"Penelitian ini bertujuan untuk melihat bagaimana perencanaan dan penganggaran pada masa tanggap darurat di Badan Nasional Penanggulangan Bencana dan membangun kerangka perencanaan dan penganggaran responsif gender dalam masa tanggap darurat di Badan Nasional Penanggulangan Bencana. Penelitian ini menggunakan pendekatan post positivisme dengan metode kualitatif. Pengumpulan data dilakukan dengan dengan (1) telaah dokumen kebijakan strategis Badan Nasional Penanggulangan Bencana yaitu Renstra K/L, Renja, RKA K/L, dan DIPA BNPB, dan (2) wawancara dengan pemangku kebijakan di Badan Nasional Penanggulangan Bencana, serta instansi terkait. Hasil penelitian menunjukan bahwa belum dilaksanakan perencanaan dan penganggaran responsif gender di Badan Nasional Penanggulangan Bencana, maka dari itu kerangka perencanaan dan penganggaran responsif gender pada masa tanggap darurat perlu dibangun dengan mempertimbangkan konsep dan peran gender pada masa tanggap darurat.

This study aims to look at how planning and budgeting during the emergency response period at the National Disaster Management Agency and build a framework for gender responsive planning and budgeting during the emergency response period at the National Disaster Management Agency. This study uses a post positivism approach with qualitative methods. Data collection was carried out by (1) reviewing the strategic policy documents of the National Disaster Management Agency, namely Strategic Plan for Ministries / Agencies, Work Plan, RKA K / L, and Budget Document of BNPB, and (2) interviews with stakeholders in the National Disaster Management Agency, and related agencies . The results of the study show that gender responsive planning and budgeting has not yet been implemented in the National Disaster Management Agency, hence the gender responsive planning and budgeting framework in the emergency response period needs to be built by considering the concepts and roles of gender during the emergency response period."

"[ABSTRAKPenelitian ini adalah penelitian kualitatif, mendeskripsikan peran masyarakat terhadap partisipasi anak dan gambaran partisipasi anak dalam organisasi yang mengambil tempat pada forum anak cilincing, Cilincing, Jakarta Utara. Penelitian ini memperlihatkan peran-peran masyarakat yang diberikan kepada forum anak cilincing sebagai komunitas sasaran. Dari penelitian ini dapat terlihat bahwa masyarakat telah mampu menjalankan peran sebagai pelaku perubahan, walaupunbanyak kekurangan yang dirasakan forum anak. Masyarakat telah mampu mendampingi dan membawa dampak yang baik bagi forum anak. Dalam penelitian ini diperlihatkan juga bagaimana indikator kesejahteraan anak dalam UUD yaitu menyediakan wadah partisipasi dan berpendapat telah dipenuhi masyarakat untuk forum anak.

ABSTRACTThis study is a qualitative research, describe the role of society towards child participation and how child participating in organizations that take place on the Cilincing Child Forum, Cilincing, North Jakarta. This study shows that community roles given to Cilincing Child Forum as a target community. From this study it can be seen that the community has been able to perform the role as agents of change, although many perceived flaws child forums.
