"This paper discusses empowerment program for coastal communities in Cilincing subdistrict,
North jakarta. Basically, the program has been relatively successful in developing coastal
communities’s entrepreneurship. This can be seen from the establishment of cooperatives
and small-scale enterprises in that area. But this paper underlines that grant allocation for
the fisherman is still limited. Otherwise, the merchants received the most amount of grant
allocation. In other word, bias on delivering program has occurred. Furthermore, target
location for this program has not been equal yet. It was concentrated on few villages only.
Low understanding for loan scheme also became crucial problem for the program. This has
refushed for 'bad credit' in a lot of amount"

"ABSTRAK
Artikel ini fokus membahas mengenai perubahan sosial komunitas pesisir Jakarta akibat kerusakan ekologi di teluk Jakarta. Bentuk perubahan sosial tersebut adalah pergeseran mata pencaharian keluarga, pergeseran relasi dalam keluarga, strategi bandar kerang, dan pergeseran relasi antar keluarga akibat reklamasi. Berbagai studi sebelumnya menemukan bahwa pencemaran lingkungan laut bukan hanya disebabkan oleh perubahan lingkungan alami, namun juga disebabkan oleh manusia dan teknologi, sehingga menghasilkan perubahan sosial karena terganggunya penghidupan masyarakat pesisir khususnya pada nelayan tradisional. Namun studi-studi sebelumnya yang membahas dampak kerusakan ekologi laut lebih didominasi oleh perubahan sosial makro dan meso seperti perubahan kebijakan politik di bidang lingkungan dan perubahan ekonomi.. Argumen dari penelitian ini adalah kerusakan ekologi yang terjadi akibat masifnya pembangunan industri dan properti dalam kurun waktu 2010 ndash; 2017, menyebabkan perubahan sosial bukan hanya tingkat makro namun sampai di tingkat mikro yaitu pada kehidupan masyarakat pesisir khususnya untuk komunitas nelayan di teluk Jakarta. Penelitian ini menggunakan pendekatan kualitatif yang dilakukan dengan wawancara mendalam kepada masyarakat pesisir wilayah Marunda dan Muara Angke Jakarta Utara seperti nelayan tradisional, keluarga nelayan, serta tokoh masyarakat lokal.

ABSTRACT
This article discuss about the social change of coastal communities in Jakarta as a result of ecological damaged in Jakarta bay. The forms of social change including the change of family 39 s livelihood, change of family relation, strategy of dealer shells, and the change of family relation as a result of reclamation. The previous studies explained that sea ecosystem 39 s pollution is caused not only by natural environment 39 s change, but also by human and technology. As a result, there is a social change because of the distruption of coastal communities especially the life of traditional fishermen. Unfortunately, the social change in macro and meso level still dominated the previous studies about the effect of sea ecosystem 39 s damaged including political policy change and economic change. However, this thesis argue that the ecological damage as a result of massive industrial and property development during 2010 2017 has caused social change not only in macro level but also micro level in the coastal communities especially in the life of fishermen 39 s communities in Jakarta bay. This research used qualitative method with in depth interview to coastal communities in Marunda and Muara Angke, North Jakarta such as traditional fishermen, fishermen 39 s family, and local actors in the communities."

"ABSTRAK
Climate change currently becomes the concern of policymakers and academics because the impact is already extensive. The Bajo People Community, located in Wakatobi, Southeast Sulawesi is a coastal community with a significant portion of its population living as fishermen. The people and fishermen in the Bajo people also felt the impact of climate change on the coastal and marine environment. The effect on the environment is very influential on the economic and social community of the Bajo People. This study aims to define the alternative to propose adaptation strategy to deal with climate change for fishermen. The benefit of this study is to provide input for planners, policymakers, and practitioners related to fisheries in the territory of Indonesia. Climate change adaptation is necessary to maintain the quality of life of fishers and to achieve the stability of available resources. This study used a literature study and Analytical Hierarchy Process (AHP) as its method to find the alternative strategy in order to face climate change. The plan proposed in this research are three, namely increasing knowledge and information about climate change, resource management, and livelihood diversification. The result of this research is that Bajo Fishermen need an appropriate adaptation strategy to mitigate the situation towards climate change issues, which is necessary to prevent the disruption of economic and social activities, focusing on the cognitive, practical and structured aspects that base on cultural values, norms, and customs of the Bajo people. This study found four useful variables to be used as coping strategies for climate change, which are social, ecological, economic and political alternatives. The four variables are strengthening the surveillance of epidemic disease, developing fish gear technology, improving proper water treatment management, and creating awareness of climate change for the fishermen community."

"Perlindungan dan Pengelolaan Terumbu karang seharusnya dikembalikan kedalam kewenangan pemerintah Kabupaten/Kota. Hal ini disebabkan karakteristik dan nilai kebermanfaatannya lebih dimengerti masyarakat pesisir sehingga perlindungan dan pengelolaannya dapat dilakukan secara menyeluruh,memberikan dampak sebanyak-banyaknya kepada masyarakat yang bersentuhan secara  langsung serta memenuhi prinsip dasar otonomi daerah. Dengan sejarah di masa lalu sebagai bangsa pelaut, Indonesia kembali mengajukan visi Global Maritime Fulcrume untuk dapat berjaya sekali lagi. Kekayaan Sumber daya alam yang melimpah menjadi perhatian khusus, terutama bagi terumbu karang. Pusat kekayaan hayati tersebut menjadi harapan hidup tidak hanya bagi biota laut namun juga masyarakat pesisir.Penelitian  ini berbentuk yuridis normatif dengan menganalisis peraturan perundang-undangan dengan metode kualitatif.Hasil Penelitian menunjukkan Negara dalam tanggung jawabnya mengelola terumbu karang terkendala dalam tata kelola, tata ruang dan tata zonasi. Pemanfaatan yang tidak berpihak pada masyarakat pesisir dikarenakan kewenangan pengelolaan dan perlindungan tidak lagi menjadi kewenangan pemerintah Kabupaten/Kota.Kesimpulan yang diambil, diperlukan Harmonisasi peraturan dan penyelesaian sengketa lembaga di tingkat pusat. Dengan berpijak pada Ocean Governance Policy yang lebih berpihak pada masyarakat pesisir yang lebih paham pada karakteristik terumbu karang.

Protection and Management of Coral Reefs should be returned to the authority of the Regency/City government. This is because the characteristics and usefulness values are better understood by coastal communities so that their protection and management can be carried out comprehensively, giving as much impact as possible to the people who are in direct contact and fulfilling the basic principles of regional autonomy. With a history in the past as a nation of seafarers, Indonesia again proposes the vision of Global Maritime Fulcrume to be victorious once again. Abundant natural resource wealth is of particular concern, especially for coral reefs. The center of biological wealth is a life expectancy not only for marine life but also for coastal communities. This research is in the form of a normative juridical analysis by analyzing laws and regulations with a qualitative method. zoning system. Utilization that is not in favor of coastal communities is because the management and protection authority is no longer the authority of the Regency/City government. Based on the Ocean Governance Policy which is more in favor of coastal communities who are more aware of the characteristics of coral reefs."
