ABSTRAK Undang ndash; Undang Nomor 21 Tahun 2014 tentang pembebasan kawasan hutan untuk pengembangan panas bumi dan Undang ndash; Undang Nomor 23 Tahun 2014 tentang pemerintahan daerah memberikan dampak terhadap usaha pengembangan panas bumi di Indonesia yang memunculkan persepsi dari para pemangku kebijakan Stakeholders . Fokus penelitian ini memaparkan bagaimana persepsi stakeholders terhadap kedua Undang ndash; Undang tersebut. Oleh karena itu, metode penelitian yang digunakan adalah dengan wawancara dan studi literatur. Kemudian berdasarkan teori stakeholders dan konsep suistainable development, masalah pengalihan fungsi lahan dan pengalihan kewenangan pemerintah pusat ndash; daerah yang diatur dalam Undang ndash; Undang tersebut dapat mempercepat pengembangan energi panas bumi di Indonesia.Kata kunci : Panas bumi, Persepsi, Stakeholders, Suistainable Development, Pemerintah Pusat, Pemerintah Daerah.
ABSTRACT Geothermal Development Efforts and central and local government relations Study Stakeholders perception on Acts Number 21 year 2014 and Acts Number 23 year 2014 .Acts Number 21 year 2014 on the acquisition of forest areas for geothermal development and Acts Number 23 of 2014 on local government has an impact on the business development of geothermal energy in Indonesia gave rise to the perception of the stakeholders. The focus of this study describes how the perception of stakeholders about the Acts. Therefore, the research method is used by interview and literature study. ABSTRAK City diplomacy merupakan sebuah upaya yang saat ini tengah marak digunakan oleh pemerintah kota di dunia. Diplomasi ini didukung oleh jaringan internasional yang dibentuk dengan melibatkan kerjasama antar pemerintah kota bersama aktor bisnis maupun Non-Governmental Organizations NGOs ; disertai hubungan baik antara pemerintah kota dengan pemerintah nasional dan pemerintah regional yang menaungi. Pemerintah Kota London sebagai salah satu aktor internasional turut mencanangkan city diplomacy melalui Cities Climate Leadership Group C40 . Pembentukan organisasi lintas negara tersebut menjadi salah satu cara Pemerintah Kota London untuk menurunkan gas emisi dan menyelesaikan masalah perubahan iklim di wilayah mereka. Beberapa faktor utama seperti solidaritas, aktivisme sosial, dan pemenuhan kepentingan, didukung oleh kepemilikan sumber daya, karakter pemerintah nasional yang membawahi, hubungan kota dengan negara, posisi kota, dan letak geografis kota sebagai faktor pendukung, merupakan faktor-faktor pendorong terbentuknya city diplomacy. Selain itu, salah satu temuan dari penelitian ini adalah pentingnya kepemimpinan visioner oleh pemerintah kota sebagai faktor keberhasilan city diplomacy. Keberhasilan city diplomacy yang dilakukan oleh Pemerintah Kota London melalui C40 pada akhirnya mampu menunjukkan signifikansi peran pemerintah kota dalam isu perubahan iklim dunia.
ABSTRACT City diplomacy is an effort that being rapidly adopted by the municipal government in the world recently. This diplomacy is supported by international network which engages between the local government with business actor and Non Governmental Organizations NGOs along with a mutual relation between city and the national as well as regional government. London rsquo s Government as one of the international actor also doing city diplomacy by creating Cities Climate Leadership Group C40 . The establishment of that international organization is one of the processes for the London rsquo s Government to reduce their emission gas and solve the climate change problem in their area. Some of main factors such as solidarity, social activism, and fulfillment of interest, supported by resources, the character of national government, linkage between the central government and the cities, cities influential location within the state, and the geographical of cities as supporting factor, are the push factors of city diplomacy. Beside that, one of the results of this research is the importance of visionary leadership by city government as a factor in the succession of city diplomacy. At last, the success of city diplomacy by London rsquo s Government can indicates the significance of city government role in solving the climate change problem in the world."

ABSTRACTThe IPCC in 2015 has recognized the critical role of local governments in scaling up the adaptation of communities to climate change. The role will be executed properly if the leaders have an awareness of climate change as a strategic agenda in his administration. In the context of Indonesia, the vision and mission of a regional head can be a clue as to how he supports efforts in tackling climate change. The five-year regional development plan is an
elaboration of the development agendas offered by a regional head in his vision and mission.
Therefore, this paper aims to analyze the future of climate change policy in some provincial governments based on the vision and mission of the elected governors. To achieve the goal, the author employs a qualitative approach to analyze the contents of the vision and mission and their preference to climate change. The results of the study indicate that the elected governors are still not very aware of climate change and did not specify it in their vision and mission. Therefore, in the preparation of five-year regional development plan, it is necessary for some stakeholders to address and specifically mention the issues of climate change."
