"Sejalan dengan meningkatnya popularitas kapal pesiar dalam beberapa waktu terakhir, beberapa rute baru telah dikembangkan demi menggaet ceruk pasar yang lebih luas dan lebih masif. Walaupun dalam 3 tahun ke belakang industri tersebut terdampak pandemi, namun menurut data, di seluruh dunia, industri kapal pesiar memiliki tingkat pertumbuhan tahunan penumpang sebesar 6,6% dari 1990-2019. Menyikapi hal ini, beberapa perusahaan pelayaran kapal pesiar gencar membuat dan melakukan kajian untuk membuat rute baru. Kebijakan ini juga merupakan salah satu cara perusahaan memanfaatkan kondisi pasar yang mulai berangsur membaik pasca pandemi. Sampai saat ini sudah ada total 8 armada kapal pesiar baru dari MSC Cruises yang akan dibangun dan siap berlayar di tahun 2023-2028. Namun nyatanya beberapa rute baru hanya menggunakan diversifikasi pelabuhan singgah dan destinasi di berbagai pelabuhan sebagai variabel. Maka dari itu, pemilihan rute merupakan hal yang krusial untuk dapat mengurangi biaya operasional yang tinggi, meminimalisir jarak tempuh serta konsumsi bahan bakar demi mengurangi jejak karbon dan polusi udara. Penelitian ini mengimplementasikan metode optimasi dengan menggunakan Travelling Salesman Problem, dengan algoritma Hamiltonian cycle. Dengan algoritma tersebut, harapannya dapat ditemukan jalur antar pelabuhan dari setiap trayek round-trip dari kapal MSC Cruises yang paling pendek dalam segi jarak. Penelitian ini bertujuan untuk menguji apakah trayek yang sudah ditentukan merupakan jalur paling pendek. Pada penelitian dengan judul Optimasi Pemilihan Rute Pelayaran round-trip Kapal Pesiar MSC Cruises menggunakan Hamiltonian Cycle, ditemukan adanya perbedaan jarak yang lebih dekat sehingga menghasilkan rute pelayaran round-trip yang efisien dan lebih hemat biaya.
With the increasing popularity of cruise ships in recent times, several new routes have been developed to capture a wider and more massive market niche. Even though in the past 2 years the industry has been affected by a pandemic, according to data, worldwide, the cruise ship industry has had an annual passenger growth rate of 6.6% from 1990-2019. In response to this, several cruise ship shipping companies are intensively making and carrying out studies to create a new route. This policy is also one way for the company to take advantage of market conditions which are starting to improve gradually after the pandemic. Until now, there are a total of 8 new cruise ships from MSC Cruises that will be built and ready to sail in 2023-2028. However, in fact, several new routes only use the diversification of transit ports and destinations at various ports as variables. Therefore, route selection is crucial to reduce high operational costs and minimize mileage and fuel consumption to reduce carbon footprint and air pollution. This study implements the optimisation method using the Traveling Salesman Problem, with the Hamiltonian cycle algorithm. With this algorithm, the hope is to find the shortest route between ports from each round-trip route for MSC Cruises in terms of distance. This study aims to test whether the route that has been determined is the shortest path. In a study entitled Optimizing the Selection of Round-trip Cruise Routes for MSC Cruises using the Hamiltonian Cycle to find a difference in closer distances resulting in an efficient and more cost-effective round-trip shipping route."

Oleh karena itu faktor keselamatan sangatlah perlu dilihat untuk mengeluarkan rekomendasi yang terbaik untuk armada Perla.
Metode Penilaian Keselamatan Formal seperti yang diperkenalkan oleh IMO ( Organisasi Maritim International) dilaksanakan dalam penelitian ini. Penilaian dilaksanakan dengan mengambil data dari berbagai sumber dan dilakukan melalui 5 langkah yaitu : Indentifikasi Bahaya, Penilaian Resiko, Opsi Kontrol Resiko, Penilaian Biaya dan Keuntungan, dan terakhir Rekomendasi. Diidentifikasi bahwa kecelakaan memiliki hubungan erat dengan keadaan bangunan, sistem, dan alat keselamatan. Hasil penelitian kemudian digunakan sebagai dasar untuk mengusulkan strategi perbaikan.
This study aims to assess safety from the aspect of the building of traditional shipping vessels as part of efforts to improve the safety and security factors for the crew / crew, cargo and ship building itself. This is because traditional shipping still plays an important role in reaching out to the delivery of goods to remote communities whose areas are still difficult to reach by other goods transportation. Therefore the safety factor is very important to be seen to issue the best recommendations for the traditional shipping fleet. Formal Safety Assessment methods such as those introduced by IMO (International Maritime Organization) were carried out in this study. Assessment is carried out by retrieving data from various sources and carried out through 5 steps, namely: Hazard Identification, Risk Assessment, Risk Control Options, Cost Assessment and Benefits, and finally Recommendations. It was identified that accidents have a close relationship with the state of the building, system and also safety equipment. The results of the study were then used as a basis for proposing improvement strategies."

It focuses on high degree-of-freedom systems and the transitional regimes between regular and chaotic motion. The role of nonlinear normal modes is highlighted and the importance of low-dimensional tori in the resolution of the famous FPU paradox is emphasized. Novel powerful numerical methods are used to study localization phenomena and distinguish order from strongly and weakly chaotic regimes. The emerging hierarchy of complex structures in such regimes gives rise to particularly long-lived patterns and phenomena called quasi-stationary states, which are explored in particular in the concrete setting of one-dimensional Hamiltonian lattices and physical applications in condensed matter systems.

"Kapal merupakan salah satu aspek yang penting dalam perekonomian dunia, maupun Indonesia. Kapal dinilai sangat efektif dalam mengirim muatan dari suatu daerah ke daerah lainnya. Lebih dari 7 miliar ton barang terkirim lewat jalur laut setiap tahunnya. Menyikapi hal ini, pemerintah membuat kebijakan Jalur Tol Laut. Kebijakan ini juga merupakan salah satu cara pemerintah memanfaatkan laut Indonesia yang begitu luasnya. Sampai saat ini sudah dibuat 32 trayek tol laut yang mencakup Sabang sampai Merauke. Namun nyatanya masih sering terjadi keterlambatan pengiriman dan juga biaya oprasional kapal (mayoritas dipengaruhi oleh hargga bahan bakar) yang cukup mahal. Maka dari itu, pemilihan rute merupakan hal yang krusial untuk dapat mengurangi biaya oprasional yang tinggi. Penelitian ini mengimplementasikan metode optimasi dengan menggunakan Travelling Salesman Problem, dengan algoritma Hamiltonian cycle. Dengan algoritma tersebut, dapat ditemukan jalur antar pelabuhan dari setiap trayeknya yang paling pendek dalam segi jarak. Penelitian ini bertujuan untuk menguji apakah trayek yang sudah ditentukan merupakan jalur paling pendek. Pada penelitian dengan judul Optimasi Pemilihan Rute Dalam Trayek Tol Laut Menggunakan Hamiltonian Cycle, ditemukan adanya perbedaan jarak yang lebih dekat sehingga akan mengurangi waktu tempuh. Hasil ini bisa menjadi masukan bagi pemerintah sebagai evaluasi kebijakan Tol Laut
Shipping is one of the most important aspect for world economics, including Indonesia. More than 7 Billion ton of goods are shipped by sea. This is why ships are the most effective transportation for bulk or huge amount of goods. With all of the advantage of using cargo ship as the main transportation for shipments, Indonesian government issued a policy called Jalur Tol Laut. With this policy, the government are utilizing Indonesian sea and aiming to gain more advantages due to all the shipments that happened on the sea. Until 2021, there are 32 Program Tol Laut Routes that covers Sabang to Merauke. Unfortunately, there are still delay and high cost on this operation. This is why the choices of routes must be as optimized as possible. With less voyage distance, less fuel will be used. This study implements optimization using hamiltonian cycle. Distance between ports are calculated and the shortest path will be obtained. Hopefully this study could be a consideration for the Indonesian government to modify the routes for Kebijakan Tol Laut."

Directorate General of Monitoring and Controlling Marine Resources and Fishery, Ministry of Marine and Fishery since 2004 had developed Vessel Monitoring System (VMS) aiming at supporting the monitoring and controlling towards illegal fishing that violated the prevailing rules of laws of sea territorial or Exclusive Economic Zones in a state.The Policy Implementation of VMS should be done in line with the Law Number 3 year 2004 and the Minister's Decree that had been enforced, i.e., the form of monitoring system in fishing using stipulated VMS.To view the implementation of successive policies, the Hierarchy of Broomley Policies with their influential factprs based on implementation theory of Edward III policy was used. The policy was observed since at its policy, organizational and operational level: Just it was-at its operational level; the policy was measured.The development of VMS was done to improve the management of fishery resources through implementing monitoring and controlling towards fishing vessel activities as well as increasing the management of the fishery industry done by fishery companies and particularly to raise the law-abiding fishing vessel that fished and/or transported the fish towards the prevailing rules and regulations of managing the preserved, sustainable and accountable fishery.The research of the success of the implementation of VMS was conducted to evaluate the policy implementation and to know the extent to its impacts towards the accomplishments of VMS policy implementation using VMS method. It was done by taking the object of the implementation in Fishery Harbour of Samudera Nizam Zachman Jakarta. The method of the research used was survey method to 48 fishing vessel industries as the respondents. As for the data analysis, the regression analysis method was adopted and the adopted application to analyse the data was SPSS (Statistical Package for Social Science). The aspects used to evaluate the policy implementation were policy effectiveness, fairness, responsiveness, and procedure; whereas the policy accomplishments were measured with three aspects, i.e., obedience, goals accomplishments and efficiency.Based on the findings of the research, the policy implementation of the fishing vessel monitoring system with the VMS method had well been performed, and the aspects that obtained the highest score was the procedure aspects, meaning that procedurally the policy implementation had been well carried out. It went the same for the accomplishment of the policy implementation, i.e., the efficiency aspect which was the most successful aspect. Statistically, the application of the policy of fishing vessel monitoring system with the adoption of VMS method gave significant impacts towards the accomplishments of the policy. The implementation aspect that had the biggest impacts towards the accomplishments of the policy was the effectiveness aspects. It mean that, the policy application of the fishing vessel monitoring system with the adoption of VMS method that could be implemented effectively had great impacts towards the accomplishments of such policy.The conclusion of the research findings was the fact that the VMS was found effective in surveying the fishing activities in the Exclusive Economic Zone in the sea areas in Indonesia in creating the preservation of the fishery resources.By the result of the research, it was suggested the procedural implementation of the fishing vessel monitoring system had been properly applied, but this aspect gave no significant implication upon the accomplishment of the policy, the government should make an evaluation toward aspect of implementation that had significant influence toward the implication of the policy."
