"There are hard-business challenges identified would be faces by PT. Net wave Multi Media, today and tomorrow which entering global era market, because business technology depend on enhanced technology. They would be implementing new concept or advanced technology in their business.
In other hand hard competition in business technology and durability of a telecommunication system seem shorter. It is push the operators and contractors (telecommunication infrastructure builder) have to calculate how long their system would be survived; it must be cleared and sharp.
Method of research scenario can be use to propose long-term policies including propose effort to know development possibilities of PT. Net wave Multi Media in the future, especially in the telecommunication infrastructure. This method of research scenario is qualitative as intuitive-logic method. Wilson (1998: 81-108), is decision focus determination, to identify decision-key factor, identify and explore external-key factor, to build scenario logic, to select and elaborate scenario also to interpretation scenario.
Research conclusion, there are four scenario possibilities to develop PT. Netwave Multi Media in the future logically.
Scenario A - NETWAVE SUCCESS, it would e reach if telecommunication infrastructure business clime in the ASPAK region open wider and Indonesia macro situation is stable. Company re-structurization process is running well.
Scenario B - NETWAVE NORMAL GROWTH would be happen if ASPAK region condition still in regulates and Indonesia condition is stable. Restructure company process running well and revitalization possibilities can be held.
Scenario C - NETWAVE NOT GOFNG ANYWHERE, it would be happen if telecommunication infrastructure opens wider but Indonesian situation in a fragile (uncertainly). Company re-structure process is not running and government or PT TELKOM as share holder majority.
Finally, scenario D - NETWARE BURRIED, it would be happen if telecommunication infrastructure in Aspak in regulation with Indonesia condition unstable, company re-structure is not running well and government or PT. TELKOM as share holder majority.
From 4 (four) scenarios above, that scenario A - NETWAVE SUCCESS is scenario that would be most possible to be happen to company in the future.

"Perubahan besar dalam telekomunikasi di Indonesia terjadi karena adanya perubahan lingkungan ekonomi global dan laju kemajuan teknologi telekomunikasi dan informatika yang berlangsung secara dinamis serta adanya peningkatan kebutuhan Iayanan telekomunikasi, keterbatasan dana pemerintah dan keterbatasan kemampuan teknis dalam: pembangunan dan operasional. Perubahan yang dimaksud adalah berubahnya penyelenggaraan telekomunikasi dari sistem monopoli ke sstem kompetisi yang pro konsumen.
Melalui Undang-undang Nomor 36 Tahun 1999 tentang Telekomunikasi, pemerintah berupaya membentuk kerangka bagi sektor industri telekomunikasi yang lebih terbuka serta kompetitif.
PT. indosat selaku BUMN penyelenggara telekomunikasi tidak lepas dari upaya pemerintah untuk terus menirigkatkan keunggulan daya saingnya melalui berbagai upaya yang diperankan oleh pemerintah, yaitu percepatan pengakhiran kepemilikan silang saham di perusahaan yang sejenis dan pemberian izin-izin baru.
Pemerintah dalam mendukung peningkatan daya saing PT. Indosat serta menganalisis manfaat dari penyelenggaraan jasa telekomunikasi dan penggabungan usaha dengan anak perusahaan dalam meningkatkan daya saing PT. Indosat.
Metode penelitian ini bersffat deskriptif analisis dengan menggunakan pendekatan studi kualitatif. Hasil dari penelitian ini menghasilkan suatu kesimpulan bahwa peta persaingan industri telekomunikasi secara nasional telah berubah dari iklim penyelenggaraan telekomunikasi dari monopoli ke iklim persaingan atau kompetisi dan adanya perubahan peran pemerintah dalam penyelenggaraan telekomunikasi nasional dari penyelenggara telekomunikasi menjadi regulator dan fasilitator serta Pemerintah telah memberikan peran yang cukup signifikan dalam mendukung peningkatan daya saing PT. Indosat, berupa pemberian kesempatan kepada PT. Indosat untuk menyelenggarakan jenis layanan telekomunikasi lainnya.
Dari hasil penelitian dapat diketahui bahwa untuk meningkatkan keunggulan daya saing PT. Indosat telah melakukan berbagai strategi, kebijakan dan kegiatan yang kesemuanya didalam rangka mengantisipasi timbulnya pesaing baru, ancaman dari produk pengganti, kekuaan tawar menawar pemberi, kekuatan tawar menawar pemasok dan persaingan diantara pesaing-pesaing yang ada.

Big changes in Indonesia telecommunication field occurs due to global economic changes and dynamic improvement of telecommunication and informatics technology. It is also triggered by the increasing needs of telecommunication services, government fund scarcity and technical capability in: the development and operation. The big changes mentioned above means the changes in telecommunication regime from monopolistic system to competitive system which is pro-consumers.
Through the enactment of Telecommunication Law No. 36 Year 1999, government tries to make effort to form the framework of more open and competitive telecommunication industry.
PT. Indosat, one of the state-owned government telecommunication entities, has become the government intention to improve its competitive advantage by way of all necessary means necessary, among other things, speed share cross-ownership termination and the issuance of new licenses.
This study tries to analyze the map of nation-wide telecommunication industry competition, analyze government policy in supporting the improvement of PT. Indosat competitive advantage, analyze the benefits from telecommunication services operation and business integration between PT. Indosat and its affiliate companies to improve PT. Indosat competitive advantage.
The method of this research is descriptive-analysis with the approach of qualitative study. This research concludes that the map of nation-wide telecommunication industry competition has moved from monopolistic telecommunication operation to competition. This study also concludes that the government role has changed from telecommunication operator to regulator and facilitator. Government has also played a significant rote in supporting the improvement of PT. Indosat competitive advantage to provide the telecommunication services.
Through this research, it is known that to improve its competitive advantages, PT. Indosat has implemented strategies, policies and other activities which are intended to anticipate new entrants, the threats of substitution product, bargaining power of the consumers and suppliers and competition with existing competitors.

"General Agreement on Trade in Services (GATS) has made significant impact on telecommunication industry in Indonesia. It ended the monopoly of telecommunication services provided for decades by two of State Owned Enterprises (SOE), PT Telkom and PT Indosat. After the GATS agreement, anyone can be a telecommunication services provider in Indonesia. Furthermore, the GATS agreement also describe that the protection toward domestic provider must be ended and gradual liberation must be accomplish in certain reasonable period reflected to the schedule of commitments in WTO. Due to this condition, Indosat must anticipate by re-planning, repositioning and reform its core business and organization in order to survive and gain some advantage from this new telecommunication platform policy that strongly support free competition. And so, the purposes of this paper are to examine and describe the anticipation of Indosat toward the new telecommunication platform and the Indosat participation toward the obligation to provide universal services.
By using the description method with qualitative approach and back up fundamentally by service trade theories and GATS General principles along with obligation in telecommunication industry sets by WTO, this research is to find out how far that Indosat used its potentiality such as human resources, infrastructures, financial power, and its clusters to deaf with the trade liberation drive by GATS and to gain some advantage from the four Mode of Supply.
The anticipation of Indosat toward the impact of GATS is done by focusing in wireless telecommunication business and by convergent the telecommunication sector with multimedia sector particularly in the advanced of Internet technology. Furthermore, Indosat is also gain some fundamental benefit from Mode of Supply and from lndosat cooperation along with other subsidiary of STT Telemedia Group. While in the obligation to provide universal services, Indosat have a quite limited participation by providing telecommunication infrastructures in several Java regions and rely heavily on government initiative. Indosat also less satisfactory to community due to the case that it only heavily provide personal services through its wireless technology rather than providing services for community or group. The Indosat's wireless technology on communal based is not affordable because it's costly. Actually Indosat can and should participated more than what it has been done by developed a co-partnership with people to provide a win-win solution in expanding the universal service obligation and by built affordable services for community (communal based).
A thorough and integrated understanding of telecommunication industry and services in Indonesia is very important due to benefit that society will gain from it. The telecommunication industry will open many new opportunities and create information society, which is a pra-requirement for advanced, and knowledge based society."
