"Berulang kali tindak pidana terorisme terjadi di Tanah Air. Selain kerugian materil yang dialami korban-korban bahkan negara, nyawa yang direnggut, bahkan nama baik Indonesia sebagai negara yang damai juga dipertaruhkan. Sehingga Pemerintah melakukan berbagai upaya untuk mencegah dan menanggulangi terjadinya tindak pidana terorisme ini. Akan tetapi, penghukuman atau pemidanaan saja tidak cukup untuk mencegah terjadinya kembali tindak pidana serupa, mereka yang dihukum malah dianggap sebagai contoh yang melahirkan kembali teroris-teroris baru karena ideologi mereka yang masih berakar. Hal ini menjadikan perlu bagi pelaku tindak pidana terorisme untuk diberikan suatu rehabilitasi baginya untuk mencabut ideologi mereka tersebut, dan menanamkan nilai-nilai kebaikan dan kebenaran pada mereka, melalui program deradikalisasi.

Many times terrorism occurred in Indonesia. Besides material loss has perceived by the victim and the country, death, even the good name of Indonesia as a peaceful country is also be staked. So that the government takes many ways to prevent and overcome the terrorisms. However, punishment itself is not enough to prevent the recurrence of similar offenses, those convicted even considered as an example that regenerates new terrorists because of the ideologyis still rooted in their mind. This makes necessary for the perpetrators of terrorisme to be given a rehabilitation to revoke their ideology, and instill the values of goodness and truth on them, through the deradicalization programme."
