" The distribution of subsidized fuel in Indonesia is still out of lane. It is manifested in the existence of groups which were targeted as subsidized fuel recipients but have not received the subsidy. This condition could be seen as what happened in Papua and Maluku. Those regions always receive the lowest quantity of subsidized fuel. The discrepantion between subsidized fuel volume in Papua and Maluku region towards another regions in Indonesia, like Java, Bali, and ... "
