"Invensi merupakan salah satu bentuk dari perwujudan kekayaan intelektual yang dimiliki oleh seseorang. Dalam setiap invensi yang dihasilkan tak lepas dari hak kepribadian dan hak ekonomi bagi para inventornya. Semua inventor, tanpa kecuali, memiliki hak atas perlindungan kekayaan intelektualnya dalam hal pengakuan dan manfaat ekonomi yang ada dalam invensi tersebut. Hal itu juga berlaku untuk inventor yang berstatus Aparatur Sipil Negara (ASN). ASN yang menghasilkan suatu invensi karena hubungan kedinasan dengan instansi pemerintah juga memiliki hak ekonomi berupa imbalan atas paten yang melekat pada invensi tersebut. Meskipun pengakuan hak atas invensi sudah ada, pembagian imbalan paten atas invensi yang dihasilkan oleh ASN mengalami polemik karena terbentur dengan acuan regulasi keuangan negara. Selain itu, mekanisme pembagian imbalan paten kepada inventor berstatus ASN tidak dapat terakomodir dalam wadah ataupun mata anggaran penggajian. Salah satu instansi pemerintah yang mempunyai invensi adalah BMKG. Invensi yang dihasilkan oleh ASN BMKG disebut Rekayasa Aloptama MKG. Melalui penelitian yuridis normatif dengan pendekatan kualitatif yang menggunakan data sekunder serta diperkuat dengan hasil wawancara, penulis mengeksplor bagaimana BMKG memberikan pengakuan hak kepribadian dan hak ekonomi dari inventor Rekayasa Aloptama MKG dengan upaya mengalokasikannya dalam dokumen Rencana Kerja dan Anggaran (RKA) BMKG. Hasil penelitian mengemukakan bahwa BMKG telah melakukan langkah-langkah untuk menghitung imbalan paten bagi inventor Rekayasa Aloptama MKG sesuai ketentuan dalam peraturan perundang-undangan meskipun belum mencapai proses pengalokasiannya dalam RKA BMKG Tahun 2023.

Invention is a form of embodiment of intellectual property owned by someone. Each invention that produced cannot be separated from the rights of personality and economic rights for the inventors. All inventors, without exception, have the right to protection of their intellectual property in terms of the recognition and economic benefits contained in the invention. This also applies to inventors with Civil Servant. Civil Servant that produce an invention due to their official relationship with a government institution also have economic rights in the form of royalty for the patent attached to the invention. Even though the recognition of rights to inventions already exists, the distribution of patent rewards for inventions have polemics because it collides with references to state financial regulations. In addition, the mechanism for distributing patent rewards to inventors with Civil Servant status cannot be accommodated in the payroll framework or line item. One government institution that has an invention is BMKG. The invention produced by Civil Servant in BMKG is called Engineering Aloptama MKG. Through normative juridical research with a qualitative approach that uses secondary data and interview, the authors explore how BMKG recognizes the personality rights and economic rights of the Aloptama MKG Engineering inventor by way of allocating them in the BMKG Work Plan and Budget (RKA) document. The results of the study suggest that BMKG has taken steps to calculate patent fees for Aloptama MKG Engineering inventors in accordance with the provisions of laws and regulations, although it has not yet reached the allocation process in the BMKG RKA 2023.
