"[ABSTRAK
Persaingan perusahaan pembiayaan yang begitu ketat serta peluang izin usaha
yang diperluas oleh pihak OJK, mendorong perusahaan menggunakan teknologi informasi untuk menciptakan keunggulan kompetitif. Namun, keterbatasan bujet dan sumber daya yang ada memaksa perusahaan untuk lebih selektif dengan memprioritaskan kebutuhan bisnis melalui aplikasi. Setiap perusahaan memiliki interpretasi yang berbeda-beda tentang aplikasi, sehingga perlu dirumuskan model yang generik dalam pengklasifikasian aplikasi. Tujuan dari penelitian ini adalah memetakan aplikasi pada perusahaan pembiayaan berdasarkan karakteristik masing-masing kuadran strategic grid. Karakteristik masing-masing kuadran dirangkum dari berbagai teori dan praktik. Dari analisis teori dan praktik tentang strategic grid, terdapat 6 karakteristik untuk kuadran key operational, 7 karakteristik untuk kuadran support, 7 karakteristik untuk kuadran strategic, dan 4 karakteristik untuk kuadran high potential. Karakteristik tersebut dituangkan ke dalam pertanyaan kuesioner. Wawancara dan observasi lapangan dilakukan untuk mengkonfirmasi jawaban atas pertanyan yang diberikan. Dari hasil pemetaan 15
aplikasi berdasarkan karakteristik tersebut, diperoleh sebanyak 8 aplikasi di
kuadran support, 3 aplikasi di kuadran strategic, 4 aplikasi di kuadran key
operational, dan 0 aplikasi di kuadran high potential. Berdasarkan hasil pemetaan bahwa perusahaan pembiayaan di Indonesia sudah tergolong ke dalam era Business Intelligence dimana sistem data warehouse sudah dibangun, alat pendukung untuk kebutuhan analisis data sudah tersedia, dan perusahaan tidak lagi bergantung pada TI untuk menyediakan informasi kepada level eksekutif untuk keperluan strategis.

ABSTRACT
The competition is so tight in financing companies and the opportunities of
extended business licenses by the OJK, encourage companies to use information technology to create competitive advantage. However, the limitations of budget and resource is forcing companies to be more selective in prioritizing business needs through the application. Each company has different interpretation of
applications, so it is necessary to formulate a generic model in the classification application. The aim of this research is to map the finance company application based on the characteristics of each quadrant on the strategic grid. The
characteristics of each quadrant summarized from various theories and practices. From the analysis of the theory and practice of strategic grid, there are 6 characteristics for key operational quadrant, 7 characteristics for support quadrant, 7 characteristics for strategic quadrant and 4 characteristics for high potential quadrant. These characteristics poured into question questionnaire. Interviews and field observations conducted to confirm the answer of questions. From the mapping of 15 applications based on these characteristics, obtained as many as 8 applications in support quadrant, 3 applications in strategic quadrants, 4 applications in key operational quadrant, and 0 applications in high potential
quadrant. Based on the results of application mapping that the finance company in Indonesia has been classified into a Business Intelligence era where the data warehouse system was built, a supporting tool for requirements analysis of the data is available, and the company is no longer depend on IT to provide information to the executive level for strategic purposes. , The competition is so tight in financing companies and the opportunities of

"Anggaran merupakan salah satu acuan dalam menentukan kegiatan di sebuah perusahaan untuk mencapai target tertentu dalam jangka waktu tertentu. Penelitian ini berfokus kepada anggaran tahunan pada sebuah perusahaan dengan tujuan memberikan usulan sistem anggaran terhadap perusahaan agar dapat lebih kompetitif dengan biaya yang dikeluarkan lebih efisien. Penelitian ini merupakan penelitian kualitatif dengan sifat studi kasus pada sebuah perusahaan, yaitu PT XYZ yang belum memiliki perencanaan anggaran. Pendekatan penyusunan anggaran yang digunakan adalah campuran antara Bottom-Up dan Top-Down dengan menggunakan teknik analisis SWOT dan jaringan strategis McFarlan untuk mendukung analisis tujuan dan prioritas. Penelitian ini menghasilkan sebuah sistem manual perencanaan anggaran yang dapat diterapkan di PT XYZ.

Budget is one of the references in determining activities in a company to achieve certain targets within a certain period of time. This study focus on annual budget of company aiming a budget system proposal to the company for costs efficiency and be a top notch among its competitors. This research is a qualitative research in case studies at the company by doing desk research. The approach used in this research is a mixture of Bottom-Up and Top-Down in budget-making and using SWOT analysis and McFarlan's strategic grid to support the analysis of objectives and priorities. This research yielding a manual system that can be filled in by each department and through a verification test."

"PT. XYZ adalah perusahaan yang bergerak di bidang Teknologi Informasi dan Komunikasi (TIK). Penggunaan sistem informasi/teknologi informasi menjadi hal yang sangat penting bagi PT. XYZ untuk mencapai target perusahaan. Kondisi saat ini pemanfaatan SI/TI tidak mendukung proses bisnis perusahaan secara optimal. Permasalahan yang terjadi adalah data yang tersedia tidak akurat dan tepat waktu, aplikasi yang terkotak-kotak (silo-silo), serta adanya keterlambatan proyek SI/TI. Penelitian ini dilakukan untuk membangun perencanaan strategis sistem informasi di PT. XYZ dan tidak termasuk anak perusahaan.
Penelitian ini merupakan penelitian kualitatif yang menggabungkan case study research dan policy research. Metodologi perencanaan strategis sistem informasi yang digunakan pada penelitian ini mengacu pada Ward and Peppard's Strategic Planning dengan menggunakan beberapa teknik analisis seperti Value Chain, SWOT, Critical Success Factor, Five Porter Forces, PEST, Mc Farlan Strategic Grid serta teknik lainnya. Selain itu standar prosedur ISO9001:2005, ISO 27001, dan kerangka kerja COBIT digunakan pada penyusunan strategi manajemen SI/TI.
Penelitian ini akan menghasilkan 3 (tiga) strategi yaitu strategi SI yang merupakan strategi perencanaan SI mendatang yang sesuai dengan strategi organisasi, strategi TI yang merupakan strategi infrastruktur TI yang dibutuhkan serta strategi manajemen SI/TI yang merupakan strategi yang diterapkan organisasi secara keseluruhan.
Penelitian ini juga menghasilkan rekomendasi strategi tata kelola SI/TI dengan menggunakan metodologi Weill dan Ross, yang mencakup keputusan apa yang harus dibuat, siapa yang membuat keputusan dan bagaimana keputusan dibuat dan dimonitor terhadap 5 (lima) domain yaitu IT principles, IT architecture, IT infrastructure strategies, business application needs dan IT investment.

XYZ is a company engaged in the field of Information and Communication Technology (ICT). The use of information systems / information technology became a very important case for XYZ to achieve its targets. In the current condition, the use of IS / IT does not support the company's business processes optimally. The problem that occured were data that available was not accurate and punctual,fragmented applications (silos), as well as IS/IT project delays. This study was conducted to establish the strategic planning of information systems at XYZ Company and excluding subsidiaries.
This research is a qualitative case study that combines case study research and policy research. Information systems strategic planning methodology used in this study refers to Ward and Peppard's Strategic Planning using several analytical techniques such as Value Chain, SWOT, Critical Success Factor, Porter Five Forces, PEST, Mc Farlan Strategic Grid as well as other techniques. In addition, the standard procedureof ISO9001:2005, ISO 27001, and COBIT framework was used in the preparation of IS/IT management strategies.
This research will produce 3 (three) strategies, namely SI strategy which is IS future planning strategies in accordance with the organization's strategy, IT strategy which is a strategy of IT infrastructure required and the IS / IT management strategy which is a strategy adopted by overall organization.
This study also resulted in strategic IS / IT governance recommendations by using the methodology of Weill and Ross, which includes what decisions should be made, who willmake thedecisions, and how decisions were made and monitored to 5 (five) domain, namely IT principles, IT architecture, IT infrastructure strategies, business application needs and IT investment."
