"Penelitian ini membahas analisis persiapan menuju pelayanan terpadu satu pintu di Kota Administrasi Jakarta Timur dan kendala kendala yang dihadapi Pelayanan Terpadu Satu Pintu PTSP merupakan pelayanan yang dilakukan dalam satu tempat untuk mempermudah masyarakat dalam menerima pelayanan perizinan maupun non perizinan yang terdapat dalam PTSP Teori yang digunakan untuk menjelaskan persiapan menuju pelayanan terpadu satu pintu adalah teori pelayanan publik dan reformasi pelayanan publik Penelitian dilakukan dengan menggunakan pendekatan kualitatif Dengan menggunakan wawancara mendalam dan studi dokumen peneliti mendapatkan hasil bahwa persiapan yang dilakukan menuju pelayanan terpadu satu pintu di Kota Administrasi Jakarta Timur sudah cukup berhasil Analisis persiapan meliputi pelimpahan wewenang koordinasi permohonan SIUP dan TDP rekrutmen pegawai pelatihan pegawai sarana dan prasarana sosialisasi pengaduan masyarakat dukungan pemimpin struktur organisasi dan pengawasan pelayanan Namun kurangnya kuantitas sumber daya manusia jaringan internet yang belum memadai kurangnya sosialisasi kepada masyarakat masalah anggaran yang belum cair belum pastinya standard operating procedure SOP perizinan dan resistensi dari SKPD teknis masih menjadi kendala dalam mempersiapkan pelayanan terpadu satu pintu di Kota Administrasi Jakarta Timur.

This research discusses the analysis on preparation of one stop service in East Jakarta and the constraints encountered One Stop Service OSS is a service performed in one place to facilitate the public in receiving licensing services and non licensing services The theory is used to explain the preparation towards one stop service is the theory of public service and public service reform This research was conducted by using a qualitative approach In dept interviews and document study are used by researcher to get the result that the preparation is done by the one stop service in East Jakarta has been quite successful Preparation analysis include the delegation of authority the coordination SIUP and TDP permit application the employee recruitment the employee training the infrastructure the dissemination the public complaints the leader support the organization structure and the supervision of service However the lack of quantity of human resources the unadequate of internet network the budget problems the uncertainity of Standard Operating Procedure SOP of license and non license and the resistance of technical agency still become constraints in preparing a one stop service in East Jakarta.

"Posyandu (pos pelayanan terpadu), adalah wujud peran serta masyarakat dalam penyelenggaraan upaya kesehatan di Indonesia. Instruksi Menteri Dalam Negeri No. 9 tahun 1990 tentang peningkatan pembinaan mutu Posyandu, memberi peluang kepada lintas program maupun lintas sektoral yang terkait untuk berperan lebih aktif dan terkoordinasi.
Kenyataan di lapangan menunjukkan koordinasi lintas program Dinas Kesehatan Kabupaten Bungo dalam pelaksanaan program-program Posyandu di Kabupaten Bungo tahun 2001, belum berjalan sebagaimana mestinya. Penelitian ini bertujuan untuk mengetahui informani secara mendalam pelaksanaan koordinasi lintas program Dinas Kesehatan Kabupaten Bungo dalam pelaksanaan program-grogram Posyandu di Kabupaten Bungo tahun 2001. Metode penelitian yang digunakan adalah kualitatif, untuk mengetahui faktor-faktor penyebab yang melatar belakangi belum efektifnya koordinasi tersebut.
Informasi diperoleh dengan cara wawancara mendalam, diskusi kelompok terarah, dan observasi langsung terhadap informan-informan di Dinas Kesehatan Kabupaten Bungo, serta informan dari tingkat Puskesmas yakni Kepala Puskesmas dan koordinator Penyuluhan Kesehatan Masyarakat.
Hasil penelitian menunjukan bahwa koordinasi lintas program di Dinas Kesehatan Kabupaten Bungo yang berkaitan dengan Posyandu belum efektif. Hal ini disebabkan karena belum adanya perencanaa terpadu tahunan khusus berkaitan dengan program-program yang ada di Posyandu.
Agar koordinasi tersebut memberikan hasil yang lebih besar dan lebih bermanfaat, perlu ditunjuk koordinator yang dituangkan dalam SK Kepala Dinas Kesehatan Kabupaten Bungo. Untuk lebih menyebarluaskan dan pemerataan keberadaan Posyandu di setiap desa, diharapkan Pemerintah Kabupaten Bungo dapat mengalokasikan anggaran yang cukup untuk mendukung kesinambungan Posyandu di tengah-tengah masyarakat.

Analysis of Coordination of Program Crossing In Bungo Regency Health Department On The Programs Implementation of The Integrated Services Post In Bungo Regency Province of Jambi, 2001Posyandu (integrated services post), as one of of the community participation in the implementation of heath services, derives from the society of every village in Indonesia. Based on the Instruction of Home Affairs Minister number 9`h in 1990, on the enhancement, program and sectoral crossing are supposed to be more active in the participation.
The reality shows that the coordination of the program crossing of Bungo Regency Health Department in the programs implementation of Posyandu has not run well. This research is conducted to find out deeply information of the implementation of program crossing coordination in Bungo Regency in 2001. The research method used is qualitative to detect the cause of why coordination has not run. Informations are obtained by having indepth interview, focus group discussion, and observation which are directly done to informants who are directly involved with the available programs in the integrated services post and also, from community health center.
The result of the research shows, that the coordination of the program crossing in Bungo Regency Health Department that is related to the integrated services post has not been effective yet. It is appointed by the planning is not integratedly arranged, especially abaout the program in Posyandu.
In order that the coordination produce more significant and greater result, appointing a coordinator which is enclosed in a Decision Letter from the Head of Health Department of Bungo Regency is a need. To spread out and distribute evenly the existence of the integrated services post in every village, it is expexted that The Regency Government could alocate sufficient budget to reinforce the continuity of the integrated services post.

"Konteks reformasi pelayanan perizinan di Kota Administrasi Jakarta Timur dilakukan dengan mengintegrasikan pelayanan yang di butuhkan oleh kegiatan usaha. Penelitian ini sendiri bertujuan untuk menganalisis kualitas pelayanan perizinan pada Unit Pelayanan Terpadu Satu Pintu (UPTSP) Kota Administrasi Jakarta Timur berdasarkan Total Percieved Quality yang dikemukakan oleh Gronross (1990). Penelitian ini memiliki pendekatan kuantitatif dengan kuesioner dan wawancara mendalam berdasarkan Accidental Sampling (sebagai teknik penarikan sampel) yang menjadikan masyarakat pemohon izin Usaha Mikro Kecil dan Menengah (UMKM) sebagai responden. Hasil dari penelitian ini dapat disimpulkan bahwa kualitas pelayanan perizinan yang diselenggarakan termasuk kategori Negatively Confirmed Quality atau "bad quality".

The context of Reform of license services at East Jakarta Municipality was conducted by integrating service system to fulfill the needs of business activities. This research is aimed to analyze the service quality of licenses providing towards One Stop Shop Service (OSS) Unit of East Jakarta Municipality using the Total Perceived Quality theory by Gronross (1990). This research uses quantitative approach by using questionnaires and interviews and accidental sampling technique is used to choose samples as respondents. The citizens who had requested permissions for Usaha Mikro Kecil dan Menengah (UMKM) were employed in obtaining and gaining the information needed. This research conclude that service quality of license providing in One Stop Shop Service (OSS) Unit, East Jakarta Municipality was Negatively Confirmed Quality or "bad quality".

Tesis ini menganalisis risiko penyelenggaraan pelayanan perizinan dan non perizinan di Provinsi DKI Jakarta yang diselenggarakan oleh Dinas Penanaman Modal dan PTSP Prov. DKI Jakart dengan menerapkan ilmu mengenai manajemen risiko dan mengaplikasikan penilaian risiko yang digunakan pada Badan Pengawasan Keuangan dan Pembangunan. Penelitian ini adalah penelitian studi kasus dan merupakan penelitian deskriptif, dengan desain penelitian kualitatif kuantitatif yang terpisah. Wawancara, pengamatan, studi kepustakaan dan survei digunakan untuk mengumpulkan data, dan menggunakan fishbone analisis sebagai metode analisis. Hasil penelitian adalah identifikasi risiko, penilaian risiko dan usulan tindakan mitigasi risiko pelayanan perizinan dan non perizinan pada Dinas Penanaman Modal dan PTSP Prov. DKI Jakarta.

ABSTRACT
This thesis analyzes the risk of licensing and non licensing services in DKI Jakarta Province organized by the Agency of Investment and One Stop Integrated Service DKI Jakarta Province by applying knowledge on risk management and applying risk assessments used at the Financial and Development Supervisory Board. This research is case study research and is a descriptive research, with separate quantitative qualitative research design. Interviews, observations, literature and survey studies are used to collect data, and use fishbone analysis as a method of analysis. The results of the research are risk identification, risk assessment and risk mitigation action proposal of licensing service and non licensing at Dinas Penanaman Modal and PTSP Prov. DKI Jakarta."
