Tesis ini membahas pembelajaran di tempat kerja sebagai metode untuk meningkatkan kompetensi dengan motivasi belajar dan persepsi dukungan organisasi sebagai faktor yang mempengaruhinya. Penelitian ini adalah penelitian kuantitatif dengan melibatkan 228 karyawan instansi pemerintah yaitu Badan PPSDM Kesehatan sebagai responden.
