"Kajian ini membahas tentang pembaruan kelembagaan dan tata kelola dalam rangka perbaikan pelayanan ICT USO. Kajian ini menggunakan teori IBV (Peng, 2003, 2009) yang diperkaya dengan New Institutional Economic Sosiology (NIES) (Nee, 2003) dan kapabilitas informasi (informational capabilities) (Gigler, 2011). Kajian ini menggunakan pendekatan Multimethodology Pengkayaan Cultural Stream of Analysis Riset Tindakan berbasis SSM diperkaya dengan Social Network Analysis (SNA).Hasil kajian untuk research interst menunjukkan bahwa penelitian ini mampu menyempurnakan konsepsi Peng (2009) yang menempatkan 2 (dua) elemen institusi yaitu institusi formal dan institusi informal dalam strategi. Penyempurnaan dilakukan dengan metode Soft System Metodhology (SSM) dengan penguatan oleh Social Network Analysis (SNA) menghasilkan konstruksi strategi berbasis kelembagaan dengan 4 (empat) elemen institusi yaitu institusi formal, institusi informal, institutional structure, dan capabilities information. Keempat elemen institusi atau empat elemen inti institusi (four core institution) memiliki dinamika yang bersifat fasilitasi (fasilitation), keterkaitan (interrelated), motivasi (motivation), dan pengaturan (govern). Penggunaan pendekatan multimetodologi riset tindakan berbasis SSM dengan Social Networking Analysis (SNA) dapat memperkaya analisis tiga (politik) di tahap 2 (dua), dan tahap 5 (lima) perbandingan dunia nyata dan konseptual. Temuan ini dan perkembangan penggunaan SSM di UI bisa dikatakan sebagai UI School atau mazab UI untuk penggunaan SSM Multimethodology.Hasil kajian untuk problem solving menunjukkan bahwa pengaturan kelembagaan dari tataran makro, meso dan mikro menjadi sangat strategi dalam mengimplementasikan suatu kegiatan ICT USO. State regulation merupakan persoalan mendasar bagi dinamika hubungan antar aktor atau pemangku kegiatan (stakeholder), dan penataan di tingkat hubungan antar struktur pemerintahan (governance structure), serta optimalisasi manfaat kegiatan ICT USO pada tataran yang lebih bawah. Pendekatan kapabilitas informasi dapat memperkuat embededness dalam meningkatkan kapabilitas masyarakat di dalam mengelola potensi dan peluang yang dimiliki masyarakat melalui kegiatan ICT USO.Sebagai hasil kajian riset tindakan, menurut Checkland & Scholes (1990), restrukturisasi kelembagaan ini merupakan experience based knowledge yang dapat dikategorikan sebagai primary thesis dari IBV Strategy dimodifikasi dengan pendekatan tiga tataran kelembagaan (NIES) dan kapabilitas informasi (informational capabilities), yang dapat digunakan sebagai basis pengujian lebih lanjut dari suatu eksplorasi studi saintifik lainnya, sebagaimana dikemukakan oleh Barton et al (2009), dan Stephens et al (2009) yang kemudian dipertegas oleh Hardjosoekarto (2012).

This study discuss about institutional and governance reform in order to improve ICT USO. This study uses the theory of IBV (Peeng, 2003, 2009) are enriched with the New Institutional Economic sociology (NIES) (Nee, 2003) and capability information (Gigler, 2011). This study uses the approach Multimethodology Cultural Enrichment Analysis Stream of SSM-based action research enriched with Social Network Analysis (SNA).Results of the study for research interest show that this research could improve the conception Peng (2009) who put two (2) elements of the institution of formal institutions and informal institutions in the strategy. Improvements made by Soft System Methodology (SSM) with reinforcement by Social Network Analysis (SNA) produces IBV construction with 4 (four) elements, namely the institution of formal institutions, informal institutions, institutional structure, and capabilities information. The four element institutions of or four core institution has dynamics that are facilitation, interrelated, motivation, and govern. The application multimethodology approach of SSM based action research with Social Networking Analysis (SNA) can enrich the analysis of three (political) in phase 2 (two), and stage 5 (five) comparison of real and conceptual world. These findings and developments in the use of SSM can be regarded as a UI School of SSM Multimethodology.Results of the study for problem solving indicate that the institutional arrangements of the level of the macro, meso and micro become very strategic in implementing an ICT USO activities. State regulation is a fundamental problem for the dynamics of the relationship among stakeholders, and the relationship between governance structure, as well as optimizing the benefits of ICT USO activities at the lower level. The capability of information approach can strengthen embededness in improving community capabilities in managing the potential and opportunities of the society through the ICT USO.As the result of the action research study, according to Checkland & Scholes (1990), the institutional restructuring is experience-based knowledge that can be categorized as primary thesis of IBV Strategy modified with three levels of institutional approaches (NIES) and capability information (informational capabilities), which can be used further testing as a basis of an exploration of other scientific studies, as proposed by Barton et al (2009), and Stephens et al (2009) which was then confirmed by Hardjosoekarto (2012)."

"Abstract. The information and communication technology universal service obligation (ICT USO) was an instrument of the policy of the government in order to overcome the ICT development gap. Unfortunately, this instrument could not providethe most favorable value to the community due to the lack of synchronization between the Central Government and the Local Administrations in the ICT USO activity. With the use of the institutional-based view (IBV) theory, which was enriched withthe New Institutional Economic Sociology (NIES), this study used the soft systems methodology based-action research that was enriched with social network analysis. The results of this study showed that (1) the governance structure in the ICT USOactivity did not run well; (2) the absence of the synchronization of the ICT USO activity between the central government and the local administrations; (3) the absence of the harmonization of the relations between BP3TI with the local administrations;(4) the lack of the involvement of the local administrations including the social institution of the community as the intermediary organization. Subsequently, there was a necessity for a strategy in the formulation, the implementation, and the control in theICT USO activity on the mechanism of the dynamics of relations between government levels so that it could provide the best service to the community. Therefore, the development of an efficient ICT USO would encourage the realization of a prosperousinformation community with high levels of competitiveness. Meanwhile, the contribution of the novelty in this research paper was to answer the strategic restructuring on various levels of policy-micro, meso, and macro in developing a governancestructure that could synchronize the strategy in the ICT USO activity with the hybrid of IBV and NIES.Abstrak. Information communication technology service obligation universal (ICT USO) merupakan instrumen kebijakan pemerintah dalam mengatasi kesenjangan pembangunan ICT. Sayangnya, instrumen ini belum memberikan nilai optimal kepadamasyarakat karena terdapat ketidak-sinkronan antara Pemerintah Pusat dan Pemerintah Daerah dalam kegiatan ICT USO. Dengan menggunakan teori Institutional Based View(IBV) yang diperkaya dengan New Institutional Economic Sosiology(NIES),kajian ini menggunakan metode penelitian Soft Systems Methodology based-Action Research diperkaya dengan Social Network Analysis. Hasil kajian menunjukkan (1) belum berjalannya governance structure dalam kegiatan ICT USO, (2) belum adanyasinkronisasi kegiatan ICT USO antara pemerintah pusat dan daerah; (3 belum ada harmonisasi hubungan antara BP3TI dengan pemerintah daerah; (4) kurangnya keterlibatan pemerintahan daerah termasuk lembaga sosial masyarakat sebagai organisasiantara. Untuk itu, perlu adanya strategi dalam perumusan, pelaksanaan, dan pengendalian dalam kegiatan ICT USO pada mekanisme dinamika hubungan antar level pemerintah sehingga dapat memberikan layanan terbaik pada masyarakat.Dengandemikian, pembangunan ICT USO yang berdaya guna mampu mendorong terwujudnya masyarakat informasi yang sejahtera dan memiliki daya saing tinggi. Sementara kontribusi keilmuan (novelty) dalam kajian ini adalah menjawab retrukturisasi strategic(Strategic Restructuring) pada berbagai hierarki kebijakan-mikro, meso, dan makro dalam membangun struktur tata kelola (governance structure)yang mampu mensinkronkan strategi dalam kegiatan ICT USO dengan hibrida IBV dan NIES."
