This thesis discusses training and informal learning as a method for developing employee competencies to be influenced by the motivation to learn. This research is a quantitative research involving 224 employees of government agencies namely the Cabinet Secretariat as respondents. The results of data analysis using factor analysis and regression analysis showed that the competence of employees affected by the training and informal learning and motivation to learn a significant effect on training and informal learning. The results also showed that despite significant effect on the informal learning competence, but the value of the t-statistic is lower than the value of t-statistics between training towards competencies. The success of the training programs and learning activities will obtain the maximum results when supported by motivation in training and doing informal learning activities
