"ABSTRAKTesis ini mempelajari bagaimana hubungan dan interaksi antara kebijakan-kebijakan pengawasan obat golongan narkotika di Indonesia dengan struktur pasar yang terbentuk, perilaku para pelaku industri tersebut beserta kinerjanya. Melalui pendekatan SCP (structure-conduct-performance) secara kualitatif, tesis ini juga mempelajari bagaimana struktur pasar yang terbentuk berpengaruh pada perilaku dan kinerja para pelaku pasar, serta akan menilai pendekatan teori SCP mana yang dapat menerangkan di setiap sektornya.Tesis ini menunjukkan bahwa dalam menganalisa industri obat golongan narkotika, sektor industri tersebut harus dibagi berdasarkan alur peredarannya, yaitu importasi, produksi, distribusi dan retail. Melalui analisa SCP, masing-masing sektor tersebut dianalisa dengan batasan tesis ini hanya pada 3 sektor saja yaitu importasi, produksi dan distribusi. Hasil analisa menunjukkan bahwa pada sektor importasi dimana strukturnya adalah monopoli, maupun pada sektor produksi dan distribusi dimana strukturnya adalah oligopoli lebih cenderung mendukung pendekatan SCP tradisional.

ABSTRACT

The thesis studied the relation and the interaction between the policies of opioid drugs and its market structure in Indonesia, conduct of industries and their performance. Through SCP (structure-conduct-performance) theory and with qualitative approach, this thesis also studied how market structure influences conducts and performances. In addition, this thesis assesses which SCP theory approach that can explain on each sectors.

This thesis shows that in analyzing opioid drugs, the industry needs to be divided based on goods flows which is importing, production, distribution, and retails. In this thesis, the analysis using SCP theory approach will be limited into three sectors, which is importing, production, and distribution. The analysis shows that importing sector which has monopoly structure and also production and distribution sector which have oligopoly tends to proved classic SCP."
