"Latar Belakang
Setiap perencanaan pembangunan baik fisik maupun non-fisik ditujukan untuk peningkatan kesejahteraan penduduk, oleh sebab itu kebutuhan informasi yang berkaitan dengan jumlah dan komposisi penduduk serta perubahan-perubahannya sangat penting artinya untuk perencanaan pembangunan. Semakin baik informasi tersebut, semakin baik pula perencanaan pembangunan yang dihasilkan. Informasi yang baik merupakan informasi yang tepat, relevan, akurat, tersedia secara cepat dan murah.
Selama ini di Indonesia, data kependudukan yang digunakan untuk dasar perencanaan pembangunan diperoleh dari data sensus maupun survei penduduk yang dilakukan oleh BPS. Walaupun cakupannya luas yaitu seluruh negara tetapi data tersebut hanya dapat disajikan paling rendah sampai pada tingkat propinsi saja. Selain itu data ini jugs hanya dapat disajikan untuk satu titik waktu tertentu saja yaitu pada tahun berakhiran 0 yaitu sensus penduduk atau berakhiran 5 yaitu survei antar sensus penduduk, dengan kata lain data penduduk tersedia setiap 5 tahun sekali. Dengan demikian untuk perencanaan pembangunan yang bersifat regionalllokal dan untuk jangka waktu yang lebih pendek, data hasil sensus maupun survei tidak dapat memenuhi kebutuhan tersebut. Hal ini menyebabkan perlunya ada sumber data yang lain, yang dapat memenuhi kebutuhan di tingkat regional/lokal dan berjangka waktu pendek (tahunan misalnya).

"In Indonesia the redistribution problem is at least as important as high fertility. Since the beginning of the 20th Century Indonesia has faced an imbalance of population distribution with more than 60 percent of the population concentrated in Java, containing only 6.9 percent of the total area of Indonesia. The inequality of distribution of population among areas has created problems of over population in Java with all its economic, social, and cultural consequences, and under population outside Java. Nothing would seem more natural than to attempt to solve this problem of Java's over population than with a large scale migration. The population migration which has begun many years ago caused the heterogeneity of people (based on province of birth) who lived in several areas of Indonesia. From the 1971 and 1980 Population Censuses, the distribution of the lifetime migrants in several provinces in Indonesia can be detected."

"Rindfuss' study of the demographically dense' period among
American youth is applied in the Indonesian situation. The research
analyses data sets of :lie 1971, 1980 and 1990 Indonesian Population
Census and the 1997 National Social and Economic Survey. focusing on
women aged 15-24 years. Two hypotheses are examined for rite changes
between 1980 cmd 1997: (1) more women remained single and were likely
to continue education or join the labor force. and (2) pursuing education
was more dominant than pursuing employment. Two-thirds of women aged
15-24 remained unmarried in 1997. From 1971 to 1997. marriage and
attending school were becoming alternately exclusive, especially below age
20. Between 1980 and 1997, :lie percentage of those 'working' as main
activity dropped slightly, but attending school almost doubled. Another
measure, the percentage of women who worked at least one hour in :lie
previous week increased as women became older, but in overall it declined
within the 17-year period. Less-educated single women were more likely to
work. Mothers with young children tended to stay out of the work force.
