"Meningkatnya kegiatan operasi penerbangan di Indonesia juga meningkatkan kebutuhan perawatan dan/atau pemeliharaan pesawat terbang. Pemeliharaan pesawat terbang tersebut lebih besar dilakukan di luar Indonesia dikarenakan suku cadang pesawat tidak tersedia di Indonesia. Hal tersebut menimbulkan kegiatan re-impor mesin pesawat yang akan diperbaiki antara Indonesia dengan negara luar. Penelitian ini bertujuan untuk menganalisis kebijakan fasilitas re-impor perbaikan dan/atau pemeliharaan pesawat terbang di Indonesia untuk meningkatkan kualitas penerbangan di Indonesia. Penelitian ini berfokus pada analisis dari penerapan kebijakan fasilitas re-impor yang perbaikan dan/atau pemeliharaan pesawat terbang. Penelitian ini juga membahas terkait hambatan-hambatan yang dimiliki baik saat proses hingga implementasi dari kebijakan fasilitas re-impor perbaikan dan/atau pemeliharaan pesawat terbang. Penelitian ini menggunakan penelitian kualitatif dengan jenis penelitian deskriptif. Hasil dari penelitian ini menunjukkan tidak semua maskapai menggunakan kebijakan fasilitas re-impor. Akan tetapi, terdapat peningkatan pengguna fasilitas tersebut oleh maskapai yang ada di Indonesia. Hambatan yang muncul yaitu waktu pengecekan dan penelitian dokumen dan fisik sangat lama. Selain itu, adanya kesalahpahaman antar instansi atas suku cadang yang akan diberikan fasilitas re-impor dan belum maksimalnya sistem untuk memudahkan transfer dokumen dalam pengecekan.

Increased flight operations activities in Indonesia also increase the need for aircraft maintenance and / or maintenance. Maintenance of these aircraft is mostly carried out outside Indonesia because aircraft spare parts are not available in Indonesia. This has led to the re-import of aircraft engines which will be repaired between Indonesia and foreign countries. This study aims to analyze the policy of aircraft repair and / or maintenance re-import facilities in Indonesia to improve the quality of flights in Indonesia. This study focuses on the analysis of the application of the re-import facility policy which repairs and / or maintains aircraft. This research also discusses the obstacles that are owned during the process to the implementation of the re-import facility policy for aircraft repair and / or maintenance. This research uses qualitative research with descriptive research type. The results of this study indicate that not all airlines use the re-import facility policy. However, there has been an increase in the users of these facilities by airlines in Indonesia. The obstacles that arise are the very long time for checking and examining documents and physical. In addition, there is a misunderstanding between agencies regarding the spare parts that will be provided with re-import facilities and the system is not yet maximized to facilitate documents transfer in checking."

"Proyek pengembangan pesawat terbang adalah proyek yang membutuhkan anggaran besar, teknologi tinggi dan dipengaruhi oleh faktor ketidakpastian yang besar. Proyek pengembangan pesawat terbang harus memiliki koordinasi yang baik antar aktivitas untuk mencapai waktu yang ditargetkan.
Tujuan dari penelitian ini adalah mendesain penjadwalan proyek perancangan pesawat terbang untuk mendapatkan durasi tersingkat proyek secara keseluruhan. Data yang digunakan dalam penelitian ini adalah data desain struktur pesawat terbang untuk fase konseptual pada salah satu proyek desain pesawat terbang di Indonesia. Data yang digunakan hanya mencakup data dependensi aktivitas, jumlah sumber daya yang tersedia dan durasi aktivitas.
Penelitian ini menggunakan kombinasi metode Design Structure Matrix DSM dan Genetic Algorithm GA untuk meperoleh penjadwalan proyek yang optimal. Metode DSM digunakan untuk mengidentifikasi aliran informasi antar-aktivitas proyek dan metode GA digunakan untuk mengoptimalkan urutan aktivitas.
Hasil output dari pemodelan DSM menjadi input untuk pemodelan GA. Pemodelan GA mempertimbangkan data rework, yang merupakan hasil output DSM, durasi aktivitas dan batasan sumber daya manusia saat mengoptimasi urutan aktivitas proyek. Analisis komparatif dilakukan antara penjadwalan berdasarkan kombinasi metode DSM dan GA dengan penjadwalan berdasarkan metode tradisional, Metode CPM.
Dibandingkan dengan metode CPM, kombinasi metode DSM dan GA menghasilkan durasi total proyek yang lebih singkat dengan mengoptimalkan urutan aktivitas yang mempertimbangkan batasan sumber daya manusia.

The aircraft development project is a mega project that requires huge budget, high technology and influenced by high uncertainty factor. The aircraft development project must have good coordination between the activities in order to achieve the targeted time.
The purpose of this research is to minimize the overall duration of aircraft design project. This research use dataset from an aircraft design project in Indonesia. The data used in this research was the dataset of aircraft structure design in conceptual phase. The dataset only include tasks precedence dependency, number of resource available and activity duration.
This research proposes a combination method of Design Structure Matrix DSM and Genetic Algorithm GA for aircraft design project scheduling. DSM is used to identify the information flow between project activities and GA is used to optimize the task sequence.
The output result of DSM modeling becomes the input for GA modeling. GA considers the output of DSM, which is rework data, activity duration and human resources constraint during task sequence optimization. A comparative analysis was conducted between the schedule based on DSM and GA and schedule based on traditional method, the Critical Path Method.
Compared to the CPM method, DSM and GA produce a shorter overall project duration by optimizing task sequences that consider human resource constraints. This research is useful for design projects scheduling with limited resources that can be obtained by using alternative methods other than traditional methods.
