Disbursement of development is one of most complicated problem in archipelagic country of Indonesia. Inbalance development led a gap on economic and social welfare. This is can be seen in the outermost inhabited island where adoption program was initiated to improve communities in the outer islands of border regions well-being. Social approach implemented by the Ministry of Maritime Affairs and Fisheries to accommodate corporate social responsibility practices of both private and state-owned enterprises. A qualitative descriptive research obtained an island adoption program and company’s social responsilibity practices are still hampered constraints in the implementation of the program. Thus, the adoption program island still needs institutional strengthening in order to achieve the goal."
