"Penelitian ini dilatarbelakangi dari hadirnya jabatan baru dalam unsur struktur organisasi kementerian negara, berdasarkan Peraturan Presiden Nomor 7 Tahun 2015 tentang Struktur Organisasi Kementerian Negara, yaitu jabatan staf khusus menteri. Staf khusus menteri mempunyai tugas memberikan saran dan pertimbangan kepada menteri sesuai penugasan menteri dan bukan merupakan bidang tugas unsur organisasi kementerian. Luasnya tugas staf khusus menteri tersebut bisa menimbulkan multitafsir, dan bahkan dalam praktiknya staf khusus menteri melakukan tindakan di luar kewenangannya, karena tidak jelasnya tugas staf khusus menteri. Selain itu proses perekrutan staf khusus menteri yang belum diatur juga menimbulkan masalah tersendiri. Selama ini yang direkrut menjadi staf khusus menteri adalah orang-orang terdekat menteri, padahal seharusnya direkrut menggunakan merit system, yaitu sistem mengangkat pegawai dengan kecakapannya, bukan berdasar kedekatan atau hubungan kekeluargaan.
Setelah dilakukan penelitian menggunakan metode yuridis normative dengan pendekatan perundang-undangan, ternyata keberadaan staf khusus menteri selama ini tidak memberikan manfaat yang signifikan bagi birokrasi dan kinerja menteri. Dari segi kepastian hukumnya lemah karena dasar hukumnya hanya ada di peraturan presiden, di sisi lain dari segi kemanfaatan dan keadilan nya juga dirasa kurang, karena nyatanya jabatan ini tidak masuk dalam struktur organisasi kementerian dan dengan proses perekrutan yang tidak jelas tapi memperoleh fasilitas setara pegawai Eselon 1b, tentu tidak adil dan menimbulkan pemborosan anggaran. Berdasarkan alasan tersebut urgensi keberadaan staf khusus menteri dirasa tidak begitu penting karena sudah ada staf ahli dalam struktur organisasi kementerian, kalaupun mau tetap diadakan maka status kepegawaian harus diperjelas menjadi PPPK agar jelas juga kedudukannya dan kewenangannya dibedakan dengan staf ahli.
Position and Authority of Ministerial Special Staff in the Organizational Structure of the State Ministry This research is motivated by the presence of new positions in the elements of the organizational structure of state ministries, based on Presidential Regulation No. 7 of 2015, namely the position of staff for ministers. The minister's special staff has the task of giving advice and consideration to the minister according to the assignment of ministers and is not an area of duty for the elements of the ministry organization. The extent of the minister's special staff duties can lead to multiple interpretations, and even in practice the minister's special staff takes action outside his authority, because of the unclear task of the minister's special staff. In addition, the unregulated process of recruiting special staff for ministers also creates its own problems. So far, those recruited to become special staff of ministers are the closest people to the minister, even though they should be recruited using a merit system, namely the system of raising employees with their skills, not based on proximity or family relations. After conducting research using a normative juridical method with a statutory approach, it turns out that the existence of special ministerial staff so far has not provided significant benefits to the bureaucracy and ministerial performance. In terms of legal certainty it is weak because the legal basis is only in the presidential regulation, on the other hand in terms of benefits and fairness it is also felt lacking, because in fact this position is not included in the ministry's organizational structure and unclear recruitment process but obtains facilities equivalent to Echelon employees 1b, it is certainly not fair and causes budget waste. Based on these reasons, the urgency of the existence of special ministerial staff is not very important because there are already expert staff in the ministry's organizational structure, even if they want to be held, the employment status must be clarified as first aid so that their position is clear and their authority is distinguished from expert staff. "Demam berdarah dengue (DBD) saat ini masih menjadi masalah kesehatan di Indonesia. Beberapa penelitian menunjukkan bahwa angka kejadian DBD pada anak usia <15 tahun cukup sering terjadi. Penelitian ini bertujuan untuk mengetahui gambaran tingkat pengetahuan dan perilaku siswa sekolah dasar tentang DBD dan upaya pencegahannya. Desain penelitian adalah deskriptif kategorik dengan pendekatan potong lintang (cross-sectional), menggunakan sampel usia sekolah dasar kelas IV, V, dan VI sebanyak 107sampel. Pengambilan sampel dilakukan dengan teknik stratified random sampling. Data yang diperoleh dianalisis dengan analisis univariat. Hasil penelitian menunjukkan bahwa usia terbanyak adalah 11 tahun (32.7%), responden terbanyak berjenis kelamin perempuan (62.6%), dan sumber informasi lebih banyak berasal dari guru dan pelajaran di sekolah. Sebanyak (58.9%) responden memiliki tingkat pengetahuan baik, namun hanya (43.9%) responden yang memiliki perilaku positif. Penelitian ini merekomendasikan pentingnya pendidikan kesehatan untuk meningkatkan pengetahuan siswa mengenai DBD dan membentuk perilaku positif dalam upaya pencegahannya.
DHF is still major health problem in Indonesia. It has became endemic disease and caused many death every year. Some researches affirmed that the incidence of DHF among children under 15 years old still happened frequently. This research aimed to describe the level of knowledge and behavior against DHF and its prevention among grade IV, V, and VI elementary school students. This descriptive study employed cross-sectional design. Data was collected from 107 students with stratified random sampling technique. The data was analyzed using univariate analysis. The result showed that majority of the respondents was 11 years (32.7%), the number of female was 62.6%, and main source of DHF information was from teachers and school lessons. As much as (58.9%) of the students has a good knowledge about DHF and its prevention. However, only (43.9%) of the students have a positive behavior on the disease prevention. It is recommended to provide health education about DHF and its prevention to increase the students? knowledge and positive behavior."

ABSTRAKPenyakit Hirschprung (Megakolon Kongenital) adalah suatu penyakit yang disebabkan oleh kegagalan migrasi dari sel ganglion selama kehamilan. Faktor resiko yang mendukung proses tersebut salah satunya adalah faktor lingkungan seperti nutrisi selama kehamilan, polusi termasuk asap rokok. Salah satu penatalaksanaan Hirschprung adalah tindakan bedah. Tindakan bedah awal yang dilakukan pada penyakit Hirschprung adalah pembuatan kolostomi temporer pada bagian distal usus yang normal dan bertujuan untuk menghilangkan sumbatan. Pembedahan berikutnya yaitu penutupan kolostomi dan pembuatan lubang anus. Masalah utama yang muncul pada anak dengan pembedahan adalah nyeri. Karya ilmiah akhir ini bertujuan untuk memberikan gambaran asuhan keperawatan pada anak dengan Penyakit Hirschprung pre dan post operasi tutup kolostomi yang dihubungkan dengan masalah perkotaan, serta dengan mengaplikasikan terapi pijat salah satunya slow stroke back massage untuk mengurangi nyeri dan ketidaknyamanan. Terapi pijat merupakan salah satu penatalaksanaan nyeri nonfarmakologis yang bermanfaat menurunkan intensitas nyeri. Penerapan terapi pijat yang dilakukan pada anak pasca pembedahan tutup kolostomi selama lima hari, terbukti efektif menurunkan skala nyeri klien dari skala nyeri 6 menjadi 3.

Risk factors of Hirschsprung?s disease occurrence are environmental factors such as nutrition during pregnancy and pollution including smoke. One of Hirschsprung?s treatment is surgery. Initial surgery in Hirschsprung?s disease is creating temporary colostomy in the distal part of the normal intestine and aims to remove the blockage. The next surgery is closing colostomy and creating the anal canal. The main problem that arises in children with surgery is pain. This study aims to provide description of nursing care to children with pre and post-surgery close colostomy of Hirschsprung's disease associated with urban problems, as well as to apply massage therapy for instance slow stroke back massage to reduce pain and discomfort. Massage therapy is one of non-pharmacologic pain management that might help reducing pain intensity.
