"Pandemi Covid-19 yang melanda dunia pada awal tahun 2020 menyebabkan kerugian yang besar, salah satunya laju perekonomian yang lambat. Pemerintah pusat melalui Menteri Keuangan menerbitkan PMK No. 43/PMK.07/2021 tentang Pengelolaan Pinjaman Pemulihan Ekonomi Nasional Untuk pemerintah daerah, atau yang dapat disebut sebagai kebijakan Pinjaman PEN Daerah. Pinjaman PEN Daerah ditujukan kepada pemerintah daerah di Indonesia sebagai bentuk bantuan fiskal dalam percepatan penyediaan infrastruktur di daerah dalam rangka pemulihan pasca Pandemi Covid-19. Penelitian ini bertujuan untuk melihat dampak perekonomian dari Output, Nilai Tambah Bruto, serta hubungan dari kebijakan Pinjaman PEN Daerah TA 2021 terhadap 17 (tujuh belas) sektor perekonomian di daerah. Hasil penelitian menunjukkan bahwa kebijakan Pinjaman PEN Daerah berpengaruh positif terhadap perekonomian di daerah pada indikator output dan Nilai Tambah Bruto. Pengadaan infrastruktur melalui Pinjaman PEN Daerah TA 2021 juga berkontribusi positif pada peningkatan 17 (tujuh belas) sektor perekonomian di daerah.

The Covid-19 pandemic that hit the world at the beginning of 2020 caused huge losses, one of which was the slow economic pace. The central government through the Minister of Finance issued PMK No. 43/PMK.07/2021 concerning Management of National Economic Recovery Loans for regional governments, or what can be called the Regional PEN Loan policy. Regional PEN loans are aimed at regional governments in Indonesia as a form of fiscal assistance in accelerating the provision of infrastructure in the regions in the context of recovery after the Covid-19 pandemic. This research aims to look at the economic impact of Output, Gross Value Added, as well as the relationship of the 2021 Regional PEN Loan policy on 17 (seventeen) regional economic sectors. The research results show that the Regional PEN Loan policy has a positive effect on the regional economy in terms of output and Gross Value Added indicators.
