"Tesis ini membahas pengaruh proses belajar mengajar (independent variable) terhadap kualitas pendidikan jarak jauh (dependent variable) program studi Ilmu Komputer periode tahun 2006 sampai tahun 2010. Penelitian dilakukan di Lembaga X dari bulan Mei 2011 sampai dengan November 2011. Metode yang dipakai dalam penelitian ini adalah gabungan kuantitatif dan kualitatif dengan melibatkan 99 responden. Kuesioner yang dipakai dalam penelitian ini adalah kuesioner tertutup dengan menggunakan skala Likert. Kuesioner telah diuji validitas dan relibilitasnya dengan teknik Pearson Product Moment dan teknik Cronbach Alpha. Sebelum dilakukan pengolahan data, data kuesioner merupakan data ordinal diubah terlebih dahulu menjadi data interval. Pengujian hipotesis dilakukan dengan teknik komputasi SPSS 17 for windows. Hasil penelitian menunjukan bahwa proses belajar mengajar secara signifikan berpengaruh pada kualitas pendidikan jarak jauh.

The focus of this study was to investigate the influence of teaching and learning process towards long distance education quality in computer science program from the year 2006 to 2010. The research was conducted at Institution X from May 2011 to November 2011 using mix method and involving 99 respondents. The data was collected through a closed questionnaire with Likert scale. The reliability and validity of the instruments had been tested by using Pearson Product Moment and Cronbach Alpha technics. Before analyzing, data gained from questionnaire was converted from ordinal to interval. Hypothesis was tested by using computing technic of SPSS 17 for windows. The result of this study showed that learning and teaching process had a significant impact to long distance education quality."

"Perubahan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 (UUD 1945) telah memberikan dampak yang sangat besar dalam sistem ketatanegaraan negara Republik Indonesia, khususnya telah menempatkan posisi Dewan Perwakilan Rakyat (DPR) sebagai pemegang kekuasaan membentuk Undang- Undang yang sebelumnya kekuasaan tersebut berada di tangan Presiden. DPR masa bakti 2004-2009 didasarkan pada Prolegnas tahun 2005-2009 untuk menjalankan program legislasinya. Prolegnas untuk masa bakti 2005-2009 telah menetapkan sebanyak 284 (dua ratus delapan puluh empat) judul Rancangan Undang-Undang yang direncanakan akan disusun dan dibahas dalam jangka waktu 5 (lima) tahun. Kualitas pelaksanaan fungsi legislasi DPR RI masa bakti 2004-2009 dapat dikatakan belum cukup baik. Hal ini dikarenakan tidak tercapainya jumlah Undang-Undang yang sesuai dengan perencanaan dalam daftar Prolegnas yang hanya tercapai kurang lebih 34 (tiga puluh empat) persen dari target awal. Adanya pengujian Undang-Undang ke Mahkamah Konstitusi juga menunjukkan bahwa kualitas pelaksanaan fungsi legislasi yang belum optimal. Belum optimalnya pelaksanaan fungsi legislasi DPR RI masa bakti 2004- 2009 disebabkan oleh berbagai kendala seperti: pertama pembahasan Rancangan Undang-Undang sangat lambat dan tidak efisien, kedua, pengaturan fungsi legislasi dalam Tatib DPR RI belum rinci dan sistematis, ketiga, kedudukan Baleg sebagai pusat harmonisasi dalam pembentukan Undang-Undang belum optimal, keempat, keberadaan SDM pendukung dalam pelaksanaan fungsi legislasi yang masih kurang, baik dari segi kuantitas maupun kualitasnya, terutama dalam hal penguasaan fungsi legislasi, kelima, sarana dan prasarana untuk mendukung pelaksanaan fungsi legislasi DPR masih sangat minim.

The Amendment of the 1945 Constitution of the Republic of Indonesia (UUD 1945) has caused an immense consequence on the constitutional system of the Republic of Indonesia, and in particular has positioned the House of Representatives (DPR) with its power of legislation that was formerly at the hand of the President. The 2004 - 2009's House has its 2005-2009 Prolegnas as the basic of legislation program. The 2005-2009 Prolegnas is a set of 284 (two hundred and eighty-four) proposed bills to be prepared and discussed within a period of 5 (five) years. The performance quality of legislation function of the 2004-2009 House is considered not satisfactory. The reason is it fails to meet the number of bills planned on the list of Prolegnas. At the moment, the number only reached approximately 34 (thirty-four) percent of the set target. Other benchmarks that can be used as a reference in assessing the quality of the legislation function of the 2004-2009 House of Representatives is through a number of judicial review at the Constitutional Court. The exercise of judicial review indicates a poor quality of the implementation of legislation function. There are some reasons and constrains for the poor performance of legislation function of the 2004-2009 House, such as: first, the draft discussion is time-consuming and inefficient, second, the rule of legislation function in the Rule of Procedure set up by the House is not yet thorough and systematic, third, the Legislation Commission that should plays a central role in drafting has not been the most favorable, fourth, the lack of support of human resources in the implementation of legislation function, both in terms of quantity and quality, especially in terms of mastering the legislation function, and fifth, a minimum facilities and infrastructure in supporting the function of legislation of the House that still exists."

"Heart Failure (HF) merupakan sindrom klinis akibat ketidakmampuan jantung memompakan darah untuk memenuhi kebutuhan oksigen dan nutrisi jaringan tubuh. Kondisi ini menyebabkan keterbatasan fungsional dan distress psikologis yang berefek pada kualitas hidup pasien.Penelitian ini bertujuan untuk mengetahui hubungan self care dan depresi dengan kualitas hidup pasien heart failure di RSUP Prof Dr R.D Kandou Manado. Desain penelitian desain non eksperimental jenis cross sectional analitik. Responden sebanyak 79 orang, diperoleh melalui teknik consecutive sampling.Hasil penelitian menunjukkan terdapat hubungan yang signifikan antara self care dan depresi dengan kualitas hidup pasien HF. Selain itu didapatkan variabel umur, self care dan depresi merupakan faktor dominan yang berhubungan dengan kualitas hidup. Implikasi hasil penelitian dalam keperawatan adalah peningkatan peran perawat sebagai edukator dengan memberikan pendidikan kesehatan tentang self care dan mengembangkan kemampuan dalam melakukan screening tingkat depresi pasien HF secara rutin.Heart Failure (HF) is a clinical syndrome of inability of the heart to provide sufficient pump action to distribute blood flow to meet the needs of the body. This situation creates functional limitations and psychological distress that give impact on patient?s kualitas hidup (QoL).

The purpose of this research was to identify correlation between self care and depression with kualitas hidup heart failure patient in Prof DR. R.D Kandou Hospital Manado. This study used nonexperimental analytic cross sectional design. Seventy nine respondents was recruited using consecutive sampling method.

The study finding showed significant correlation between self care and depression with kualitas hidup heart failure patient. In addition age, self care and depression are found as predominant factors to kualitas hidup of heart failure patient. Nursing implication from this result is that of nursing role as educator on self care and ability in screening patient?s depression level should be improved."
