"ABSTRAKSkripsi ini membahas mengenai produksi teritorial yang dilihat sebagai produksi ruang publik. Taman ekspresi bogor sebagai studi kasus hanya dilihat sebagai ruang publik yang digunakan untuk melihat produksi teritorial yang terjadi di dalamnya. Metode pengambilan data menggunakan observasi langsung terhadap studi kasus tanpa menggunakan data primer desain dari arsitek secara langsung. Hal tersebut dikarenakan ruang-ruang publik pada kawasan sekitarnya belum selesai terbangun, sehingga fokus penulisan hanya kepada observasi teritori yang terbentuk pada ruang taman. Pada skripsi ini ruang lingkup penulisan hanya membahas produksi teritorial sebagai proses produksi ruang secara satu arah tanpa melihat sebaliknya mengena i apakah produksi ruang dapat dilihat sebagai sebuah produksi teritorial.Teori produksi teritorial Mattias Karrholm digunakan sebagai dasar teori yang digunakan untuk melakukan pendekatan teori terhadap teori produksi ruang Henri Lefebvre. Pendekatan teori dilakukan dengan melihat empat aspek cara produksi teritorial strategi, taktik, asosiasi, dan apropriasi sebagai aspek relasi dalam proses produksi ruang ruang representasi, praktik meruang, ruang representasional . Hasilnya produksi teritorial yang dilihat sebagai proses produksi ruang pada taman ekspresi tersebut memproduksi ruang baru yang dihasilkan oleh aktivitas-aktivitas yang menciptakan pemaknaan dan pemfungsian ruang yang berbeda dari ruang yang seharusnya.

ABSTRACTThis thesis discusses the territorial production which seen as the production of public space. Taman ekspresi Bogor as a case study is only seen as a public space in which to view the production of territorial which happens in it. The method to collecting data using direct observation to study the case without using primary data from architect design directly. That is because the public spaces in the surrounding area of unfinished, so the focus of writing only the observation of territories that formed the park space. In this thesis only discusses territorial production in one writing scope as the process of production of space in one direction without seeing the opposite about whether the production space can be seen as a territorial production.Mattias Karrholm territorial production theory used as the basis for the theory used to make a theoretical approach to the theory of production of space Henri Lefebvre. Theoretical approach done by looking at four aspects of territorial production method strategy, tactics, associations, and appropriation as aspects of the relations in the production process space space representation, spatial practices, representational space . The result is the production of territorial which seen as a process of production space on taman ekspresi produce new spaces that generated by activities that create new meaning and different functioning of space from the space as it should be. "E-government berdampak signifikan pada administrasi publik di mana layanan publik beroperasi. Titik tolak penelitian ini adalah bahwa investasi dalam teknologi tidak bebas nilai dan diperlukan analisis realisasi manfaat e-government yang dikombinasikan dengan fokus pada nilai dengan framework value positions oleh Rose et al. (2015). Tujuan penelitian adalah untuk mendeskripsikan nilai yang diciptakan oleh implementasi JAKI. Penelitian ini menggunakan pendekatan kualitatif dengan metode ilustratif sebagai strategi analisis data. Pengumpulan data melalui wawancara mendalam dilengkapi dengan data sekunder. Temuan penelitian menghasilkan bahwa nilai professionalism memfasilitasi dalam penciptaan layanan publik yang berkualitas yang dapat memungkinkan adanya penciptaan public record dan kesetaraan bagi masyarakat dalam mengakses layanan publik. Akan tetapi, kesetaraan ini belum tercapai dikarenakan JAKI belum mampu mengakomodasi seluruh lapisan masyarakat secara inklusif, terutama penyandang disabilitas. Nilai efficiency memfasilitasi dalam penciptaan layanan publik yang berkualitas karena efisiensi yang tercipta dapat memungkinkan adanya penghematan sumber daya bagi internal pemerintah dan penghematan waktu serta biaya bagi masyarakat dalam mengakses layanan publik. Selanjutnya, JAKI digambarkan sebagai pendorong nilai service yang diasosiasikan dengan kepastian layanan 24/7 dan upaya pemerintah dalam pembentukan layanan citizen centric, tetapi ketidakcocokan informasi yang diterima oleh masyarakat sebagai kesenjangan terhadap proposisi nilai service. Di sisi lain, JAKI tidak digambarkan sebagai pendorong keterlibatan warga.

Point of departure in this study is that investments in technology are not value-free, they are necessary to identify the realization of the benefits of e-government combined with a focus on value. The purpose of this paper is to investigate how JAKI can substantially contribute to value generation in the public sector. This study uses a qualitative approach with illustrative methods. In-depth interviews and secondary evidence provide the empirical data for the analysis. The findings reveal that professionalism facilitates the creation of better services because it allows the creation of public records and equity for citizens in accessing services. However, this equity has not been achieved because JAKI has not been able to accommodate citizen inclusively. Efficiency facilitates the creation of better government and better services because the efficiency created can allow saving resources for internal government and saving time and costs for the citizens. Furthermore, JAKI is described as the value of service driver associated with 24/7 service assurance and in the establishment of citizen centric services, but the information mismatch as a gap to the service value proposition. On the other hand, JAKI is not described as a driver of engagement that accommodates in deliberative processes and decision-making."

"Skripsi ini membahas mengenai peran pemerintah pusat dalam rangka meningkatkan kemandirian keuangan pemerintah daerah melalui peningkatan pendapatan asli daerah (PAD). Rasio kemandirian keuangan daerah dapat diukur dengan cara membagikan Pendapatan Asli Daerah (PAD) dengan Total Pendapatan Daerah (TPD). Penelitian ini bersifat kualitatif deskriptif. Hasil penelitian menunjukkan terdapat beberapa faktor kendala yang dihadapi pemerintah pusat dalam upaya meningkatkan kemandirian keuangan daerah, disertai dengan kebijakan yang didesain pemerintah pusat untuk membantu meningkatkan kemandirian keuangan daerah. Penelitian ini menyarankan perlu ada kebijakan lain untuk membantu meningkatkan kemandirian keuangan daerah, penguatan peraturan yang telah ditetapkan, serta visi yang jelas dan political will yang tinggi dari pemimpin daerah.

The focus of this study is the analysis the role of central government in order to improve the local finacial independence of local government through increase local revenue. The ratio of local financial independence can be measured by allowing local revenue to total revenue. This research is qualitative descriptive interpretive. This research result show that there are several factors constraints faced by the government in effort to increase the independence of the central financial area, along with the central government's policies to help improve the region's financial independence. This study suggests that there needs to be other policies to help improve the region's financial independence, strengthening the regulations that have been established, as well as a better vision and a great of political will from the local government leaders."
