Kegiatan sampling merupakan kegiatan pengambilan sampel produk alat kesehatan dan PKRT yang beredar di pasaran yang selanjutnya dilakukan pengujian untuk mengetahui konsistensi keamanan, mutu dan manfaat produk. Dasar keilmuan yang dimiliki oleh apoteker memiliki peran dalam melakukan pengawasan mutu, keamanan dan kemanfaatan alat kesehatan dan perbekalan kesehatan rumah tangga. Oleh karena itu diperlukan pembekalan bagi calon apoteker melalui Praktik Kerja Profesi PKP di Direktorat Pengawasan Alat Kesehatan dan Perbekalan Kesehatan Rumah Tangga. The large number and types of medical devices and household health supplies PKRT in circulation and its use has become a necessity that can not be separated from everyday life. In an effort to ensure the safety, quality and usefulness of medical devices products and PKRT, the Ministry of Health of the Republic of Indonesia established Directorate of Medical Device Supervision and PKRT under the General of Pharmaceutical and Medical Devices. As one of the implementing elements, the supervisory directorate is in charge of monitoring the medical devices and PKRT to ensure that the outstanding alkes and PKRT can provide continuous security, quality and benefit. Supervision activities conducted before the product is marketed pre market and when the product is in the market post market .

One of the activities undertaken in order to conduct post market surveillance on medical devices products and PKRT is to conduct sampling of medical devices products and PKRT. Sampling activity is a sampling activity of medical devices products and PKRT circulating in the market which then conducted testing to know the consistency of safety, product quality and benefit. The scientific basis of the pharmacist has a role in conducting quality control, safety and usefulness of medical devices and household health supplies. "ABSTRAKDalam upaya menyelenggarakan kegiatan pelayanan kesehatan yang sesuai dengan kebutuhan masyarakat secara efektif dan efisien, rumah sakit memerlukan sarana berupa peralatan medik maupun penunjang medik. Di Rumah Sakit Kanker Dharmais dimana terdapat pasien-pasien dengan kondisi imunitas menurun dan memerlukan kondisi steril, maka peralatan steril diperlukan baik untuk menegakkan diagnosa, pengobatan maupun untuk pelayanan.Tujuan dari penelitian ini adalah untuk mendapatkan gambaran tentang kegiatan sterilisasi di Instalasi Sterilisasi Sentral Rumah Sakit Kanker Dharmais dan untuk menilai utilisasi mesin sterilnya.Penelitian ini adalah penelitian terapan, dengan metode telaah data melalui proses pengamatan terhadap kegiatan-kegiatan Sentral Sterilisasi, melakukan pengukuran terhadap barang yang disteril dan melakukan perbandingan dengan kapasitas mesin dengan memakai asumsi. Kegiatan dilakukan dalam kunin waktu 18 September 1996 sampai 21 Oktober 1996Dari hasil penelitian diperoleh data mengenai variabel-variabel yang berperan dalam suatu kegiatan sterilisasi, proses sterilisasi, dan hasil dari proses sterilisasi yang berupa volume barang steril. Juga dinilai persentase pemanfaatan mesin dibandingkan kapasitas mesinnya.Kesimpulan Bari penelitian ini adalah kegiatan sterilisasi di Sentral Sterilisasi Rumah Sakit Kanker Dhafmais telah berjalan dengan cukup baik, hanya perlu dibuat Standar Operasional Prosedurnya. Volume barang steril yang dihasilkan berbeda untuk masing-masing ruangan pemakai dan juga berbeda antara dua mesin sterilisasi yang ada. Pemanfaatan mesin terlihat masih belum optimal, dengan persentase sekitar 30-54%.Saran yang bisa disampaikan adalah membuat Standar Operasional Prosedur yang didasarkan pada alternatif cara pengoptimalisasian alat yang berupa pengaturan pergiliran, dan penggunaan alat secara bersama-sama, yang diharapkan waktu kerja mesin yang tersisa dapat dimanfaatkan untuk hal yang lain. ABSTRACTUtilization Assesment of Sterilization Machines in Central Sterilization Installation Dharmais Cancer HospitalIn the effort to provide healthcare services in accord to the need of the society effectively and efficiently, a hospital needs medical and supporting equipments. In sterile condition of equipments was a necessity, either for making diagnosis, treatment or to support the healing process.

The main objective of this study is to get a picture about the sterilization process at the central sterilization installation of Dharmais Cancer Hospital and also to assert the utilization of its machines.

This is an application study by observing the activities the in central sterilization installation, measuring the sterilization volumes and making capacity comparison between the machines using assumptions. The activity was done from September 18 until October 21,1996.

The conclusion of this study were as followed : the sterilization activity was well managed , but a written standard operational procedures should be made. Sterilization volumes were different among the user room and also between that two existing machines. The Utilization was about 30-50 %, which is not optimal yet.

Suggestion is to make written standard operational procedures based on alternatives for the optimalization of the equipments such as making turn or time table for operating the machines together, so that the left over time of the running machines can still be utilized for other purpose. Another study using simulation for optimal machines regulation hopefully will be done."

"ABSTRAKSkripsi ini berisi bagaimana prosedur pengadaan alat kesehatan di rumah sakit berdasarkan peraturan perundang-undangan yang berlaku, ruang lingkup permasalahan hukum dalam kegiatan pengadaan alat kesehatan di rumah sakit serta analisis putusan No.06/Pid.Sus-TPK/2015/PN.Mam. Pembahasan dilakukan melalui analisis putusan No.06/Pid.Sus-TPK/2015/PN.Mam. Bentuk penelitian ini yuridis normatif dengan metode kualitatif. Hasil penelitian menyimpulkan Prosedur pengadan alat kesehatan di Rumah Sakit dibagi menjadi beberapa tahap. Tahapan tersebut dimulai dari perencanaan, persiapan pengadaan, pemilihan penyedia barang dan jasa hingga pelaksanaan kontrak. Pengadaan barang dan jasa dapat ditinjau dari 3 tiga aspek hukum yakni hukum perdata, hukum pidana dan hukum administrasi Negara. Dalam putusan 06/Pid.Sus/2015/PN.Mam, Dr H. Suparman sebagai Kuasa Pengguna Anggaran menjadi terpidana kasus tindak pidana korupsi karena tidak mengkoordinasikan, memantau dan mengevaluasi kegiatan pengadaan alat kesehatan di RSUD Provinsi Sulawesi Barat dengan baik, serta menerima uang suap dari Suwardi Koeshadhi sebesar Rp 50.000.000 Lima Puluh Juta Rupiah . Saran yang dapat diberikan untuk permasalahan tersebut adalah harus menegaskan pelaksanaan E-Procurement dengan panduan teknis dari peraturan perundang-undangan yang berlaku.

ABSTRACTThis thesis discusses how the procurement procedures of medical devices in hospitals is based on legislation in force, the scope of the legal issues in the procurement of medical equipment in hospitals as well as analysis of the Verdict Number .06 Pid.Sus TPK 2015 PN.Mam. The discussion conducted through analysis of the Verdict Number Pid.Sus TPK 2015 PN.Mam . This research form is normative juridical qualitative methods. The study concluded the procurement procedures of medical equipment in the hospital is divided into several stages. The beginning stages of planning, preparation of procurement, the selection of providers of goods and services through the implementation of the contract. Procurement of goods and services can be viewed from three 3 the legal aspects of civil law, criminal law and the law of the State administration. In its Verduct number 06 Pid.Sus 2015 PN.Mam, Dr H. Supaman as a Budget Authority convicted of corruption because he did not coordinate, monitor and evaluate the activities of procurement of medical equipment in Province Hospital of West Sulawesi quiet well, and receive bribery money from Suwardi Koeshadhi up to Rp 50,000,000 Fifty Million Rupiahs . Advice can be given to these thessi are the need to the implementation of E Procurement with the technical guidance of the legislation in force."

"Alat kesehatan merupakan komponen penting dalam pelayanan kesehatandisamping obat. Selain memiliki fungsi sosial, alat kesehatan juga memiliki fungsiekonomi dan menjadi komoditas yang memiliki nilai menjanjikan. Indonesia adalahpasar yang besar untuk pemasaran alat kesehatan dengan nilai pasar sekitar 800 jutaUSD pada tahun 2015 dan diperkirakan mencapai 1,2 miliar USD pada tahun 2019 BMI, 2015 . Namun, kebutuhan alat kesehatan masih dipenuhi lebih dari 90 alatkesehatan impor. Penelitian ini menggunakan metode kualitatif dengan teknik IndeptInterview. Hasil penelitian: Komunikasi pada implementasi kebijakan hilirisasi hasilriset alat kesehatan di Universitas Gadjah Mada masih belum efektif. Sumber daya diUniversitas Gadjah Mada seperti SDM, fasilitas dan dana belum optimal. Struktur Birokrasi, belum adanya SOP dalam pelaksanaan hilirisasi hasil riset alkes. Kesimpulan: Implementasi kebijakan hilirisasi hasil riset alat kesehatan di Universitas Gadjah Madamasih belum optimal dalam penyelenggaraan hilirisasi hasil riset alat kesehatan.Hambatan: Komunikasi periset Universitas Gadjah Mada dengan LKPP kurangbersinergi sehingga produk-produk yang dihasilkan yang seharusnya dapat disusundalam tata kelola pengadaan alat kesehatan masih adanya penolakan oleh LKPP. Disposisi pada persepsi penggunaan alat kesehatan luar negeri lebih bagus mutunyaserta kurangnya minat industri untuk memproduksi alat kesehatan dan pelaku usahauntuk menanamkan investasi di bidang industri alat kesehatan. Sumber daya perisetsecara kuantitas yang masih kurang dalam mendukung riset alat kesehatan secarakonsisten, selama ini fungsi dosen sebagai tenaga pengajar dan sebagai periset. Sertalaboratorium pengujian yang masih kurang bagi periset Universitas Gadjah Mada.Struktur organisasi kurang menyusun SOP tugas direktur, periset dan tim advokasidalam melaksanakan tanggungjawabnya sehingga kurangnya pencapaian tujuan dariprototype, Izin Edar, HAKI, dan komersialisasi hasil riset.

Medical devices are an important component of healthcare besides drugs. Inaddition to having a social function, medical devices also has an economic function andcommodity that has promising value. Indonesia is a big markets for medical devicesmarketing with a market value of about 800 million USD by 2015 and is estimated toreach 1.2 billion USD by 2019 BMI, 2015 . However, the need for medical devices isstill fulfilled by more than 90 of imported medical devices. This research usesqualitative method with In depth Interview technique. Research Result of Communication on the hilirization policy implementation of medical devices researchresults in Gadjah Mada University still not effective. Resources at Gadjah MadaUniversity such as human resources, facilities and funds have not been optimal.Bureaucracy Structure, the have not SOP in the the hilirization policy implementation ofmedical devices research results.

Conclusion the hilirization policy implementation ofmedical devices research results in Gadjah Mada University is still not optimal in thehilirization implementation of medical devices research results. Obstacles Gadjah MadaUniversity researchers'communication with LKPP is less synergic so that the productsthat should be arranged in the governance of medical devices procurement are stillrejected by LKPP. The disposition on the perception of the use of foreign medicaldevices is of better quality and the lack of industry interest in producing medical devicesand business actors to invest in the medical devices industry. Research resources inquantity are still lacking in supporting the research of medical devices consistently, sofar the function of lecturers as teaching staff and as a researcher. And testinglaboratories are still lacking for Gadjah Mada University researchers. Theorganizational structure lacks the SOP of the director's job, the researchers and theadvocacy team in carrying out their responsibilities resulting in a lack of achievement ofthe objectives of the prototype, Circulation License, HAKI, and commercialization ofresearch results."
