Kejahatan yang menimpa pabrik saat ini memberikan warning kepada setiap pabrik untuk berbenah mengenai permasalahan sekuriti yang ada. Melalui manajemen sekuriti, perusahaan PT. Mekar Armada Jaya membutuhkan wilayah kerja yang aman, nyaman, serta kondusif. Manajemen sekuriti dijelaskan dengan menggunakan teori aktifitas rutin dan pilihan rasional untuk dapat mendasari konsep manajemen sekuriti dengan kajian ilmu kriminologi.

This study is arranged in order to explain how the Security Management of PT. Mekar Armad Jaya Tambun. Crime that befell the factory requires every factory to fix the existing security issues. Through the security management, PT. Mekar Armada Jaya Tambun requires a safe, comfortable, and conducive working area. Security management is discussed using routine activity theory and rational choice for the underlying the concept of security management with the study of criminology."

"[ABSTRAK
Tesis ini membahas hasil penelitian tentang peran pelaksanaan manajemen
sekuriti fisik di PT Pertamina EP Asset 3 Tambun Field ? Bekasi. Penelitian ini
dilakukan dengan pendekatan kualitatif yang bersumber dari data primer dan
sekunder dengan metode pengumpulan data dilakukan dengan cara observasi,
wawancara dan studi dokumentasi.
Hasil penelitian menunjukan bahwa pelaksanaan manajemen sekuriti fisik
yang dilakukan oleh PT Pertamina EP Asset 3 Tambun Field adalah dengan
menggunakan tenaga pengamanan yang berasal dari perusahaan jasa outsourcing PT
Satria Mocoginta. Para tenaga pengamanan tersebut pada umumnya merupakan
warga masyarakat sekitar. Namun demikian dalam prakteknya, pelaksanaan
manajemen sekuriti fisik yang dilakukan oleh para tenaga pengamanan tersebut
ternyata menjadikan sebagai suatu gangguan keamanan, karena mereka melakukan
kerja sambilan dengan cara memanfaatkan wewenang yang dimilikinya yakni
dengan cara meminta sejumlah uang kepada para kontraktor yang melakukan
pemeliharaan dan perawatan terhadap genset dan pompa di setiap cluster milik PT
Pertamina EP Asset 3 Tambun Field. Bahkan seringkali mereka membawa pipa-pipa
bekas maupun baru milik para kontraktor ketika dilakukan pemeliharaan dan
pergantian pipa.
Untuk mencegah agar tidak terjadi lagi gangguan keamanan di kawasan PT
Pertamina EP Asset 3 Tambun Field terutama gangguan keamanan dalam suatu
cluster, maka beberapa upaya yang dilakukan oleh pihak PT Pertamina EP Asset 3
Tambun Field adalah: (1) Membuat klasusul perjanjian yang baru dengan para
kontraktor dan selalu berkoordinasi dengan Polsek Babelan untuk menempatkan
beberapa anggota Bhabinkamtibmas di sekitar kawasan tersebut; (2) Mengevaluasi
model penyeleng-garaan manajemen sekuriti fisik yang saat ini dilakukan; (3)
Berkoordinasi dengan pihak Polsek Babelan agar kegiatan pendidikan dan pelatihan
terhadap Satpam Garda Pratama yang telah berhasil dilaksanakan oleh Polsek
Babelan, rutin setiap tahun dilakukan; dan (4) Meningkatkan program CSR yang
saat ini telah diberikan terhadap lingkungan sekitarnya.

ABSTRACT
This thesis discusses the results of research on the role of physical security
management implementation at PT Pertamina EP Asset 3 Tambun Field - Bekasi.
This research was conducted with a qualitative approach derived from primary and
secondary data by the method of data collection done by observation, interview and
documentation study.
The results showed that the implementation of physical security management
conducted by PT Pertamina SP Tambun is to use the power of security that comes
from outsourcing services company PT Satria Mocoginta. The security personnel are
generally the residents of surrounding communities. However, in practice, the
implementation of physical security management performed by the security
personnel turned out to make as a security breach, because they do odd jobs in a
manner that utilizes its authority by asking some money to the contractors who carry
out the maintenance and care of the genset and pump in each cluster belonging to PT
Pertamina EP Tambun. Often they bring pipes belonging to the former and new
contractors when performed maintenance and replacement pipes. The
implementation of physical security management is done in PT Pertamina EP Asset
3 Tambun Field has deviated from the concept of physical security management
activities in general, the Polsek Babelan perform Basic Education and Training
Security guard Garda Pratama held at the end of 2014. This form of education and
training of the guard base aimed at residents who were around Pertamina EP Asset 3
Tambun Field, and without cost you a dime, even the participants get uniforms
complete with boots and other equipment.
To prevent this from happening again in the area of security disturbances PT
Pertamina EP 3 Asset 3 Tambun Field especially security problems in a cluster, then
some of the efforts made by the PT Pertamina EP Asset 3 Tambun Field are: (1)
Make klasusul new agreements with contractors and always coordinate with the
police Babelan to put some members Bhabinkamtibmas around the region; (2)
Evaluate the model of management of physical security that is currently carried out;
(3) Coordinate with the Polsek Babelan education and training in order to guard
Garda Pratama that have been successfully implemented by the Polsek Babelan,
annually conducted; and (4) Enhance CSR program, which has been given to the

"Tulisan ini menganalisis mengapa Jepang mengubah pendekatan kebijakan keamanannya pada tahun 2022 dari sebelumnya anti militerisme menjadi militerisme. Perubahan pendekatan tersebut merujuk pada dokumen strategis yang diresmikan Jepang pada Desember 2022 yaitu National Security Strategy . Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deduktif. Untuk analisis, tesis ini menggunakan teori perumusan kebijakan keamanan Jepang untuk melihat perubahan yang terjadi melalui dua indikator yaitu struktur negara dan konteks normatif. Pada indikator struktur negara yang dilihat adalah proses mekanisme koordinasi dan mekanisme kontrol. Sedangkan indikator konteks normatif yang akan dilihat adalah implementasi norma sosial dan opini publik. Dalam melihat perubahan yang terjadi, tesis ini membanding dengan perumusan kebijakan sebelumnya yakni NSS 2013. Hasil dari penelitian ini menunjukkan bahwa Jepang mengubah pendekatan kebijakannya pada tahun 2022 karena indikator struktur negara  yaitu mekanisme koordinasi yang mendorong terjadinya perubahan pendekatan kebijakan keamanan Jepang.

This paper analyzes why Japan changed its security policy approach in 2022 from anti-militarism to militarism. The change in approach refers to the strategic document that Japan formalized in December 2022, the National Security Strategy. The research method is qualitative research with a deductive approach. For the analysis, this thesis uses the theory of Japan security policy formulation to examine the changes through two indicators; state structure and normative context. The state structure indikator includes coordination mechanisms and control mechanisms. Meanwhile, the normative context indicator includes the implementation of social norms and public opinion. To understand the changes that occurred, this thesis compares the formulation of the 2022 policy with the previous NSS 2013. The results of this study show that Japan changed its policy approach in 2022 due to the state structure indicator, specifically the coordination mechanisms that drove the change in Japan's security policy approach.

"Pembahasan dalam tesis ini adalah bahwa informasi yang ada pada Subdit Harda Ditresrkimum Polda Metro Jaya memerlukan penyimpanan dan pemeliharaan data secara akurat, baik untuk tindak lanjut penyelesaian tugas maupun untuk menjaga kerahasiaan supaya tidak disalahgunakan oleh pihak lain. Penelitian yang digunakan adalah penelitian kualitatif deskriptif. Pengumpulan data dilakukan melalui studi observasi, wawancara dan dokumentasi.
Hasil penelitian menunjukan:
1) Potensi ancaman gangguan keamanan informasi pada Subdit Harda Ditreskrimum Polda Metro Jaya berasal dari dalam dan dari luar, dimana yang dari dalam yakni terkait penyimpanan dokumen yang dilakukan oleh para penyidik, sedangkan ancaman yang berasal dari luar adalah upaya yang dilakukan oleh pihak-pihak yang mempunyai kepentingan terhadap suatu kasus yang sedang ditangani oleh Subdit Harda Ditreskrimum Polda Metro Jaya;
2) Pelaksanaan kegiatan manajemen sekuriti informasi yang dilakukan oleh Subdit Harda Ditreskrimum Polda Metro Jaya belum sepenuhnya mencerminkan pelaksanaan manajemen sekuriti informasi yang baik;
3) Dalam prakteknya pelaksanaan manajemen sekuriti informasi yang dilakukan oleh Subdit Harda Ditreskrimum Polda Metro Jaya mempunyai beberapa kendala meliputi aspek SDM, sarana dan prasarana serta sistem dan metode yang dilakukannya, sehingga kegiatan manajemen sekuriti informasi yang dilakukan menjadi tidak maksimal;
4) Kondisi ideal pelaksanaan manajemen sekuriti informasi yang dilakukan oleh Subdit Harda Ditreksrimum Polda Metro Jaya berdasarakan komponen yang terdapat dalam ISO 27702 adalah meliputi dua belas bagian utama identifikasi sasaran hasil dari tiap kendali relatif untuk diterapkan.
Implikasi dari kajian tesis ini adalah:
(a) Perlu dilakukan berbagai upaya penanggulangan potensi ancaman terjadinya gangguan keamanan informasi;
(b) Perlu dibuatkan suatu Peraturan dari pihak pimpinan yang mengikat untuk dilaksanakan oleh semua penyidik dan PNS yang bekerja di Subdit Harda Ditreskrimum Polda Metro Jaya;
(c) Para penyidik perlu diikutsertakan dalam program pendidikan dan latihan maupun kejuruan dibidang teknologi informasi; dan (d) Perlu dibuatkan ruangan khusus yang dipergunakan untuk penyimpanan dokumen maupun berkas-berkas hasil penyidikan yang telah dilakukan oleh para penyidik Subdit Harda Ditreskrimum Polda Metro Jaya;
(e) Perlu dilakukan pengklasifikasian informasi, menjadi informasi sangat rahasia, informasi rahasia, informasi terbatas/konfidensial, informasi biasa, guna menghindari terjadinya kebocoran informasi.

This thesis discussed about the information at Subdit Harda Ditresrkimum Polda Metro Jaya that require storage and accurate maintenance, either for task completion or in order to maintain confidentiality. This research used descriptive qualitative metode. Data collection is conducted through observation, interview and documentation.
The research shows:
1) There are two potential threats for security of information at Subdit Harda Ditreskrimum Polda Metro Jaya, first is internal threat that came from the investigator?s document handling methode and second is external threat that came from other parties whom concern for the case being handled by Subdit Harda Ditreskrimum Polda Metro Jaya;
2) The implementation for security management of information that is done by Subdit Harda Ditreskrimum Polda Metro Jaya has not been reflecting a good security management of information yet;
3) The implementation for security management of information that is done by Subdit Harda Ditreskrimum Polda Metro Jaya has some constraints that is : human resources, infrastructure, systems and methods;
4) Ideal implementation for security management of information that is done by Subdit Harda Ditreksrimum Polda Metro Jaya based on twelve main target identification results in ISO 27702.
Implication of this thesis discussion are:
(a) Reduce the potential threats for information security;
(b) Regulation is need to rules all investigators and civil servants that work in Subdit Harda Ditreskrimum Polda Metro Jaya; (c) The investigator should be having an educational programs and vocational training about information technology; and
(d) It should be a special room that is used for storage of documents and files that have been collected while investigation prosessed;
(e) Classification of information is necessary, which is : extremely confidential information, confidential information, limited information/confidential and regular information.

PT. NCS sebagai suatu perusahaan yang bergerak dalam layanan jasa kurir, dalam perjalanan bisnisnya seringkali menemui kondisi dimana para customer maupun mitra bisnisnya meminta jaminan standard keamanan informasi yang diterapkan pada perusahaan tersebut. Melalui metode analisa resiko yang digunakan guna merumuskan kontrol relevan, penelitian serta penulisan tesis ini telah menghasilkan serangkian kebijakan keamanan yang sesuai dengan kondisi nyata perusahaan tersebut. Secara gamblang dapat dikatakan bahwa kebijakan keamanan tersebut mengatur tentang sejumlah pedoman best practice ketika berinteraksi dengan infrastruktur TI yang terdapat pada PT. NCS yang ditujukan kepada sejumlah entitas terkait. Penelitian dan penulisan tesis ini juga bertujuan memberikan sejumlah petunjuk serta tata cara khususnya kepada perusahaan yang dijadikan tempat studi kasus dalam proses implementasi kebijakan keamanan sistem informasi.

The threat of information security that occurred nowadays, already made many companies or organization to have their own standards and rules for the subject in order to minimize the impact possibly caused. PT. NCS, a company which go in courier delivery service major field, often to find the situations where their customers or business partner ask for standard guarantee of information security applied to the company. The research and thesis writing dedicated to give the guidance and outline especially for this company in order to implement of information security policy. With risk analysis method used to decide objective control, this research produces several security documents which managed the best practice guideline in order to interact with PT. "Penelitian ini dilakukan untuk melihat pelaksanaan pengamanan kawasan destinasi pariwisata Taman Impian Jaya Ancol dengan mengacu pada prinsip dan teori manajemen sekuriti serta peraturan perundang-undangan terkait. Selain itu diamati pula peran pengelola dan petugas keamanan kawasan dalam penegakan protokol kesehatan sebagai upaya pencegahan penyebaran virus Covid 19 dan timbulnya klaster baru. Hal ini dilakukan guna menganalisis model ideal manajemen sekuriti destinasi pariwisata Taman Impian Jaya Ancol di masa pandemi Covid 19. Pendekatan dan metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan dengan cara pengamatan, wawancara, FGD, dan telaah dokumen. Sementara teknik analisis data dilakukan melalui tahap uji validitas data, reduksi data, penyajian data dan pengambilan kesimpulan. Penelitian ini menyimpulkan bahwa pengelola kawasan telah menerapkan prinsip-prinsip manajemen sekuriti dalam proses pengamanan di objek penelitian. Desain lingkungan destinasi pariwisata Taman Impian Jaya Ancol juga telah menerapkan konsep CPTED guna meminimalisir terjadinya tindak kejahatan. Mengenai model ideal manajemen sekuriti yang dapat diterapkan pada destinasi pariwisata Taman Impian Jaya Ancol menurut penulis adalah dengan menerapkan proses manajemen sekuriti berbasis pencegahan kejahatan situasional dengan didukung desain lingkungan. Terkait masa pandemi Covid-19 proses manajemen sekuriti pada destinasi pariwisata Taman Impian Jaya Ancol juga harus menyesuaikan diri menjadi tidak hanya berorientasi pada pencegahan kejahatan, harkamtibmas, dan pengaturan lalu lintas orang serta barang, namun juga menjadikan pencegahan penularan dan penyebaran Covid-19 sebagai sasaran pelaksanaan tugas. Dengan diterapkannya hal di atas disertai inovasi-inovasi oleh pengelola diharapkan pengunjung dapat berwisata dengan aman dan nyaman, sehingga mendongkrak gairah pariwisata dan mendukung percepatan pemulihan ekonomi nasional.

This research is conducted to examine the implementation of the security system of tourism destination in Taman Impian Jaya Ancol, referring to the principles, theories of the security management and prevailing law and regulations. Furthermore, this research also examines the role of the Taman Impian Jaya Ancol Manager and Security Officers to enforce the health protocols, in order to prevent the spread of Covid 19 virus and the emergence of Covid 19 clusters. The purpose of those examinations is to analyse an ideal model of security management within the scope of tourism destinations for Taman Impian Jaya Ancol during the pandemic Covid 19. This research is using the qualitative approach method with case study design, whereas the data collecting techniques are carried out through observations, interviews, FGDs and document reviews. The data analysis technique is using the stages of data validity, data reduction, data presentation and conclusion drawing. This research concludes that the company management along with the security service partner and security sector stake holders have implemented the principle and the theories of the security management within their works in Taman Impian Jaya Ancol. The environmental design of the Taman Impian Jaya Ancol tourism destination has also applied the CPTED concept to minimize the occurrence of crime. Regarding the ideal model of security management that can be applied to the Taman Impian Jaya Ancol, according to the author, is to apply a management security theory based on situational crime prevention supported by environmental design. Regarding the Covid-19 pandemic, the security management process at the Taman Impian Jaya Ancol tourism destination must also adjust to being not only oriented towards preventing crime, maintain physical security, and regulating the traffic of people and goods, but also making the prevention of transmission and spread of Covid-19 as daily task. With the implementation of the advice above accompanied by innovations by the manager, it is hoped that visitors can travel safely and comfortably, thereby boosting tourism passion and supporting the acceleration of national economic recovery"

"Tesis ini bertujuan menganalisis mengenai pertanyaan penelitian, mengapa Benelux melakukan kerjasama keamanan untuk memperkuat Common Foreign and Security Policy (CFSP) Uni Eropa'Bagaimana Benelux mendukung kebijakan Uni Eropa dalam merespons perang Rusia-Ukraina (2014-2022), serta pendekatan apa yang dilakukan Benelux untuk itu. Penelitian ini menggunakan metode kualitatif dengan deskriptif analitik dengan menganalisis data-data yang bersumber dari data sekunder. Penelitian ini menggunakan empat level analisis teori Regional Security Complex oleh Barry Buzan dan menggunakan konsep keamanan kooperatif di tiap tingkat analisis tersebut. Temuan penelitian ini, Benelux dalam mendukung CFSP Uni Eropa dalam merespons perang Rusia-Ukraina belum kolektif secara institusional. Faktor kepentingan domestik Benelux tetap menjadi pertimbangan masing-masing negara. Selain itu ketergantungan Benelux terhadap Uni Eropa sebagai suatu kekuatan, sangat penting dalam menjaga stabilitas keamanan Benelux.

This thesis aims to analyze the research question, why is the Benelux conducting security cooperation to strengthen the EU CFSP? How the Benelux supported the EU's policy in response to the Russian-Ukrainian war (2014-2022), as well as what approach the Benelux took to it. This research uses a qualitative method with descriptive analytics by analyzing data sourced from secondary data. This study used four levels of analysis of the theory of the Regional Security Complex by Barry Buzan and used the concept of cooperative security at each level of analysis. The findings of this study, the Benelux in supporting the EU CFSP in responding to the Russian-Ukrainian war have not been institutionally collective. The factor of domestic interests of the Benelux remains the consideration of each country. In addition, the Benelux's dependence on the European Union as a power, is very important in maintaining the security stability of the Benelux."

Balkan conflict caused by the dissolution of Sosialist Federal Republic of Yugoslavia in 1990 which brought about various conflicts both inter-states or interenal conflicts among states of fomrer Yugoslavia. As a region which is contiguous directly to European Union (EU), the existing conflicts in Balkan could influence political stability and security that is developed by EU as "an area of jreedom, security and justice". The solution effort of Balkan conflicts carried out by EU as one of its ideas materialization to unifly Europe in one solid and strong institution European Union.
EU?s policy in solving the conflicts in Balkan region mentioned in Common Foreign and Security Policy (CFSP), namely (i) strengthening "security building" as an effort to prevent conflict and enforcing regional stability by facilitating peaceful and constitutional agreements both through diplomacy or sending peace-keeping forces; and (ii) strengthening ?ins!itution building" or development economic aids with a view to creating an efficient policy-making in line with EU?s standards, with laying agenda of pre-access Balkan region into EU.
It is undeniable that the susceptibility of Balkan region mainly caused by its brittleness of political situation owing to the fall of communism which ended the cold war in 1990 and hardening the existed ethnic conflicts in the region. Dark history of inter-ethnic conflicts brought about by the existing copious ethnicities nationalism led to tragedy of ?ethnic cleansing" in Croatia and Bosnia-Herzegovia by Yugoslav ruler. lt was depicting how strong the situation and condition with nuance of "ethnopolirics " in Balkan region.
At the outset, EU regarded that the Balkan conflicts as domestic regional problem which may solved by its own region. However, for the sake of regional stability and security, EU was urged to take part more actively in the solution of Balkan conflict. Through CFSP, EU was demanded to be able to settle Balkan conflicts comprehensively through ?secw-ity and development? (soft politics) and ?de_nends? (hard politics) policies. Notwithstanding, the solution of various conflicts faced by Balkan states still leit problems which any time can come up and become new conflicts that EU will cope with the future.

"ABSTRAK
Sebelum era BPJS, penyelenggaraan program jaminan sosial dilakukan oleh Badan Usaha Milik Negara (BUMN). Penyelenggaraan jaminan sosial oleh BUMN tidak sesuai dengan prinsip jaminan sosial. Penelitian ini bertujuan menjelaskan bagaimana pelembagaan Badan Penyelenggara Jaminan Sosial (BPJS) dan mengidentifikasi faktor-faktor yang mendeterminasi pelembagaan BPJS. Peneliti menggunakan metode kualitatif dengan konsep new institutionalism dan variannya, yaitu historical institutionalism. Hasil analisis menunjukkan beberapa kebijakan, yaitu amandemen UUD 1945, UU Nomor 40 Tahun 2004, menjadi legacy path dalam pelembagaan BPJS. Kepentingan Pemerintah untuk mempertahankan model BUMN bertemu dengan kepentingan DPR untuk menyelenggarakan program jaminan sosial secara terpadu dengan menggunakan model badan hukum publik membentuk model pelembagaan conversion.

ABSTRACT
Social security was held by State Own Entreprise (SOE), were PT Taspen, PT Jamsostek, PT Asabri, PT Askes. The implementation of social security had changed after Social Security Law Number 40/2004 released. Social security law mandate to create Social Security Agency (BPJS). This research is aimed to explain and analyze how Social Security Agency was institutionalized and what factors were determined behind the institutionalization. Researscher used qualitative method with New Institutionalism concept, and its variation, historical institutionalism as a frame in explaining the research questions. The result shows some policies became the legacy path in Social Security Agency institutionalization. Those policies are: The Amendment of Constitution 1945 Law, and Social Security Law Number 40/2004."
