This thesis aim to obtain a model of successful intelligence operations in the

want to know what are the factors that contribute to the success of an operation

"ABSTRAKPenelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan, budaya organisasi, motivasi, kompetensi dan reorganisasi terhadap kinerja auditor Direktorat Jenderal Bea dan Cukai (DJBC). Penelitian ini merupakan penelitian kuantitatif dengan menggunakan structural equation modelling dengan aplikasi IBM SPSS AMOS versi 18. Hasil dari penelitian ini menunjukkan bahwa kepemimpinan dan motivasi berpengaruh negatif terhadap kinerja auditor DJBC. Sedangkan budaya organisasi, kompetensi dan reorganisasi berpengaruh positif terhadap kinerja auditor. Hal ini tentunya mendorong kesadaran semua pihak di instansi DJBC khususnya pada Direktorat Audit untuk menerapkan kepemimpinan yang lebih mendorong partisipasi pegawai dalam menentukan kebijakan. Selain itu juga diperlukan paradigma dalam melakukan motivasi kerja kepada auditor dari melakukan tekanan untuk mencapai target kepada usaha untuk membangun motivasi dari kesadaran akan tanggung jawab pekerjaan auditor itu sendiri. Penelitian ini juga membuktikan bahwa penerapan jabatan fungsional dan sentralisasi sudah tepat diterapkan kepada auditor DJBC.

ABSTRACTThe objective of this study is to analyze the effect of leadership, organization culture, motivation, competency and reorganization on perforformance of auditor of Directorate of General of Customs and Excise (DGCE). It is a quantitative study using structural equation modelling with IBM SPSS AMOS version 18. Results of this study indicate that leadership and motivation have negative effect on performance of DGCE?s auditor. On the other hand organization culture, competency and reorganization have positif effect on performance of DGCE?s auditor. It is certainly encouraging awareness of all parties in DGCE especially Directorate of Audit to implement the leadership that encourage auditor?s participation in determining policy. It also requires necessary efforts from the management of Directorate Audit to avoid pressure in order to motivate the auditor. It also proves that centralization and functional program policies have been appropriately applied to the DGCE?s auditor."

"ABSTRAKPenelitian bertujuan menganalisis pengaruh pembatasan rokok terhadap penerimaan cukai industri hasil tembakau, faktor-faktor yang mempengaruhi penerimaan cukai industri hasil tembakau, dan kendala yang dihadapi dalan pencapaian target penerimaan cukai industri hasil tembakau tersebut. Penelitian ini menggunakan regresi linear berganda dan data hasil wawancara. Hasil analisis menunjukkan pembatasan rokok berpengaruh signifikan terhadap kinerja penerimaan cukai Industri Hasil Tembakau IHT Direktorat Jenderal Bea dan Cukai DJBC . Faktor-faktor yang mempengaruhi penerimaan cukai IHT selain tarif cukai dan produksi rokok adalah pendapatan per kapita dan dummy1 yaitu faktor pembatasan rokok dalam PP 19 tahun 2003. Sedangkan kendala dalam pencapaian target adanya pelanggaran di bidang cukai seperti rokok tanpa pita cukai dan pita cukai palsu.

ABSTRACTThe aim of this study is to analyze the effect of tobacco banned on the Performance in Tobacco Excise Revenue, the factors influencing tobacco excise revenue and the obstacles encountered in achieving the revenue targets of the tobacco industry excise. This study uses analysis method of multiple linear regression and interview results. Smoking restriction analysis showed a significant effect on the performance of tax revenues Tobacco Industry Directorate General of Customs and Excise DGCE . Perbaikan proses pengembangan perangkat lunak telah dilakukan oleh Direktorat Jenderal Bea dan Cukai (DJBC) dengan tujuan untuk menyelesaikan proyek pengembangan perangkat lunak dengan waktu yang lebih cepat serta hasil yang lebih berkualitas. Perbaikan proses diawali dengan mengetahui tingkat kematangan proses saat ini menggunakan tahapan model IDEAL dan kerangka kerja CMMI-Dev selain itu SCAMPI-C digunakan sebagai alat penilaian setiap praktik. Hasil penilaian yang dilakukan pada 52 praktik yang ada pada area proses Project Planning (PP), Project Monitoring & Control (PMC), Requirements Management (REQM), Configuration Management (CM), Process and Product Quality Assurance (PPQA), Verification (VER) dan Organizational Process Definition (OPD) menunjukkan bahwa DJBC memenuhi 22 praktik dan masih terdapat kelemahan pada praktik yang lain sehingga disimpulkan DJBC belum mencapai tingkat kapabilitas 1 untuk ketujuh area proses tersebut. Rekomendasi perbaikan untuk praktik yang masih lemah disusun berdasarkan Project Management Body of Knowledge (PMBOK) dan Business Analyst Body of Knowledge (BABOK) dengan prioritas utama pelaksanaannya adalah pendefinisian kerja secara lengkap, sosialisasi penyusunan term of reference (TOR) dan penggunaan sistem manajemen proyek dan dokumentasi.

ABSTRACT

Software process improvement has been carried out by the Directorate General of Customs and Excise (DGCE) with the aim of completing software development projects with faster time and higher quality results. The process improvement begins with knowing the current process maturity using IDEAL model stages and based on CMMI-Dev framework and SCAMPI-C is used as an assessment tool for each practice. The results of the appraisal were carried out on 52 practices in the Project Planning (PP), Project Monitoring & Control (PMC), Requirements Management (REQM), Configuration Management (CM), Process and Product Quality Assurance (PPQA), Verification (VER) and Organizational Process Definition (OPD) shows that DGCE fulfills 22 practices and there are still weaknesses in other practices, so it is concluded that DGCE has not reached capability level 1 for the seven process areas. Improvement recommendations for practices that are still weak are prepared based on the Project Management Body of Knowledge (PMBOK) and Business Analyst Body of Knowledge (BABOK) with the main priorities of implementation are complete work definition, socialization of the preparation of terms of reference (TOR) and use of project management systems and documentation.

"Laporan ini bertujuan mengevaluasi tahapan persiapan dokumen untuk kasus sengketa kepabeanan dari PT PWR dengan Direktorat Jenderal Bea dan Cukai pada tahun 2018. Evaluasi dilakukan berdasarkan pada persyaratan dokumen banding, batas waktu pengajuan banding, dan kecocokan opini. Hasil evaluasi menunjukan PT ANT, selaku kuasa hukum dari PT PWR mampu mendaftarkan permohonan banding kepada pengadilan pajak dalam periode permohonan banding. This report is aimed to evaluate the document preparation step of PT PWR's Customs Dispute with Directorate General of Customs and Excise in 2018. Evaluation were performed based on requirements of supporting documents, timeline of appeal application and compatibility of opinion. Result of Evaluation shows that PT ANT, as an attorney of  PT PWR are able to register appeal application within the timeline of appeal to the tax court. PT PWR also able to provide all supporting documents for filing an appeal that is directed towards Directorate General of Customs and Excise. Furthermore, appeal application that is filed by PT PWR has a relatively good probability of winning since all of opinion that proposed by Directorate General of Customs and Excise's are incompatible with the disputed goods' condition. This report is also contains self evaluation on internship experience in PT ANT."

"Tesis ini membahas penerimaan Bea Masuk sebelum dan sesudah pembentukan kantor modern pada Kantor Pelayanan Utama Tipe A Tanjung Priok. Penelitian ini adalah penelitian kuantitatif melalui model regresi berganda dan menggunakan dummy variabel. Hasil penelitian mendapatkan pembentukan kantor modern pada Kantor Pelayanan Utama Tipe A Tanjung Priok tidak signiffikan mempengaruhi penerimaan Bea Masuk. Namun demikian terdapat tiga variabel independen yang secara signifikan mempengaruhi penerimaan Bea Masuk yakni Jumlah dokumen impor, Tarif Bea Masuk rata-rata dan Produk Domestik Bruto. Untuk itu agarKantor Pelayanan Utama Tipe A Tanjung Priok meningkatkan pelayanan kepabeanan khususnya dokumen impor. Selain itu diperlukan extra effort oleh Kantor Pelayanan Utama Tipe A Tanjung Priok misalnya dengan melakukan pemeriksaan dan penelitian dokumen yang lebih baik sehingga dapat dieliminir upaya penghindaran atau pemberitahuan tarif Bea Masuk yang lebih kecil dibanding yang seharusnya.

This thesis discusses the revenue import duties before and after establishment of a modern office in the Prime Customs and Excise Office Type A Tanjung Priok. This research is quantitative research through multiple regression model and using dummy variables. The results obtain in the formation of modern office The Prime Customs and Excise Office Type A Tanjung Priok not signiffikan affect reception import duties. However, there are three independent variables that significantly affect the acceptance of the amount of import duty import documents, the average Import duty Tariff and the Gross Domestic Product. For it to the Prime Customs and Excise Office Type A Tanjung Priok improve customs services specially import documents. In addition to the extra effort required by the Prime Customs and Excise Office Type A Tanjung Priok for example by examination and verification documents more better so that can be eliminated or notification attempt evasion of import duty tariff are lower than they should be."

"Kejahatan penyelundupan narkotika dari setiap tahun meningkat melalui jalur laut yang menjadi sarana angkutan favorit bagi pelaku penyelundupan narkotika. Penulis menggunakan teori Situational Crime Prevention dalam menjelaskan strategi pencegahan kejahatan penyelundupan narkotika oleh Customs Narcotics Team Direktorat Jenderal Bea dan Cukai di Pelabuhan Tanjung Priok. Metode penulisan di karya akhir ini menggunakan metode kepustakaan yang merupakan jenis penelitian kualitatif, jenis penelitian kualitatif ini pada umumnya, tidak melakukan observasi di lapangan dalam pencarian sumber datanya. Di bagian analisis penulis menguraikan teknik-teknik dari teori situational crime prevention yang diterapkan oleh Customs Narcotics Team Direktorat Jenderal Bea dan Cukai melalui analisa SWOT. Dalam tulisan ini penulis menyimpulkan, apabila implementasi strategi pencegahan kejahatan berjalan dengan efektif, maka kejahatan penyelundupan narkotika ke Indonesia melalui Pelabuhan Tanjung Priok akan berkurang.

Drug smuggling in every year increase, sea lanes is a favorite track for the offender to drug smuggling. The author uses the theory of situational crime prevention in explaining the crime prevention strategy in dealing with drug smuggling by Customs Narcotics Team Directorate General of Customs and Excise at Port of Tanjung Priok. The author uses the method of literature, the which is a type of qualitative research, qualitative research in general, does of the field observation in search of data. In parts of the analysis, writer outlines the theory situational crime prevention through the analysis SWOT. In this writing the author conclude, that when strategy crime prevention effective, then crime of smuggling narcotics into Indonesian throug Tanjung Priok port will be reduced."

This research discusses the implementation of good public governance in Prime Customs and Excise Office Type A Tanjung Priok. Furthermore, this research also analyzes the application of whistleblowing system in Prime Customs and Excise Office Type A Tanjung Priok as one of the steps in implementing good public governance. The research was conducted by case study method in Prime Customs and Excise Office Type A Tanjung Priok.

The results of this study explain that whistleblowing system supports the implementation of good public governance in terms of accountability and internal control. "ABSTRAKPenyelundupan narkotika ke Indonesia dalam jumlah yang besar biasanya dilakukan melalui jalur laut. Kondisi geografis Indonesia dan tingginya intensitas kapal yang melintasi laut Indonesia telah menyediakan peluang penyelundupan narkotika melalui jalur laut dengan modus dan rute yang beragam. Salah satu upaya pemerintah dalam menanggulangi penyelundupan narkotika melalui jalur laut adalah melalui lembaga Direktorat Jenderal Bea dan Cukai DJBC . Tulisan ini bertujuan untuk menjelaskan bagaimana sistem pengawasan laut DJBC dalam mencegah penyelundupan narkotika melalui jalur laut. Tulisan ini menggunakan teori pencegahan kejahatan situasional untuk menjelaskan bagaimana sistem pengawasan laut DJBC dapat mereduksi peluang penyelundupan narkotika melalui jalur laut. Hasil analisis memperlihatkan bahwa sistem pengawasan laut DJBC memiliki fungsi yang strategis dalam mereduksi peluang penyelundupan narkotika melalui jalur laut. Namun, terdapat beberapa kelemahan pada sistem pengawasan laut DJBC dalam mencegah penyelundupan narkotika melalui jalur laut. Maka dari itu, tulisan ini merekomendasikan DJBC untuk segera mengimplementasikan Custom Integrated Maritime Surveillance System CIMSS yang dilengkapi dengan serangkaian teknologi pengawasan maritim yang komprehensif dan sistem komando dan pengendalian yang terintegrasi.

ABSTRACTNarcotics Smuggling into Indonesia in a huge amount usually done by going through sea route. Indonesia`s geographic conditions and the high intensity of ships that cross the Indonesian seas has provided opportunities for the narcotics smuggling through by sea with various modes and routes. One of the goverment`s efforts in handling the narcotics smuggling is through with the Directorate General of Customs and Excise DGCE. This paper aims to explain how DGCE`s maritime surveillance system prevents the narcotics smuggling by sea route. This paper uses the theory of situational crime prevention to explain how DGCE rsquo s maritime surveillance system can reduce the opportunity of the narcotics smuggling through by sea routes. The analysis result shows that DGCE maritime surveillance system has a strategic function in reducing the opportunity of the narcotics smuggling through by sea route. However, there are some disadvantages to DGCE`s maritime surveillance system in preventing narcotics smuggling through by sea routes. Therefore, this paper recommends DGCE to immediately implement a Custom Integrated Maritime Surveillance System CIMSS equipped with a comprehensive set of maritime surveillance technologies and an integrated command and control system.
