"Disertasi ini berisi kajian terhadap tiga novel Indonesia pasca-Reformasi untuk menyingkap cara negara bekerja dengan konsep the art of modern government yang meliputi pengaturan penduduk, ekonomi politik, dan perangkat pengamanan (security apparatuses). Penelitian ini mengurai (1) kontribusi teoretik karya sastra (novel) dalam memberi warna baru bagi wacana governmentality; (2) bentuk kepengaturan dominan yang muncul dalam anatomi tiga novel dan membentuk kekhasan novel pasca-Reformasi; (3) keterlibatan tiga novel dalam merespons atau menjadi agensi yang ikut serta menyebarluaskan rezim kepengaturan. Analisis terhadap novel Lampuki, Puya ke Puya, dan Dawuk menunjukkan bahwa governmentality pasca-Reformasi di Indonesia berbeda dengan yang diteorikan oleh Michel Foucault. Corak kepengaturan Reformasi tidak terpusat pada satu sumber kekuasaan, melainkan tersebar ke berbagai kelompok dan kepentingan yang tidak selalu menampakkan dirinya. Walaupun ideologi kepengaturannya cenderung sama-sama bagian dari resonansi kapitalisme global, wujud dari rezim kepengaturan tersebut senantiasa berubah, dan menyesuaikan diri dengan habitat dan ekosistemnya. Novel berfungsi sebagai heteroglossia, hadir beriringan (coexist) dengan teks lainnya, menciptakan ruang baru dalam konstruksi governmentality yang semula bercorak positivistik menjadi rezim kepengaturan yang bercorak humanistik. Heteroglossia sastra Reformasi didominasi oleh kepengaturan ekonomi politik. Walaupun kepengaturan tubuh dan ruang kerap muncul beriringan dengan mekanisme penormaan dan pendisiplinan, keempatnya hadir mengintensifikasi kepentingan ekonomi yang menjadi leitmotif bagi elemen-elemen cerita. Analisis terhadap ketiga novel Indonesia pasca-Reformasi menegaskan bahwa pola kekuasaan yang menjalankan fungsi-fungsi governmentality telah menciptakan hierarki tinggi-rendah, kuat-lemah, kaya-miskin, bahkan memungkinkan sistem kekuasaan dapat mengatur siapa yang berhak hidup dan siapa yang layak mati. Masing-masing teks memperlihatkan wilayah yang abu-abu di hadapan cermin governmentality, bahwa dalam situasi yang berakibat pada keterpinggiran, keniscayaan nasib buruk bagi kelas menengah ke bawah, bahkan korban-korban yang terus berjatuhan, dimunculkan pula pihak-pihak yang tampak merasa nyaman hidup dalam rezim kepengaturan, dan berupaya terus mempertahankannya. Perspektif govermentality atas tiga teks novel pemenang sayembara, ternyata tidak hanya menyingkap akibat laten dari rezim kepengaturan di Indonesia, tapi pada saat yang bersamaan, juga memperlihatkan keberpihakan teks-teks tersebut pada rezim kepengaturan, mengafirmasinya secara diam-diam, dan berusaha mempertahankannya.
The dissertation discusses three post-Reform Indonesian novels to reveal how the state works with the concept of the art of modern government which includes governmentality of population, political economy, and security apparatuses. This research analyzes (1) the theoretical contribution of literary works (novels) in assigning a new color to the discourse of governmentality; (2) the dominant form of governmentality appearing in the anatomy of the three novels that builds the unique characteristics of post-Reform novels; (3) the involvement of the three novels in responding or else becoming an agency that contributes to the dissemination of the regime of governmentality. Analyses on the novels Lampuki, Puya ke Puya, and Dawuk shows that post-Reform governmentality in Indonesia is different from that theorized by Michel Foucault. The style of the Reform governmentality is not centered on one power but spread over various groups and interests, which are mostly concealed. Even though the governmental ideology tends to be equally part of the resonance of global capitalism, the form of the governmentality is constantly changing and adapting itself to its habitat and ecosystem. The novel functions as a heteroglossia, coexisting with other texts, creating a new space in the construction of governmentality which was originally positivistic in nature, coloring it with a humanistic touch. Literary heteroglossia of Reform era is dominated by the governmentality of political economy. Even though the biopolitics and spatial governmentality often coexists with normalizing and disciplinary mechanisms, these four emerge to intensify economic interests that become the leitmotif for the story’s literary elements. The finding confirms that the pattern of power bearing the functions of governmentality has created hierarchies of high-low, strong-weak, rich-poor, even allowing the system of power to govern who deserves to live and let die. Each text shows a gray heterotopia in the mirror of governmentality, resulting in a distorted reflection of lower middle class marginalization, among which parties with comfortable living are inevitable in the regulatory regime, and seeks to continue to maintain it. The governmental perspective of the three award-winning novels, in fact, not only reveals the latent effects of the governmentality in Indonesia, but at the same time also shows the alignment of these texts to the governmental regime, affirming it, and secretly attempting to maintain it."
