"Despite its much-touted agenda to fight poverty and corruption, the Aquino administration was not able to produce good results during its term at the national level. However, some political forces and policy reforms that emerged with the administration achieved remarkable change at the local level. This paper explores the case of Siquijor Province, where an entrenched political dynasty was defeated in the 2013 and 2016 elections by candidates supported by the Liberal Party and its allied forces, Akbayan, and analyzes factors that brought this change by focusing on activities of People Power Volunteers for Reform, the impact of bottom-up budgeting projects, and the mobilization of powers of the national government through personal relationships. It also notes achievements of the Aquino administration at the local level, provides a critical perspective to the elite democracy discourse that sticks to a static view of Philippine politics, and clarifies local practices by progressive forces that confront oligarchy."

"In Thailand, from the beginning of this century, policies on aging, health promotion reform toward enlightening the public, and administrative decentralization have been taking place, leading to the reinforcement of biopolitics in elderly care. “Community” became a useful locus and tool to carry out governance of health and elderly care. At the same time, within state-initiated programs there is local agency at work, which mobilizes existing social networks while allowing the formation of new connections based on the old. Drawing upon observations from fieldwork in a suburban district in Chiang Mai Province, I argue that biosocial communality emerges from the interaction between the administration and local agents, and demonstrate how this operates by acting on the interface of the family and the community. I first look into how policies of health and elderly care have made use of the community or the discourse thereof. Then I introduce the case of a specific subdistrict to see how such top-down governance actually operates on the ground, how local networks can be reactivated, and, ultimately, how we find, among the participating elderly and caregivers, emerging biosocial communality at the interface of the family and community."

"This article provides a description of Bugis and intra-island migration, analyzing the pattern of migration when Bugis settlers move from their home villages of Bone to the new frontier area of Baras in West Sulawesi, Indonesia. I argue that unlike migrants in the seventeenth and eighteenth centuries, and their present-day con- temporaries, Bugis in Baras are permanent migrants referred to as those who have mallékké dapûrêng (“moved the kitchen out,” in their language). This ethnographic study in Baras presents an alternative interpretation of migration patterns among the Bugis. The findings of this study indicate that farmers are the main participants in this permanent migration. Bugis in Baras commit to mallékké dapûrêng because of their traditional value of siri’ (self-esteem and honor), further influenced by environmental, economic, social, and political factors."

"here is one issue in Jose Rizal’s life that historians have debated on several occasions but remains unsettled. That issue is whether Rizal, on the eve of his death, re-embraced the Catholic faith and disassociated himself from Masonry. The matter is controversial because parties on both sides are affiliated with an organization that promotes moral values and the pursuit of truth. The pro-retraction camp is represented by the Jesuits, the archbishop of Manila, and a few other members of the Catholic hierarchy. Since they are all ordained priests, they are assumed to be truthful in their pronouncements. Their opponents are the members of Masonry, an organization that promotes brotherhood, integrity, decency, and professionalism.
This paper resurrects the retraction controversy in the light of the emergence of another primary source that speaks about what happened to Rizal on the eve of his death. This document was never considered in the history of the retraction controversy because it was made available to researchers only in the past decade. The author of the report is a credible eyewitness because he was physically present in the vicinity of where Rizal was detained. His narrative is lucid and contains details that cast doubt on the credibility and reliability of earlier primary sources on which previous narratives were based. This document needs serious consideration and should be included in the discourse on Rizal’s retraction."

"ABSTRAK
Themes of inclusion, empowerment, and participation are recurrent in development discourse and interventions, implying enablement of agency on the part of communities and individuals to inform and influence how policies that affect them are enacted. This article aims to contribute to debates on participation in rural development and environmental conservation, by applying a structure-agency lens to examine experiences of marginal farm households in three distinct systems of resource allocation in Lao PDRs northern uplands-in other words, three institutional or (in)formal structures. These comprise livelihood development and poverty reduction projects, maize contract farming, and a national protected area. Drawing on qualitative data from focus group discussions and household surveys, the article explores the degree to which farmers may shape their engagement with the different systems, and ways in which agency may be enabled or disabled by this engagement. Our findings show that although some development interventions provide consultative channels for expressing needs, these are often within limited options set from afar. The market-based maize system, while in some ways agency-enabling, also entailed narrow choices and heavy dependence on external actors. The direct regulation of the protected area system meanwhile risked separating policy decisions from existing local knowledge. Our analytical approach moves beyond notions of agency commonly focused on decision-making and/or resistance, and instead revisits the structure-agency dichotomy to build a nuanced understanding of peoples lived experiences of interventions. This allows for fresh perspectives on the everyday enablement or disablement of agency, aiming to support policy that is better grounded in local realities."

"ABSTRAK
Armed conflicts create drastic socioeconomic shocks that lead to land use and land cover changes in ways that are not yet well understood. Several studies have used satellite imagery to detect such changes during periods of conflict. However, there has been an insufficient examination of older conflicts before the 1970s. By examining older conflicts, we can examine the effects of conflict on land use and land cover over a long time span. This study reveals land use and land cover changes during the Second Indochina War (1960-75) and the wars immediate and long-term effects on land use and land cover by combining an analysis of aerial and satellite photographs with fieldwork. This study concludes that the war created an abnormal situation in which a large number of people from a different ethnic group came to live amongst the original inhabitants of the research site. This led to a unique farming landscape and vast areas of forest destruction. The study also reveals that forest destruction during the war was a significant milestone in the history of the vegetation of the research site, and the vegetative landscape has still not recovered to its prewar condition. These findings, as well as the results of previous research, suggest that we need to be more conscious of the effects of war on forest degradation in Laos."

"ABSTRAK
Embodying modernity and nationality was a self-improvement task for fin de siècle Siamese monarchs. In post-1932 Siam, kingly bodies no longer wielded the semantic and social potency necessary to inhabit the whole of a nation. Siam required a corporeal reassignment to signify a new era. This study examines previously neglected propaganda materials the Phibunsongkhram regime produced in 1941 to recruit women for nation building, specifically, the texts supplementing Cultural Mandate 10 addressed to the Thai Sisters. I argue that with the Thai Sisters texts, the regime relocated modernization and nation building from male royal bodies onto the bodies of women. Moreover, these texts specified gendered roles in nation building and inserted nationalism into the private lives of women by framing nationbuilding tasks as analogous to self-improvement and the biological and emotional experiences of a mother. Vestimentary nation building prescribed by Mandate 10 turned popular magazines into patriotic battlegrounds where all Thai Sisters were gatekeepers and enforcement came in the form of photo spreads, advertisements, and beauty pageants. By weaving nation building into fashion and the private lives of women, the Phibunsongkhram regime made the (self-)policing of womens bodies-formerly restricted to elite women-not only essential but also fashionable and patriotic for all Thai Sisters."

"ABSTRAK
Pangotoeb refers to the traditional tattooing among the Pantaron Manobo of Mindanao, a practice that has not been given a systematic description and analysis before in Philippine or Mindanao studies. After giving a review of early historical and recent reports on this practice, this article provides an ethnographic description of Pantaron Manobo tattooing on the following aspects: (a) the tattoo practitioner (and her socio-symbolic contexts); (b) tools and techniques; (c) variations in body placements; (d) basic designs; and (e) the given reasons why present-day Manobo tattoo themselves. In terms of Philippine tattooing technique, this study highlights the importance of distinguishing three modal hand movements: hand-tapping, handpoking, and incising techniques; this last is unique to Mindanao relative to the rest of the Philippines and perhaps Southeast Asia. This paper also opens a comparative and exploratory cognitive approach in studying Manobo tattooing practice. Calling for a methodological declustering of the study of tattooing from its frequent association with male/warrior identity, this article concludes by selecting a limited set of figures that appears to be an enduring schema underlying Manobo tattooing practice: (a) the central role of the female gender; (b) the unique importance of the navel/abdomen as a tattooing region of the (female) body; and (c) the importance of the ridge-pole (and the house in general) in naming tattoo figures and attributing significances. These appear to be more resonant with many other aspects of Manobo culture to warrant giving this schema a heuristic value for future studies."
