"Employing a two‐level‐game framework, this paper examines Japanese participation in the negotiation process leading up to the 1988 Basle Capital Accord. The argument made here is that the Japanese Ministry of Finance (MoF) simultaneously pursued different international and domestic goals; moreover, the ministry assessed the outcomes of these negotiations as successful at the time. On the one hand, the ministry's international goal was to preserve the international competitiveness of Japanese banks. To this end, the MoF won a concession from its foreign counterparts. On the other hand, its domestic goal was to introduce statutory capital adequacy rules, which the ministry had been unable to put in place owing to opposition from banks. This study marks a departure from existing accounts that (1) treat Japan as a unified front merely seeking to gain an international competitive advantage for Japanese banks; and/or (2) emphasize market pressure as a driving force behind participation in an international regulatory regime."

"This dissertation describes the synergy use of remote sensing data from multi-temporal and multi sensor (optical and radar) for improving our understanding of the land-cover structural phenomena. A tropical country like Indonesia has a high cloud coverage throughout the year with a maximum during the rainy season, and hence the availability of cloud-free optical images is minimal. To solve this problem, radar images have been intensively introduced. The radar images are cloud-free but their use is hampered due to their speckle noise and topographic distortions, and the lack of a suitable radar image classification system.
In many cases, the use of optical or radar image alone is not sufficient. Therefore, the main objectives of this research are: (i) to develop a framework for multi date and multi sensor (optical and radar) image classification; (ii) to solve the cloud cover problem in optical images; and (iii) to obtain a more consistent image classification using multi date and multi sensor images. We have proposed a framework for multi date and multi sensor image classification based on a uniform image classification scheme. The term uniform means that the same procedure can be used to classify optical or radar images, low-level mosaic or fused images, single or multiple feature images.
To be able to conduct a multi temporal and multi sensor analysis, we have unified the optical and radar image classification procedure after finding that both optical and radar images consist of homogeneous and textured regions. A region is considered as homogeneous if the local variance of gray level distribution is relatively low, and a region is considered as textured if the local variance is high. We used a multivariate Gaussian distribution to model the homogeneous part and a multinomial distribution to model the gray level co-occurrences of the textured part, and applied a multiple classifier system to improve the classification accuracy.
The main advantages of the uniform classification scheme are as follow. First, we can tune the homogeneous-textured threshold value parameter in order to obtain an optimal result by allowing the classifier working as a single (conventional) or multiple classifier system. The classifier can have a better or at least the same classification accuracy as the conventional one. Second, we can use either single-band or multi-band input images. This will make it possible to classify a. radar image based on multi-model texture feature images or to classify multi spectral optical images. Third, we can use the same procedure to classify any input images. Compared to the conventional classifiers, the multiple classifier system can improve the classification result from 0% to 20% for radar images and from 0% to 2% for optical images.
The proposed framework incorporates the image mosaicking and data fusion at the low-level stage (before the classification process) as well as at the high-level stage (after the classification process). For cloud cover removal, the image mosaicking at the low-level stage is usually done using multi temporal optical images, whereas mosaicking at the high-level stage is applied to the classified optical and radar images. To be able to obtain a cloud-free image, we have modified the existing Soofi and Smith algorithm which is using multi temporal optical images to an algorithm using multi sensor images. In the high-level data fusion, we have also been able to incorporate a mechanism for cloud cover removal by omitting the information from the optical sensor and using only the information from the radar sensor. According to a case study in our experiment, the cloud cover removal and image classification using the low-level image mosaicking, the high-level image mosaicking, and the high-level data fusion gave 80.2%, 76.2%, and 80.5% classification accuracy, respectively.
The high-level data fusion combines the decisions from several input images to obtain a consensus of classified image. We have applied both the maximum joint posterior probability and the highest rank method for the decision combination functions. We have utilized two existing data fusion methods and have proposed an alternative data fusion method based on the compound conditional risk. According to the experimental results, the decision combination function based on the maximum joint posterior probability favors the optical feature image, while the highest rank method favors the radar feature image. The preference of using the maximum joint posterior probability results in the domination of optical features in the fusion result, and the classification accuracy of the fused image can be better 8.5% in average than the individual radar classified image."

"Debat kompetitif pertama kali diperkenalkan di Indonesia sepuluh tahun silam. Semenjak saat itu, debat kompetitif telah berkembang dengan pesat dan melahirkan komunitas debat yang hidup di tengah-tengah anak muda di Indonesia. Sebagai sebuah fenomena, debat kompetitif telah lama dikenal sebagai alat pembelajaran yang dapat digunakan oleh para praktisinya untuk mendapatkan keahlian-keahlian seperti berbicara di depan publik dan berpikir kritis. Namun, studi yang berfokus pada dampak sosial dan debat kompetitif sangatlah jarang ditemukan jika tidak bisa dibilang nyaris tidak ada. Tulisan ini mengeksplorasi aspek sosial dan debat kompetitif. Terutama tentang bagaimana debat kompetitif dapat dilihat sebagai suatu bentuk laboratorium sosial mini di mana para pesertanya terkadang perlu membela sisi pandang yang tidak sejalan dengan prinsip pribadi mereka. Dengan menggunakan situasi persimpangan nilai ini sebagai jalan masuk, studi ini menggunakan pendekatan Antropologi Pengalaman (Anthropology of Experience) dan juga pendekatan Analisis Kerangka (Frame Analysis) yang dipopulerkan oleh Erving Goffman untuk memahami pengalaman para debater dalam kaitannya dengan debat dan persimpangan nilai. Penelitian ini juga mengamati aspek komunitas dan identitas yang dibentuk oleh para debater muda Indonesia. Kedua aspek ini erat kaitannya dengan ide mengenai persepsi, formulasi yang terus menerus dan kontestasi yang senantiasa terjadi atas batasan-batasan (boundaries). Secara keseluruhan, studi ini menunjukkan bagaimana komunitas, identitas dan khususnya pengalaman adalah arbitrer, cair dan fleksibel, di mana seorang individu memiliki pengaruh dan kendali yang besar terhadap bagaimana segala sesuatunya dipahami dan dimengerti."

Dari semua sektor dunia usaha, yang paling terasa pengaruh teknologi informasinya didalam kehidupan kita adalah
sektor perbankan. Teknologi informasi khususnya yang terkait dengan data merupakan hal yang paling kritis yang harus diselamatkan dari segala bentuk kerusakannya. Dikarenakan teknologi informasi itu sangat penting untuk menentukan hal-hal yang bersifat strategis disektor perbankan, maka diperlukan tata kelola TI (IT Governance)
yang terarah, terstrukur serta optimal. Untuk itu, maka Indonesia khusus Bank Indonesia selaku Bank sentral yang memegang kekuasaan tertinggi disektor perbankan di Indonesia, memberlakukan peraturan-peraturan mengenai tata kelola TI yang harus dipatuhi (compliance) oleh Bank-Bank yang ada di Indonesia. Penelitian ini akan melihat sejauh mana peraturan-peraturan yang telah yang telah dikeluarkan oleh Indonesia khususnya Bank Indonesia taat pada kerangka tata kelola TI COBIT yang memang telah diakui sebagai salah satu standar internasional. Metoda utama yang digunakan adalah memetakan peraturan-peraturan tersebut ke 34 fokus proses COBIT.
Hasil yang diharapkan dari penelitian ini adalah: • Penyediaan kerangka kepatuhan TI disektor perbankan di Indonesia, • Sejauh mana peraturan tersebut mentaati kerangka kerja COBIT,
• Apabila Bank-Bank yang ada di Indonesia ingin menerapkan kerangka
kerja COBIT untuk tata kelola TI-nya, maka akan mempermudah Bank-
Bank tersebut dalam mematuhi (compliance) peraturan yang berlaku
khususnya peraturan dari Bank Indonesia • Memahami peraturan yang belum dibuat dan yang telah dibuat oleh Indonesia khususnya Bank Indonesia disektor perbankan dilihat dari sudut pandang kerangka kerja COBIT.

Nowaday, our real world can not separate from information technology (IT). Almost all bussiness sector need information technology to support their process bussiness. From all bussiness sector which most influenced by information technology is
Banking. Data is the most critical part of information technology that must be saved from any disaster. Because IT is strategic for making decision in Banking sector, therefore, required effective, structured, and optimum IT Governance. According to that character of IT, Indonesia Bank, which as central Bank that holds hegemony Banking in Indonesia, implement some regulations related IT Governance that must be obeyed by other Bank in Indonesia. This research’s purpose is to view how the regulations, that published by Indonesia especially Indonesia Bank, appropriate and comply to COBIT (one of IT Governance International Standar). Main Method that used is map theregulations to 34 processfocus COBIT. The required result from this research are: • Provide IT compliance framework for Indonesia’s Banking. • View how these regulations are obeyed COBIT framework.

"Tesis ini membahas tentang hubungan kausalitas antara suku bunga SBI, nilai tukar riil, tingkat harga dan aktititas ekonomi riil khususnya pada periode diterapkannya ITF di Indonesia sejak Juli 2005. Penulisan tesis ini dilatarbelakangi oleh dampak penggunaan suku bmmga sebagai sasaran operasional kebijakan moneter dalam Icerangka ITF serta nilai tukar terhadap tingkat harga dan aktifitas ekonomi riil.
Data yang digunakan adalah data time series bulanan yang terdixi dari tingkat suku bunga SBI tenor 1 bulan, nilai tukar riil Rp/USS, Indeks Harga Konsumen dan sebagai proxy dari alctifitas ekonomi riil digunakan indeks produksi manufaktux Indonesia dengan rentang periode observasi sejak bulan Juli 2005 sampai dengan Mei 2008.
Metode ekonometri yang digunakan adalah model VAR (Vector Autoregression). Untuk melihat pola hubungan gmcangan antar variabel diperoleh dari hasil Impulse .Respon Function (IRF), sedangkan untuk mencntukan sumbangan /komposisi gmmcangan musing-musing variabel terhadap varians dari vaxiabcl tertentu digunakan metode Forecast Error Variance Decomposition (FEVD).
Hasil IRF yang diperoleh menunjukkan bahwa guncangan suku bunga SBI masih cukup efcktif untuk mempengaruhi tingkat harga dan mempcrkuat nilai tukar. Guncangan suku bunga SBI dapat rnemberikan dampak yang negatif terhadap aktititas ckonomi riil. Hasil analisis FEVD menunjukkan bahwa pada periode observasi nilai mkar agak sulit dikendalikan. Guncangan niiai tukar riil lebih dominan dalam mempcngaruhi vanasi tingkat harga dan aktititas ekonomi riil. Hal ini mennnjukkan semakin dominannya pengaruh luar negeri dalam perekonomian Indonesia.

This thesis discusses the causality relationship among SBI interest rate, real exchange rate, price level and real economic activity especially in period of the ITF implementation in Indonesia since July 2005. The effect of employing interest rate as the operational target of monetary policy and exchange rate on price level and real economic activity is the main background of this thesis.
Data employed in this thesis are monthly time series consist of one month SBI interest rate, real exchange rate Rp/U S, Consumer Price Index and manufacturing production index as a proxy of real economic activity with observation period from July 2005 to May 2008. VAR (Vector Autoregression) is used as the econometric method.
The result obtained from Impulse Respon Function (IRF) method is used to analyze the relationship characteristic among shocks of each variable. Forecast Error Variance Decomposition (FEVD) method is used to determine the shock contribution of each variable to one variable.
IRF result shows that SBI interest rate shock is e&`ective enough to influence the price level and to strenghten the exchange rate. SBI interest rate shock is negatively reponsed by real economic activity. FEVD result shows that exchange rate is hard to be controlled during observation paiod. The exchange rate shock influences the variability of price level and real economic activity dominmitly. This result indicates the more dominant influence of foreign economic on Indonesian economic.
