"Pemerintah melalui Kementerian ATR/BPN menyusun program besar transformasi digital, salah satunya melalui kebijakan sertipikat tanah elektronik.[1] Untuk mewujudkan pelaksanaan kebijakan ini, diperlukan skema dan infrastruktur pendukung digitalisasi sertipikat tanah. [2] Namun kebijakan tersebut mendapatkan kritikan dari masyarakat. Pemerintah dianggap belum memiliki kesiapan dalam memasuki era digitalisasi sertipikat tanah.[3] Terdapat sejumlah permasalah yang harus dibenahi dalam rangka menyiapkan pelaksanaan program ini. Tujuan penulisan tesis ini adalah untuk mengidentifikasi kebijakan Kementerian ATR/BPN menyelenggarakan pendaftaran tanah secara elektronik. Selain itu untuk menguraikan akar permasalahan penerapan pendaftaran tanah secara elektronik di negara lain yang menjadi pembelajaran bagi penerapannya di Indonesia. Untuk mengidentifikasi prospek penerapan dan permasalahan kebijakan ini berdasarkan pembelajaran (lessons learned) dari negara lain. Tipologi penelitian menggunakan metode preskriptif analisis, pengumpulan data dilakukan dengan study kepustakaan dan wawancara (kualitatif). Data yang terkumpul dianalisis secara kualitatif dengan cara memadukan antara penelitian kepustakaan dengan penelitian lapangan. Berdasarkan hasil penelitian diperoleh kesimpulan bahwa terdapat potensi permasalahan dan hambatan penerapan sertipikat elektronik di Indonesia dari segi kesiapan sistem, kelengkapan data dan SDM. Hal ini dapat menghambat penerapan digitalisasi pendaftaran tanah.

The government through the Ministry of ATR/BPN has compiled a major digital transformation program, one of which is through the electronic land certificate policy. To realize the implementation of this policy, a scheme and infrastructure to support the digitization of land certificates are needed. However, this policy has received criticism from the public. The government is considered not yet ready to enter the era of digitizing land certificates. There are a number of problems that must be addressed in order to prepare for the implementation of this program. The purpose of writing this thesis is to identify the policy of the Ministry of ATR/BPN in conducting electronic land registration. In addition, to describe the root cause of the application of electronic land registration in other countries which is a lesson for its application in Indonesia. To identify the implementation prospects and problems of this policy based on lessons learned from other countries. Typology of research using prescriptive analysis method, data collection is done by literature study and interviews (qualitative). The data collected was analyzed qualitatively by combining library research with field research. Based on the results of the study, it was concluded that there are potential problems and obstacles to the application of electronic certificates in Indonesia in terms of system readiness, completeness of data and human resources. This can hinder the implementation of digitizing land registration."

"Pengelolaan pegawai secara individu dalam ekosistem organisasi pembelajar dan pengelolaan pengetahuan untuk pencapaian karakter unggul berbasis teknologi informasi sangat penting dilakukan di sebuah perusahaan. Pada PT Semen Indonesia perlu dibuat aplikasi Sidilearn dan E-LSP yang dibangun untuk mengembangkan kompetensi karyawan agar mampu bersaing dengan kompetitor baik lokal maupun global. Berdasarkan hasil kajian dan evaluasi aplikasi membutuhkan fitur yang meliputi pengembangan user interface/user experience, informasi yang dapat ditampilkan pada sistem, informasi dashboard individu dan konfigurasi. Peningkatan pada kedua aplikasi tersebut bertujuan agar kedua aplikasi tersebut memberikan manfaat bagi karyawan dan perusahaan. Oleh karena itu pada praktek keinsinyuran ini bertujuan untuk mengerjakan project pengerjaan aplikasi Sidilearn dan E-LSP pada PT Semen Indonesia. Posisi penulis pada proyek ini adalah sebagai project manager. Hasil dari praktek keinsinyuran ini adalah terciptanya aplikasi Sidilearn dan E-LSP yang telah diterapkan pada lingkungan PT Semen Indonesia untuk proses pembelajaran dan sertifikasi secara online.

Individual employee management in the learning organization ecosystem and knowledge management for achieving superior character based on information technology are very important in a company. At PT Semen Indonesia, it is necessary to make Sidilearn and E-LSP applications that are built to develop employee competencies so that they are able to compete with competitors both locally and globally. Based on the results of the study and evaluation, the application requires features that include the development of a user interface / user experience, information that can be displayed on the system, individual dashboard information and configuration. The increase in both applications is intended so that both applications provide benefits for employees and the company. Therefore, in this engineering practice, the aim is to work on a project to work on the Sidilearn and E-LSP application at PT Semen Indonesia. The author's position on this project is as a project manager. The result of this engineering practice is the creation of the Sidilearn and E-LSP applications which have been applied to the PT Semen Indonesia environment for the online learning and certification process."
