"Penelitian ini menganalisis penyebab terbentuknya struktur pasar duopoli di bisnis
maskapai penerbangan di Indonesia berikut relasi strategis antara negara dan
korporasi di sektor bisnis tersebut. Penelitian ini menggunakan teori relasi negara
dengan ekonomi Bob Jessop (2010) dan Christopher Pierson (2005) serta didukung
oleh konsep negara dalam ekonomi pasar Przeworski (1996). Penelitian ini
menggunakan metode kualitatif dengan desain studi kasus. Temuan penelitian ini
menunjukkan bahwa terbentuknya struktur pasar yang hanya dikuasai oleh dua
pemain besar (duopoli) yang kemudian menciptakan persaingan tidak sempurna di
sektor bisnis ini disebabkan oleh, pertama adanya kalkulasi strategis negara dalam
mendorong agenda kepentingan untuk menyelamatkan iklim bisnis yang
menguntungkan di sektor bisnis ini yang berfokus pada pembenahan aspek
keselamatan dan keamaanan serta pembangunan infrastruktur fisik penunjang
transportasi angkutan udara. Kedua, terkait adanya relasi strategis berupa pertautan
kepentingan antara negara dengan korporasi dalam peristiwa bergabungnya Sriwijaya
Grup dan Garuda Grup serta hubungan negara dengan Lion Air Grup selaku korporasi
yang mendominasi pangsa pasar bisnis maskapai penerbangan di Indonesia. Kedua
hal tersebut kemudian tidak hanya memperlihatkan campur tangan negara untuk
menjaga iklim bisnis yang menguntungkan di sektor ini melainkan juga
berkonsekuensi terhadap struktur pasar persaingan usaha di sektor bisnis ini
This study analyzes the causes of the formation of a duopoly market structure in the
airline business in Indonesia and the strategic relations between the state and
corporations in the business sector. This study uses the theory of state-economic
relations by Bob Jessop (2010) and Christopher Pierson (2005) and is supported by
the concept of the state in market economy Przeworski's (1996). This study uses a
qualitative method with a case study design. The findings of this study indicate that
the formation of a market structure controlled by only two big players (duopoly)
which then creates imperfect competition in the business sector is caused by, first, the
existence of strategic calculations of the state in pushing the agenda of interests to
save a favorable business climate in this business sector. which focuses on improving
safety and security aspects as well as building physical infrastructure to support air
transportation. Second, related to a strategic relationship in the form of a linkage of
interests between the state and corporations in the joining of the Sriwijaya Group and
the Garuda Group as well as the state's relationship with the Lion Air Group as a
corporation that dominates the market share of the airline business in Indonesia.
These two things then show not only state interference to maintain a favorable
business climate in this sector but also have consequences on the market structure of
business competition in this business sector"
