Kekuatan sistem ekonomi berlandaskan pengetahuan dan daya saing dapat
diketahui dari keberadaan kebijakan iptek dan inovasi yang diterbitkan negara
tersebut. Tesis ini memberikan kontribusi dalam memahami kebijakan terutama
dari sisi konten. Kebijakan iptek dan inovasi selama periode 2000 ? 2011 dibedah
menggunakan analisis isi dengan kerangka sistem inovasi. Hasil analisis
menunjukkan sebagian besar kebijakan nasional kurang berpihak pada
pengembangan (riset), difusi, dan penerapan teknologi di daerah. Akan tetapi pada
tingkat daerah terutama Provinsi Jawa Timur dan Sumatera Selatan dukungan
kebijakan cenderung lebih baik, ...
