"Pertumbuhan ekonomi di daerah memberikan ekternalitas negatif berupa meningkatnya tingkat emisi udara/polusi disuatu wilayah. Pemerintah daerah (pemda) mempunyai peran dan tanggung jawab dalam menyediakan lingkungan udara yang berkualitas sebagai imbas dari kebijakan desentralisasi dan otonomi daerah. Urusan program perlindungan lingkungan merupakan salah satu urusan wajib yang dilimpahkan dari pengurusannya dari pemerintah pusat kepada pemerintah daerah. Namun sayangnya pemda memiliki keterbatasan ruang fiskal dalam membiayai program perlindungan lingkungan. Pemda mempunyai opsi pembiayaan melalui utang daerah dengan skema pinjaman ketiga sebagai salah satu alternatif pembiayaan dalam menyediakan lingkungan udara yang bersih. Beberapa pemda telah melakukan kebijakan utang daerah melalui skema pinjaman daerah. Penelitian ini menggunakan metode Staggered Difference-in-Difference untuk membandingkan pemda yang melakukan utang daerah dan tidak melakukan utang daerah terhadap peningkatan kualitas udara di 406 pemda dalam rentang waktu 2017 hingga 2021. Hasil penelitian ini menunjukkan bahwa adanya intervensi kebijakan utang daerah tidak berpengaruh/berhubungan siginifikan terhadap peningkatan kualitas lingkungan. Salah satu kendala yang dihadapi adalah peruntukkan utang daerah yang didominasi untuk pembiayaan organisasi pemerintan daerah seperti menutup kekurangan kas pemda.

Economic growth in the region provides a negative externality in the form of increased levels of air emissions / pollution in a region. Local governments have a role and responsibility in providing a quality air environment as a result of the policy of decentralization and regional autonomy. Environmental Protection program Affairs is one of the mandated agencies delegated from the management of the central government to local governments. But unfortunately, local governments have limited fiscal space in financing environmental protection programs. Local governments have the option of financing through local debt with a third loan scheme as an alternative financing in providing a clean air environment. Some local governments have enacted regional debt policies through regional loan schemes. This study uses the Staggered Difference in difference Method to compare local governments that have local debts and do not have local debts to improve air quality in 406 local governments in the period 2017 to 2021. The results of this study indicate that the intervention of local debt does not significantly affect/relate to the improvement of Environmental Quality. One of the obstacles faced is the allocation of local debt that is used for financing local government organizations such as closing the shortage of local government cash."

"Dengan tingkat belanja yang sama di bidang pendidikan atau kesehatan, beberapa daerah memiliki pencapaian IPM yang baik sementara daerah lainnya mengalami ketertinggalan. Hal tersebut menunjukkan terdapat faktor lain yang mempengaruhi pencapaian IPM. Human Development Report 2016 secara khusus menekankan bahwa Indonesia harus memberikan perhatian serius terhadap mekanisme akuntabilitas lokal. Hal ini menimbulkan pertanyaan bagaimanakah peran akuntabilitas pemerintah daerah terhadap pembangunan manusia di Indonesia. Dengan menggunakan Hausman Taylor estimator, penelitian ini menguji peran akuntabilitas dan pengeluaran publik menggunakan data panel tingkat kabupaten/kota di Indonesia selama periode 2012-2016. Hasil penelitian menunjukkan bahwa belanja publik secara tersendiri tidak berkorelasi signifikan terhadap IPM. Namun, ketika tata kelola dilibatkan, belanja kesehatan publik efektif dalam meningkatkan IPM di daerah yang akuntabilitasnya baik, dan sebaliknya tidak efektif di daerah dengan akuntabilitas yang rendah.

With the same level of spending in the field of education or health, some regions have good HDI achievements while some other regions are lagging behind. This shows that there are other factors that contribute to the achievement of the HDI. The Human Development Report 2016 specifically emphasizes that Indonesia must improve service delivery and give serious attention to local accountability mechanisms. This raises the question of how the role of local government accountability for human development in Indonesia. Using Hausman Taylor estimator, we estimate the effect of public spending and accountability from the district panel data in Indonesia over the period 2012-2016. The results in this paper suggest that public expenditure alone is not sufficient in achieving human development outcome. However, when governance is involved, public expenditure in the health sector is effective in increasing HDI in districts with high local government accountability, and vice versa is not effective in districts with low accountability."

"Penelitian ini bertujuan untuk mengetahui pengaruh opini audit tahun lalu terhadap kinerja pemerintah daerah yang dilihat dari skor EKPPD dan IPM. Penelitian ini juga melihat efek moderasi tingkat korupsi pada pengaruh opini audit tahun lalu terhadap kinerja pemerintah daerah. Selain itu penelitian ini juga melihat pengaruh tersebut pada sub sampel kualitas kepala daerah. Populasi penelitian ini adalah semua pemerintah daerah di Indonesia dengan sampel penelitian 360 observasi pada tahun 2012. Data penelitian ini diolah menggunakan software SPSS.16.
Hasil penelitian menunjukkan bahwa opini audit tahun lalu berpengaruh positif terhadap kinerja pemerintah daerah. Variabel moderasi tingkat korupsi juga terbukti memperlemah pengaruh opini audit tahun lalu terhadap kinerja pemerintah daerah. Pengujian berdasarkan sub sampel kualitas kepala daerah (umur, pengalaman dan pendidikan) secara umum menunjukkan hasil bahwa pengaruh opini audit tahun lalu terhadap kinerja pemerintah daerah dan efek moderasi tingkat korupsi terhadap hubungan tersebut berbeda tergantung pada kualitas kepala daerah.

This study aims to determine association audit opinion in previous year with performance of local governments is seen from the scores EKPPD and HDI. This study also looked level of corruption can mitigate association audit opinion in previous year with performance of local governments. In addition, this study also see the influence of the sub-sample quality regional head. The study population was all local governments in Indonesia with a sample of 360 observations in 2012. Data were processed using software SPSS.16.
The results showed that last year's audit opinion are positively associated with performance of local governments. Level of corruption as moderating variable can mitigate the association audit opinion in previous year with performance of local governments. In general, testing based on a sub-sample quality regional head (age, experience and education) shows that association audit opinion in previous year with performance of local governments and the moderating effect of corruption on the level of the relationship is different depending on the quality of regional heads."

"Anggaran Pendapatan dan Belanja Daerah (APBD) merupakan rencana keuangan tahunan Pemerintahan Daerah yang dibahas dan disetujui bersama antara Pemerintah Daerah dan DPRD yang ditetapkan dengan Peraturan Daerah (PERDA). Anggaran Pendapatan dan Belanja Daerah (APBD) mempunyai fungsi otorisasi, perencanaan, pengawasan, alokasi, distribusi dan stabilitasi. Pelaksanaan kegiatan Anggaran Pendapatan dan Belanja Daerah (APBD) diatur dengan peraturan perundang-undangan yang berlaku, diantaranya Undang-Undang Nomor 17 Tahun 2003 tentang Keuangan Negara dan Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah. Pendekatan yang akan penulis gunakan adalah pendekatan yang bersifat Yuridis Empiris.
Penelitian yang berbasis pada inventarisasi hukum positif, penemuan azas-azas hukum dan penemuan hukum inconcretto. Hasil penelitian dan kajian bertujuan untuk menarik kesimpulan terhadap pelaksanaan Anggaran Pendapatan dan Belanja Daerah (APBD) pada Pemerintah Daerah Kabupaten/Kota terhadap kesesuaian dengan peraturan perundang-undangan yang berlaku.
Pemerintah Daerah Kabupaten/Kota sebagai pelaksana Anggaran Belanja dan Pendapatan Daerah (APBD), akan senantiasa diperiksa oleh Badan Pengawasan Keuangan dan Pembangunan (BPKP), Badan Pemeriksa Keuangan (BPK) dan Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten/Kota. Hal tersebut bertujuan untuk terciptanya tata kelola pemerintahan yang baik atau good governance.
Jika terjadi kerugian dalam pengelolaan keuangan daerah atau keuangan negara yang berada di daerah maka bentuk pertanggung jawaban bagi pihak-pihak yang terkait adalah mengganti kerugian, sanksi administrasi dan sanksi pidana.Sanksi administratif dapat dilaksanakan oleh instansi internal dan sanksi pidana dilaksanakan oleh penegak hukum yaitu kepolisian, kejaksaan dan Komisi Pemberantasan Tindak Pidana Korupsi.

"Skipsi ini menganalisis hubungan antara karakteristik kepala daerah dengan tingkat responsivitas dalam melengkapi rekomendasi tindak lanjut hasil pemeriksaan. Karakteristik yang digunakan dalam penelitian ini adalah usia, tingkat pendidikan, latar belakang pendidikan, pengalaman birokrasi dan pengalaman berwirausaha. Penelitian ini juga menguji pengaruh tingkat responsivitas penyelesaian rekomendasi tindak lanjut hasil pemeriksaan terhadap kinerja dengan menggunakan skor EKPPD. Penelitian ini menggunakan purposive sampling, dengan sampel yang digunakan yaitu 314 kabupaten / kota di Indonesia pada tahun 2014-2016.
Hasil penelitian membuktikan bahwa karakteristik kepala daerah dilihat dari umur, tingkat pendidikan, latar belakang pendidikan, pengalaman birokrasi dan pengalaman kewirausahaan tidak berpengaruh terhadap tingkat responsivitas daerah dalam melengkapi rekomendasi hasil pemeriksaan. Kajian ini tidak berhasil membuktikan bahwa terdapat hubungan positif antara tingkat ketanggapan penyelesaian rekomendasi tindak lanjut atas kinerja, namun justru menemukan pengaruh negatif antara tingkat ketanggapan daerah dalam melengkapi rekomendasi pemeriksaan terhadap kinerja pemerintah daerah.

This skipsi analyzes the relationship between the characteristics of the regional head and the level of responsiveness in completing the follow-up recommendations for the examination results. The characteristics used in this study are age, education level, educational background, bureaucratic experience and entrepreneurial experience. This study also examined the effect of the level of responsiveness of completing the follow-up recommendations of the examination results on performance using the EKPPD score. This study used purposive sampling, with the sample used, namely 314 districts / cities in Indonesia in 2014-2016.
The results of the study prove that the characteristics of the regional head seen from age, education level, educational background, bureaucratic experience and entrepreneurial experience have no effect on the level of regional responsiveness in completing the recommendations of the examination results. This study failed to prove that there was a positive relationship between the level of responsiveness in completing follow-up recommendations on performance, but instead found a negative influence between the level of responsiveness of regions in completing audit recommendations on local government performance.

"The quality of Public services provided by government apparatuses to the community as the realization of the functions of state apparatuses as state servants and public servants needs to be continuously improved to keep abreast with the dynamics and progress of the national development. The demand of the society and business community for improved quality of public service rendering is viewed to be of great importance in entering the on-going globalisation and information era as of today. Accordingly, government apparatuses should be more serious in preparing themselves for anticipating the challenges looming ahead so that they will be well able to optimally implement the government and development-related tasks, particularly in providing quality services to the public at large. It is for this reason and in compliance with the spirit and demand of the reform era nowadays that the City Administration of Tangerang has proudly established the City's Office of Investment and License by virtue of the Decree of the Mayor of Tangerang Number 19 of 2001 , on January 2, 2001, on the Organization and Work Procedures of the Investment and License Office.
The main objective of the establishment is to provide easy and convenient procedures in rendering services to the public for processing various permits and licenses in a bid to create conducive business climate for enhancing more promising economic development in the City of Tangerang. To analyse the quality of the license-issuing services at the Investment and Licence-Publishing Office in the City of Tangerang, the researcher has engaged himself in analyzing the quality of license service-rendering on the basis of the Decree of the Minister of State's Apparatuses Empowerment Number KEP125/M.PAN/2/2004 on the Broad Guidelines for Constructing Public Satisfaction Index of the Service Units of the Goventment Agencies. The aforementioned decree is used as one of the instruments to measure the quality of services offered by various work units/public service offices at both Central and Regional Administrations and tested based on the dimensions like the ones developed by Zeitham et. all, namely : Tangible Dimensions, Responsiveness, Reliability, Assurance, and Emphaty.
From the result of the analysis of license-service rendering at the Investment and Licence Office in the City of Tangerang in terms of how far the quality of license service-rendering offered by Investment and License Office in the City of Tangerang is objectively evaluated by the residents of the City of Tangerang, who have had certain licenses processed and are having such licenses processed ( 150 respondents), it can be concluded that the converted lndeks Kepuasan Masyarakat /Public Satisfaction Index (PSI) index Value x Basic Value = 2,74 x 25 = 68,50, signifying that the Service Quality is Good (equivalent to B), and the Performance of the Work Unit is Good (B). The establishment of the Investment and License Office in Tangerang, which, in license service-rendering, has adopted integrated patterns of public service, has been able to give birth to prime quality of license-service rendering so that the community at large can satisfactorily enjoy:
1. reasonable, highly-reliable, much better and easier license- procuring process provided by the City Administration Apparatuses.
2. avoidance of high cost economy since they obtain a wide array of services from one-roofed services agency.
3. highly motivated economic activity, particularly among business players due to easier and more convenient process to license procurement.
4. change and improvement in the behavior and attitude of apparatuses of Tangerang City Administration, who give first-scale priority of improved service-rendering to the public.
The Tangerang-based Investment and License Office is expected to be able to disseminate more transparent system and procedure of license-issuing service to the community at large, which among others, include mechanism, system and procedures, license-procuring requirements, and costs as well as time needed to have the license properly processed. With this transparency upheld, it is expected that the community will have more trustworthy and better understanding of matters pertaining to the license-procuring processes offered by the Tangerang-based Investment and Licence Office."

"Pada era reformasi saat ini, peningkatan kualitas pelayanan publik merupakan tuntutan masyarakatdimana masyarakat sudah mulai mengerti haknya sebagai warga negara . Pelayanan IUJK merupakan salah satu tugas dan fungsi Bagian Administrasi Pembangunan Sekretariat Daerah Kota Padangsidimpuan. Studi ini bertujuan untuk mengetahui persepsi masyarakat dalam hal ini para pengusaha yang terdaftar di Kota Padangsidimpuan, tentang pelayanan Izin Usaha Jasa Konstruksi ( IUJK) di Bagian Administrasi Pembangunan Sekretariat Daerah Kota Padangsidimpuan. Metode yang digunakan adalah Metode Service Quality ( ServQual ) yang mengukur kualitas pelayanan IUJK berdasarkan lima dimensi yaitu : Tangible, Reliability, Responsiveness, Assurance, Emphaty. Dari hasil pengujian diperoleh hasil bahwa secara keseluruhan, kesenjangan antara pesepsi dan ekspektasi dari masing - masing dimensi bernilai negatif yang berarti bahwa masyarakat belum mendapatkan haknya sebagaimana mestinya. Skor kualitas pelayanan aktual masing - masing dimensi bernilai dibawah 80 % yang berarti bahwa Bagian Administrasi Pembangunan Sekretariat Daerah Kota Padangsidimpuan belum dapat memberikan pelayanan sesuai harapan masyarakat.Dimensi yang paling mendesak untuk diperbaiki berdasarkan skor pelayanan aktual adalah dimensi tangible, kemudian emphary, reliability, assurance dan responsiveness. Berdasarkan tujuan penelitian dan hasil penelitian , disarankan agar segera membangun gedung baru yang lebih representatif dan juga menambahkan personil baru yang kompeten.

In the reform era, society insist of increasing public services by their local goverment. They have understand their rights as citizens already. One of the function of The Development Administration is to facilitate IUJK service for businessmen in Padangsidimpuan region. The aim of this study is to find out the perception of society in Padangsidimpuan about the service of IUJK that have been given by The Development Administration Division. ServQual method is used to examine it above five dimentions , they are : tangible, reliablity, responsiveness, assurance and emphaty. From the examination we find out that the result of the SerQual Scores for the whole dimention are negatif which means that society haven't got their rigthts yet. Based on the Actual sevice scores that below 80 %, means that The Development Administration Divison hasn't given the service that required by the society.The worse to the best score of the whole dimention are tangible, emphaty, reliability,assurance and responsiveness. Based on the aims of this study and the result of it, it's very urgent to build a new representatif buliding and also hire more qualified staffs."

"Penelitian ini bertujuan untuk menginvestigasi pengaruh belanja pemerintah daerah terhadap kinerja keuangan pemerintah daerah, Selain itu, studi ini juga menguji peran moderasi dinasti politik dan reelection pada hubungan antara belanja pemerintah daerah dan kinerja keuangan pemerintah daerah. Dengan melakukan regresi berganda dengan pendekatan fixed effect pada 2929 observasi selama 2010-2015, ditemukan bahwa belanja pemerintah daerah berpengaruh positif terhadap kinerja keuangan pemerintah daerah namun berpengaruh negatif terhadap kinerja keuangan pada pemerintah daerah berdinasti politik. Kemudian, dinasti politik terbukti memperlemah pengaruh positif belanja pemerintah daerah dan kinerja keuangan pemerintah daerah. Selain itu, reelection terbukti memperkuat pengaruh positif belanja terhadap kinerja keuangan pada seluruh pemerintah daerah dan memperlemah hubungan negatif belanja dan kinerja keuangan pada pemerintah daerah berdinasti politik. Temuan ini dapat menjadi masukan bagi pemerintah pusat untuk merumuskan mekanisme untuk membatasi praktik dinasti politik karena berdampak buruk bagi kinerja pemerintah daerah.

This study aims to investigate the effect of local government spending on local government financial performance. In addition, this study also examines the moderating role of political dynasties and reelection on the relationship between local government spending and local government financial performance. By conducting multiple regressions with fixed effect approach on 2929 observation during 2010 2015, it was found that local government spending has a positive effect on local government financial performance, but it has a negative effect on financial performance of dynastic local governments. In addition, the political dynasty is proven to weaken the positive effect of local government spending on the financial performance of local governments. In addition, reelection is proven to strengthen the positive impact of spending on financial performance on all local governments and weaken the negative effect of spending and financial performance on dynastic local governments. These findings could serve as input for the central government to formulate mechanisms that would limit the practice of political dynasties because of their adverse impact on local government performance.

"Pencemaran udara dan faktor meteorologis dapat mempengaruhi kualitas udara dan meningkatkan risiko penyakit pernapasan seperti Infeksi Saluran Pernapasan Akut (ISPA). Penelitian ini menganalisis hubungan antara kualitas udara ambien (PM10, SO2, NO2, O3) dan faktor meteorologis (suhu, kelembaban, curah hujan, kecepatan angin) dengan kejadian ISPA di Kota Bogor tahun 2019-2022. Menggunakan desain studi ekologi time trend, hasil bahwa terdapat hubungan antara konsentrasi SO2 dengan kejadian ISPA (p = 0,002). Sedangkan tidak terdapat hubungan antara konsentrasi PM10 dengan kejadian ISPA (p = 0,093), konsentrasi NO2 dengan kejadian ISPA (p = 0,283), konsentrasi O3 dengan kejadian ISPA (p = 0,439), suhu dengan kejadian ISPA (p = 0,571), kelembaban dengan kejadian ISPA (p = 1,000), curah hujan dengan kejadian ISPA (p = 0,732) dan kecepatan angin dengan kejadian ISPA (p = 0,334). Analisis regresi linear berganda menghasilkan persamaan: Kejadian ISPA = -41413,496 + 399,0079 (PM10) + 891,919 (SO2). Analisis spasial menunjukkan Kecamatan Tanah Sareal memiliki kejadian ISPA tertinggi. Dapat disimpulkan, hanya SO2 yang secara signifikan berhubungan dengan kejadian ISPA di Kota Bogor selama periode penelitian.

Air pollution and meteorological factors can affect air quality and increase the risk of respiratory diseases such as Acute Respiratory Infection (ARI). This study aimed to analyze the relationship between ambient air quality (PM10, SO2, NO2, and O3) and meteorological factors (temperature, humidity, rainfall, and wind speed) with the incidence of ARI in Bogor City from 2019 to 2022. A time-trend ecological study design was employed. Correlation test results indicated a significant relationship between SO2 concentration and ARI incidence (p = 0.002). However, no significant relationships were found between PM10 concentration and ARI incidence (p = 0.093), NO2 concentration and ARI incidence (p = 0.283), O3 concentration and ARI incidence (p = 0.439), temperature and ARI incidence (p = 0.571), humidity and ARI incidence (p = 1.000), rainfall and ARI incidence (p = 0.732), and wind speed and ARI incidence (p = 0.334). A multiple linear regression analysis between PM10 and SO2 with ARI incidence yielded the equation: ARI Incidence = -41413.496 + 399.0079 (PM10) + 891.919 (SO2). Spatial analysis results showed that during the study period, Tanah Sareal district had the highest ARI incidence in Bogor City. In conclusion, only SO2 concentration was significantly associated with ARI incidence in Bogor City from 2019 to 2022.

"Sustainabilitas utang negara adalah issu utama didalam suatu negara. Banyak studi teoritis yang menganalisa bahwa pengeluaran pemerintah yang produktif dapat membuat utang negara menjadi lebih sustainable. Penelitian ini menguji hubungan antara pengeluaran pemerintah dan utang negara di Indonesia dengan menggunakan Vector Error Correction Model (VECM). Di dalam penelitian ini, Penulis membedakan antara pengeluaran pemerintah produktif dan tidak produktif. Penulis menggunakan data belanja modal, belanja rutin, nilai tukar rupiah dan utang negara secara triwulan dari tahun 1994 triwulan I sampai dengan tahun 2012 triwulan IV. Hasil dari penelitian ini menunjukan bahwa pengeluran rutin pemerintah mempunyai pengaruh yang negative terhadap utang pemerintah dalam jangka pendek maupun jangka panjang. Sementara itu, hubungan antara pengeluaran pembangunan (belanja modal) dan utang pemerintah dalam jangka pendek maupun jangka panjang adalah positive dan tidak signifikan.

The sustainability of public debt is a main issue in the country. Many theoretical studies analyze that productive government expenditure can make the public debt become more sustainable. This study examines the relationship between government expenditure and public debt in Indonesia by using Vector Error Correction Model (VECM). In this study, I differentiate between productive and unproductive government expenditure. I use the quarterly data on capital expenditure, current expenditure, exchange rate and public debt from 1994Q1 to 2012Q4. The result shows that the current expenditure has a negative effect on the public debt in the short term and long term. Meanwhile, the relationship between capital expenditure and public debt in the short term and long term is positive and insignificant.
