"Walaupun telah kemudahan kepada masyarakat, layanan Equity-Based Crowdfunding sendiri masih memiliki permasalahan yang dapat menimbulkan konflik dan ambiguitas bagi masyarakat itu sendiri. Ambiguitas ini meliputi peran yang dimiliki masyarakat yang ingin membeli saham melalui platform penyelenggara tersebut. Apakah sekelompok masyarakat ini dapat disebut sebagai konsumen atau tidak yang menjadi salah satu isu yang sampai sekarang belum diperoleh penyelesaiannya. Keterbatasan definisi 'konsumen; yang diberikan baik dalam Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen dan Peraturan Otoritas Jasa Keuangan Nomor 1 Tahun 2013 ini yang menjadi salah satu penyebab isu tersebut. Ketidakjelasan makna 'konsumen' ini pada akhirnya akan berdampak pada pertanggungjawaban penyelenggara platform equity-Based crowdfunding dalam melindungi hak-hak msyarakat pengguna layanan tersebut. Melalui penelitian yuridis-normatif, tulisan ini membahas tentang pengertian dari konsumen dan pertanggungjawaban penyelenggara platform dalam hal pelaksanaan equity-Based crowdfunding. Penelitian ini juga akan melihat kebijakan internal yang dimiliki oleh beberapa platform penyelenggara equity-Based crowdfunding di Indonesia.

Although Equity-Based Crowdfunding services has contributed many conveniences for the community, the implementation of this activity raised some problems that can cause conflict and ambiguity for the community itself. This ambiguity includes the role of the people who want to buy shares through the platform. Whether this group of people can be called a consumer or not is one of the issues that has not yet been resolved. Limitation of the definition of 'consumers' given both in Act No. 8/1999 concerning Consumer Protection and Financial Services Authority Regulation No. 1/2013 is one of the main factor to this issue. The vague meaning of 'consumers' in this activity will ultimately have an impact on the accountability of the organizers of the equity-based crowdfunding platform in protecting the rights of the users of these services. Through a juridical-normative research, this thesis will discuss the understanding of consumers and the accountability of platform operators in the implementation of equity-based crowdfunding. This research will also look at internal policies held by several equity-based crowdfunding organizing platforms in Indonesia."
