"Paradigma pendekatan pembagunan saat ini telah mengalami pergeseran secara signifikan dari yang sifatnya sentralisasi, top down, kini bergeser kearah sistim desentralisasi dan bottom up. Bahkan saat ini trend pembangunan juga mulai memperlakukan masyarakat sebagi pelaku utama. Program-program pembangunan yang mengklaim berbasis masyarakat (community based) hampir dapat dijumpai dalam setiap departemen pemerintahan bahkan pemerintah daerah juga mulai mengadopsi sistem ini. Program-program seperti PPK (Depdagri), P2KP ( Departemen Kimpraswil). PPMK (Pemda DK]) adalah contoh dari model pembangunan yang menggunakan community based.
Disemua program pemberdayaan masyarakat tersebut hampir seluruh program yang dijalankan memiliki komponen pendamping di dalamya. Kebcradaan pendamping ini diharapkan menjadi facilitator dan mediator antara masyarakat dan program. Dengan demikian maka posisi pendamping dalam sebuah program sangat berpengaruh untuk mencapai keberhasilannya. Pendamping menjadi ujung tombak dari program yang akan dijalankan. Di sisi finansial komponen pendamping ini juga memiliki nilai yang signifikan dari seluruh pembiayaan program, sedangkan dari sisi penyerapan tenaga kerja dan sumebr daya manusia komponen ini juga dapat dijadikan sarana transformasi sosial.
Karena pentingnya posisi dan pecan pendamping dalam sebuah program maka penulis tertarik dan mencoba memperlajari proses pendampingan yang terjadi dan dan mengkaji faktor-faktor apa yang mempengaruhi pendamping dalam menjalankan tugasnya. Dengan mengambil sebuah contoh kasus di Desa Pantai Sederhana di Kecamatan Muara Gembong, Bekasi, penulis ingin mengkaji sejauhmana pengaruh faktor-faktor internal dan ekstemal yang ada pada pendamping mempengaruhi keberhasilan pendampingan.
Didasarkan pada persoalaan diatas penulis mencoba membagi faktor-faktor internal dan eksternal yang mempengaruhi keberhasilan pendampingan kedalam beberapa aspek yaitu aspek internal, aspek ini berkaitan dengan diri pendamping dan melekat padanya. Untuk mengetahui aspek ini maka dapat dilihat dari beberapa faktor yaitu : (1) pemahaman pendamping terhadap program, (2) pemahaman pendamping terhadap karakter budaya setempat, (3) pemahaman pendamping terhadap wilayah geografis, (4) kemampuan komunikasi dan sosialisasi pendamping dan (5) kemampuan motivasi pendamping. Sedangkan aspek lainnya yaitu aspek eksternal, yaitu aspek yang berada diluar diri pendamping yang sangat mempengaruhi seluruh proses yang akan dilakukan pendamping di lapangan.
Aspek tersebut berhubungan dengan fasilitas dan pendukung yang diberikan kepada pendamping dalam menjalankan tugas dan tanggung jawabnya di lapangan. Aspek eksternal ini merupakan aspek yang menjadi tanggung jawab pengelola program.
Dari hasil temuan penelitian yang mengambil kasus pendampingan sebuah program di Desa Pantai Sederhana, Bekasi, ditemukan fakta bahwa faktor-faktor diatas sangat berpengaruh dalam proses pendampingan. Aspek internal misalnya, temuan dilapangan membuktikan apabila pendamping memiliki kualitas yang memadai dari sisi aspek internal maka pendamping tidak menghadapi kesulitan di lapangan. Kondisi yang memadai dari sisi aspek internal pendamping ini juga akan sangat membantu masyarakat yang didampingi dalam melakukan proses belajar bersama pendamping. Sedangkan untuk aspek lainnya yaitu aspke eksternal memang sangat sulit untuk mengukur derajat pengaruhnya terhadap kinerja pendamping karena memang tidak ada standar yang sama bagi pendamping atas hak yang mesti didapat dalam menjalankan program pendampingan. Hampir setiap program mempunyai kebijakan tersendiri bagi pendamping untuk diberikan fasilitas pendukungnya.Faktor eksternaI lainnya seperti modal sosial masyarakat masih memerlukan penelitian lebih jauh untuk mengetahui pengaruhnya terhadap keberhasilan pendampingan. Untuk mengakaji dan meneliti tentang pengaruh kondisi sosial-ekonomi, politik dan hubungan-hubungan kekerabatan serta kebiasan-kebiasan masyarakat terhadap sebuah program pendampingan membutuhkan waktu dan biaya yang jauh lebih lama dan besar. Oleh karena itu bagi mereka yang tertarik dan berminat pada program pendampingan dalam sebuah program pembangunan penulis bisa menyarankan untuk mengkaji lebih jauh tentang aspek-aspek yang berkaitan dengan struktur sosial, ekonomi dan politik dan modal sosial masyarakat lainnya."

"Currently, in some countries the utilisation of cellulars keeps growing. This phenomenon is also accompanied by the increasing number of the cellulars providers. Like in Indonesia, there are some accompanies that will engage in this sector and commence to serve the cellulars, including lndosat-M3. From the development of the present technology, the usage of cellular is not only for a voice communication but also in the field of data and multimedia communications. This utilization of cellular technology will be little by little increasing by using SMS (Short Message Service).
In that way, the service of data and multimedia communications will be expected to be one of the essential services in cellular world, especially in business activities for giving help to those who are doing their activities in a mobile way. By those reasons, lndosat-M3, that gives service GSM 1800, has set up a portal. The company predicts that there is an opportunity to increase its revenue by taking advantage of its portal and its service ability of GSM 1800 in providing data communication service based on cellular communication to serve using.
By the existence of this portal, lndosat-M3 is expecting that the usage of GSM 1800 service will be ever more increasing due to the accession to the company's portal. The purpose of this portal is to give informations and all facilities needed in daily activity such as e-mail, of which almost all people use it, although the current accession to it through their own computers. However there are some issues to the mass utilization of the access of lndosat-M3 cellular portal. As many Indonesian people are not yet aware of using the cellular-based data communication technology, lndosat-M3 highly needs strategies for realizing the objectives by exerting all the capabilities it has to solve the issues. From those strategies, lndosat-M3 must be a leader in the cellular world, despite the difficulties in choosing the right strategies to propping up the realization of its high cellular traffic.

"Pulomas area has a strategic position. If the development of this area is put into action, this area can lessen current human density in center business and shopping centre in central, south, and west region of Jakarta. The development of Pulomas area that is currently managed by PT Pulomas Jaya is similar to the management of service through special district. However, the concept of Kawasan Khusus is still being disputed by many experts until now. There are three research questions that submitted in this research. First, what is the real meaning of 'Kawasan Khusus' Second, which aspects to consider in determining 'Kawasan Khusus' Third, can Kawasan Terpadu Pacuan Kuda Pulomas be categorized as a 'Kawasan Khusus' This research applies positivist approach with qualitative data collection technique to answer these research questions.
The term 'special district' accomodates what is described as 'Kawasan Khusus' in Undang-Undang Nomor 32 Tahun 2004 as well as district under internal authority of the local government. However, what is mentioned as 'Kawasan Khusus' in that code doesn't accomodate special districts of local importance. It requires some criterions, such as the district has national strategic value, national importance, and concerning the needs of many people. However, the specification of 'Kawasan Khusus' intrinsically lays in certain functions owned by Kawasan Khusus. Various different ideas about the concept of special district send into two outlines of development aspects of Kawasan Khusus, namely physical and institutional aspect. Physically, this area has a strategic position that stimulate PT Pulo Mas Jaya to develop the concept of integrated development area. Institutionally, the management of Pulomas area now is managed by BUMD, which is in the form of limited liability (PT). In this case, Pulo Mas has specific function in the form of region development. With this region development function, we can conclude that Kawasan Terpadu Pacuan Kuda Pulomas can be categorized as either special district or Kawasan Khusus."

"From the several alternative sites in East Java and based on proximity to supporting industries and infrastructures that already exist, the distance to economic centers and airports, the available land, as well as the affordable prices, Lamongan has been selected as the location of development of dock and shipyard industries in East Java. Development of shipyard industries in Lamongan is reviewed from is prospect, selected and began with repair and mintenance services for ships with classof facilities between 1000-3000 DWT. The class has not been a lot of competitors because of a new shipyard, easy technology and no experience. Based on the learning and experience process, for the future, 5 to 10 years, this shipyard can be expanded to accept new building similiar in size to barge technology which is not so so difficult and in order to master the modern technology . In addition, the permanent repair work has been done by increasing the capacity. Plan for 15 to 20 years, the shipyard can be expanded to accept new building for inter - islan ferries and tugboats, as well as repairs."
