing daerah. Masih terdapat ruang untuk meningkatkan kinerja efisiensi pengeluaran sektor publik di daerah.

ABSTRACTLocal government spendings are productive provided that they have multiplier effect, which in turn contribute positively to economic growth. In this case, productivity can be defined as spending performance to increase the level of regional competitiveness. This study aims to determine the efficiency level of nineteen regions rsquo public sector expenditure in generating regional competitiveness. The efficiency score of expenditure and the optimal level of total regional public spending in generating regional competitiveness of these regions is measured and calculated using Data Envelopment Analysis DEA method. It is concluded that in most regions, there is opportunities to be more efficient in alocating public sector expenditure to obtain the current output level in the form of regional competitiveness."

"Untuk meningkatkan daya saing Indonesia harus dimulai dengan meningkatkan daya saing daerah daerah di Indonesia. Dikenal sebagai kota industri internasional, Kabupaten Karawang sudah seharusnya memiliki daya saing yang tinggi. Dimana daya saing yang tinggi tidak hanya berorientasi pada indikator ekonomi saja, tetapi dapat meningkatkan kesejahteraan untuk seluruh masyarakat. Oleh karena itu penelitian ini dilakukan untuk menganalisa kebutuhan infrastruktur berkelanjutan dalam upaya meningkatkan daya saing kawasan di Kabupaten Karawang. Metode penelitian yang dilakukan pada penelitian ini adalah dengan Metode Skoring dan Uji Mann Whitney. Hasil yang didapatkan adalah dalam upaya meningkatkan daya saing kawasan Kabupaten Karawang, infrastruktur sosial (infrastruktur pendidikan dan infrastruktur kesehatan) lebih dibutuhkan daripada infrastruktur ekonomi (infrastruktur transportasi, infrastruktur telekomunikasi, infrastruktur ultilitas, dan pusat ekonomi baru). Hal ini dibuktikan dari hasil skoring yang menunjukan infrastruktur sosial memiliki nilai lebih besar daripada infrastruktur ekonomi.

To increase the Indonesia competitiveness should begin to improve the regional competitiveness in Indonesia. Karawang Regency as an Internastional Industrial City supposed to have high competitiveness. Where the high competitiveness is not only oriented to economic indicators, but it can improve the society will being. Furthermore, the aim of this research is to analyze the sustainability infrastructure needs to increase the regional competitiveness in Karawang. While, the research method used in this research is Scoring Method and Mann Whitney U Test. The data collection process done by spreading the questionnaire.

So, the results showed that to increase regional competitiveness in Karawang, the social infrastructure (education infrastructure and health infrastructure) is more needed than economic infrastructure (transportation infrastructure, telecommunication infrastructure, public utility infrastructure, and new economic center). This evidenced by the scoring result that show the social infrastructure has greater value than economic infrastructure."
