"Perkembangan teknologi Voice Over Internet Protocol (VoIP) bermula dari kebutuhan layanan komunikasi suara dan komunikasi data yang merupakan dasar sistem komunikasi yang digunakan manusia. VoIP merupakan teknologi komunikasi suara yang memungkinkan pengguna untuk dapat saling berbicara menggunakan jaringan internet (D) yang telah memasyarakat dengan biaya murah. Namun aplikasi VoIP ini terhambat oleh terbatasnya bandwidth di warnet.
Teknik pengkodean suara digunakan untuk menyampaikan informasi melalui saluran telekomunikasi dengan bandwidth yang terbatas tetapi tidak mengorbankan kualitas suara yang dihasilkan. Ada 5 jenis audio codec yang diuji kualitas suara keluarannya dengan metode subjektif dalam penlitian ini, yaitu G.723.1 (6400 bit/s), G.723.1 (5333 bit/s), CCITT u-Law, CCITT A-Law dan ADPCM.
Analisa hasil pengujian menunjukkan bahwa audio codec G.723.1 (5333 bit/s)
adalah yang terbaik untuk aplikasi VoIP di warnet, dengan nilai DRT sebesar 55,42 dan nilai MOS sebesar 4,05 yang menunjukkan kualitas suara keluaran yang cukup bagus dan jelas didengar oleh telinga manusia. Nilai-nilai ini dihasilkan berdasarkan uji dengar yang dilakukan dengan melibatkan beberapa orang responden yang memberikan rating terhadap suara yang didengarnya."

"ABSTRAK
Pemampatan gambar bergerak merupakan proses mereduksi jumlah bit dengan menghilangkan redundansi spasial dan redundansi temporal yang terdapat pada gambar bergerak. Dengan menghilangkan redundansi ini diperoleh rasio pemampatan yang sangat berarti tanpa mengurangi kualitas gambar rekonstruksi.
Salah satu metode untuk menghilangkan redundansi spasial adalah menggunakan Wavelet Transform sedangkan untuk menghilangkan redundansi temporal digunakan Block Matching Algorithm Motion Compensation (BMA-MC). Pada Tesis ini dilakukan simulasi dan analisa unjuk kerja sistem pemampatan gambar bergerak menggunakan metode kuantisasi vektor dan yang dipadukan dengan WT BMA-MC.
Penerapan metode kuantisasi vektor pada WT BMA dapat meningkatkan unjuk kerja sistem pemampatan gambar bergerak untuk gambar dengan aktivitas pergerakan rendah sedangkan untuk gambar dengan aktivitas pergerakan cukup tinggi tidak memberikan perbedaan yang berarti dari metode kuantisasi skalar.

ABSTRACT
Video signals compression is a process to reduce bit information by eliminating spatial redundancies and temporal redundancies. One of the methods to eliminate spatial redundancies is Wavelet Transform, while Block Matching Algorithm Motion Compensation (BMA-MC) can eliminate temporal redundancies. Removing both redundancies could reach compression ratio significantly without decreasing quality of reconstructed image.
The simulation results showed that the proposed system by using wavelet transform and BMA-MC with vector quantization performance was better than by using Wavelet transform and BMA-MC with scalar quantization for image with low moving activity but image with high moving activity gave insignificant different result.
