Berdasarkan data bahwa rusunami menara kebon jeruk tidak ada pemotongan KLB, sehingga yang menjadi penambahan biaya tidak benar. Konsumen dilindungi oleh undang-undang perlindungan konsumen nomor 8 tahun tahun 1999. PPJB mempunyai kekuatan mengikat karena hal yang disetujui oleh para pihak.
