"Dalam rangka menjamin kepastian memperoleh layanan program kegiatan yang lebih baik, salah satu arah kebijakan yang ditempuh oleh Direktorat Pembinaan Kursus dan Kelembagaan adalah pengembangan sistem informasi kursus dan pelatihan berbasis teknologi informasi. Pada kenyataannya, terdapat indikasi pemanfaatan sistem informasi tersebut kurang banyak dimanfaatkan oleh masyarakat sebagai pengguna layanan. Permasalahan tersebut yang mendasari penulis untuk melakukan penelitian faktor apa saja yang mempengaruhi pemanfaatan laman Direktorat Pembinaan Kursus dan Pelatihan. Penelitian ditujukan untuk mengetahui faktor-faktor yang mempengaruhi pemanfaatan laman Direktorat Pembinaan Kursus dan Pelatihan. Faktor-faktor tersebut diadopsi dari UTAUT dengan metode pengukuran user acceptance. Data diambil dari 189 responden dari beberapa provinsi di Indonesia. Pengolahan data dilakukan dengan menggunakan metode analisis Structural Equation Model dibantu dengan aplikasi Lisrel. Hasil penelitian menunjukkan bahwa faktor yang mempengaruhi pemanfaatan laman Direktorat Pembinaan Kursus dan Pelatihan adalah faktor performance expectancy, effort expectancy, trust in government, web quality dan behavioral intention.

In order of obtaining better services, Directorate of Course and Training Development Ministry of Education and Cultur developed information systems based on information technology. In fact, there are indications that the using of the information system is low. The problem elevated the study idea on factors that influence the utilization of websites Directorate of Courses and Training Development.

The study aimed to determine the factors that influence the utilization of websites Construction Courses and Training Directorate. This study adopted the Unified Theory of Acceptance and Use of Technology (UTAUT) model to explore factors that determine the use of the website. Data were collected from 189 respondents from several provinces in Indonesia.

This study based the research method on Structural Equation Modeling with Lisrel application. At the final analysis, the results showed that the factors that influence the utilization of the websites are performance expectancy, effort expectancy, trust in government, web quality, and behavioral intention."
